At this time, due to our local elections, we do not have capacity for a substantive response to the discussion paper. As an alternative, we have attached the letter we sent on March 28, 2014 on this topic to the Tanker Safety Expert Panel as many of our comments are still relevant. Please consider these comments as you develop an approach to preparing for and responding to hazardous and noxious substances incidents in Canadian waters.
