Kelly Gesner, Landworks Consultants Inc. Gulf Islands Driftwood Reporter Approximately 3 members of the public These minutes follow the order of the agenda although the sequence may have varied. 1. CALL TO ORDER Chair Luckham called the meeting to order at 9:30 a.m. He introduced himself, the Trustees and staff and acknowledged that the Local Trust Committee is meeting in the traditional territory of the Coast Salish First Nations. 2. APPROVAL OF AGENDA The following amendment to the agenda was presented for consideration: 4 Closed Meeting – None By general consent the agenda and addendum were approved. 3. LOCAL TRUST COMMITTEE PROJECTS 3.1 4008 - SS-BL-493 - Piers Island Official Community Plan Bylaw Amendment Kelly Gesner, Landworks Consultants Inc., presented a staff report dated March 24, 2016 regarding the Piers Island Official Community Plan Update for Greenhouse Gas Emissions (GHG) Reduction Targets. Salt Spring Island Local Trust Committee Minutes March 31, 2016 ADOPTED Page 2 SS-2016-67 It was MOVED and SECONDED, that the Salt Spring Island Local Trust Committee Bylaw No. 493, cited as “Piers Island Official Community Plan By-law, 1980, Amendment No. 1, 2016” is referred to public agencies and First Nations. CARRIED SS-2016-68 It was MOVED and SECONDED, that the Salt Spring Island Local Trust Committee has reviewed the Directives Only Policies and determines that Bylaw No. 493, cited as “Piers Island Official Community Plan By-law, 1980, Amendment No. 1, 2016” is not contrary to or at variance with the Islands Trust Policy Statement. CARRIED It was noted the Salt Spring Island Local Trust Committee would like to invite Consultant Kelly Gesner to the future town hall meeting and Public Hearing on Piers Island. 3.2 4014 - Watershed Conservation and Demand Management Plan Clive Leung, Opus DaytonKnight Consultants Ltd., presented the Watershed Conservation and Demand Management Plan for Salt Spring Island. There was discussion and the following items were noted: • include consistent measurement units throughout the plan or add a footnote to explain the criteria where different measurement units are used; • address the discrepancy between the Ministry of
