These minutes follow the order of the agenda although the sequence may have varied.
1. CALL TO ORDER
Chair Luckham called the meeting to order at 1:05 p.m. Chair Luckham introduced
himself, the Trustees and staff and acknowledged that the Local Trust Committee is
meeting within Coast Salish Territory and expressed his gratitude. Chair Luckham
called for introductions from the Trustees and members of the public.
2. APPROVAL OF AGENDA
By general consent the agenda was adopted.
3. TRUSTEE REPORTS
Trustee Grams presented an update regarding the Salt Spring Island (SSI) Incorporation
Study process. He advised that in 2014, Capital Regional District Director McIntyre,
Trustee Grove and Trustee Grams set in motion a governance review for SSI. He also
reported that the SSI Incorporation Study Committee is expected to release a final report
in November 2016 and that a Provincial Offer of Restructure Assistance has been
received. He advised that if a referendum is called it would likely occur in early 2017.
Trustee Grams reported he met with Honourable Todd Stone, Minister of Transportation
and Infrastructure regarding BC Ferries.
Trustee Grove acknowledged that this is the first time the SSI Local Trust Committee
has met on Piers Island. He spoke to the value of belonging to the Islands Trust and to
the Islands Trust mandate to preserve and protect.

4. CHAIR'S REPORT
Chair Luckham presented the following highlights from the Union of British Columbia
Municipalities (UBCM) convention on September 26 to 30, 2016: a request to the
Province regarding rainwater catchment for potable water added to the BC Building
Code; an initiative regarding a moratorium for anchorages in the Salish Sea; and oil spill
prevention and preparedness.
5. TOWN HALL AND QUESTIONS
Chair Luckham opened the Town Hall at 1:30 p.m.
One member of the public expressed concern regarding the tax funds that Piers Island
residents contribute to the Islands Trust. It was noted BC Ferries service is irrelevant to
Piers Island residents as there is no ferry service to the island and support was
expressed to expand the shuttle service. It was also noted that Piers Island G
