1. CALL TO ORDER 
 
Chair Crumblehulme called the meeting to order at 10:30 a.m.

By General Consent, the agenda was approved as amended. 
 
3. ADOPTION OF MINUTES 
 
3.1 November 14, 2016 Minutes 
 
By General Consent, the minutes of November 14, 2016 Trust Programs Committee 
were adopted as presented.

3.2  Follow Up Action List 
 
 The Follow-Up Action List was provided for information and review. 
 
4. TRUST COUNCIL BUSINESS 
 
4.1. Community Stewardship Awards - Briefing 
 
Staff described the steps to launch the program and explained how the nominees get 
recognized. Committee members discussed the value and the purpose of the awards 
program. 
 
By General Consent, the Trust Programs Committee referred to Trust Council the 
briefing regarding Community Stewardship Awards, as presented. 
 
5. BUSINESS 
 
5.1 Water Conservation Advocacy and Education – Revised Project Charter - RFD 
 
Staff noted that the project will offer an opportunity to bring water conservation partners 
to the islands for workshops, and raise the profile of the Islands Trust.  
 
The Committee members provided feedback on the project charter. 
 
TPC-2017-001 
It was MOVED and SECONDED, 
that the Trust Programs Committee approve the Water Conservation Advocacy 
and Education Project Charter dated February 14, 2017 and request staff to 
develop/collect education materials on water conservation options for use at 
workshops.  
CARRIED 
 
5.2 State of the Islands Project Update- Briefing 
 
Staff provided an update on the State of the Islands project and highlighted further 
planned work. Staff will continue to implement the project, incorporating the advice 
from Trust Programs Committee members. 
 
The Committee members received the briefing as information. 
 
5.3 Crown Land Protocol Project Update – Briefing 
 
Staff provided an update on the Crown Land
