Executive Committee Minutes of Meeting – October 6, 2015 Page 1 Executive Committee Minutes of Regular Meeting Date: Location: Tuesday, October 6, 2015 Islands Trust Victoria Boardroom 200-1627 Fort Street, Victoria, BC Members Present Peter Luckham, Chair Laura Busheikin, Vice Chair Susan Morrison, Vice Chair George Grams, Vice Chair Staff Present Linda Adams, Chief Administrative Officer Lisa Gordon, Director, Trust Area Services Robert Kojima, Regional Planning Manager Clare Frater, Trust Area Policy Analyst Jas Chonk, Recorder and Deputy Secretary 1. CALL TO ORDER The meeting was called to order at 8:45 am. Chair Luckham acknowledged that the meeting was being held in traditional territory of the Coast Salish First Nations. 2. MEETING WITH ALC CHAIR FRANK LEONARD 11:30 – 12:30 2.1 Preparations for meeting with Frank Leonard The Executive Committee discussed the agenda, format and objectives for the meeting with Frank Leonard. 2.2 ALC Impacts on Salt Spring Island – George Grams Vice-Chair Grams reviewed a document he had prepared that outlined some issues on Salt Spring Island that were related to the Agricultural Land Reserve. 2.3 Meeting with Frank Leonard Chair Luckham welcomed Mr. Leonard to the meeting and introduced Executive Committee members and staff. He made some introductory remarks about the Islands Trust and asked each Executive Committee member to speak to topics relevant to the Agricultural Land Commission, in their own local trust area and in those that they chaired. Frank Leonard provided a summary of the Agricultural Land Commission procedures and policies and his perspectives on some of the issues raised by Executive Committee members. He noted the option of having some Commission decisions (regarding subdivision and non-farm use) delegated to the Islands Trust. CAO Linda Executive Committee Minutes of Meeting – October 6, 2015 Page 2 Adams noted that the Islands Trust had investigated this option over ten years ago and information would be available in archives. EC-2015-138 It was MOVED and SECONDED, That the Executive Committee request staff to research historical information regarding delegated powers from the Agricultural Land Commission. CARRIED 3. APPROVAL OF AGENDA 3.1. Introduction of New Items 3.2. Approval of Agenda By General Consent, the agenda was approved as presented. 3.2.1. Agenda Context Notes Provided for information. 4. ADOPTION OF MINUTES 4.1. August 25-26, 2015 By General Consent, the Minutes of the August 25-26, 2015 Executive Committee Meeting were adopted as presented. 4.2 September 2, 2015 By General Consent, the Minutes of the September 2, 2015 Executive Committee Meeting were adopted as presented. 4.3 September 15, 2015 By General Consent, the Minutes of the September 15, 2015 Executive Committee Meeting were adopted as presented. 5.
