SUBJECT: PRELIMINARY LOCAL TRUST COMMITTEE INPUT INTO DEVELOPMENT OF 
THE ISLANDS TRUST STRATEGIC PLAN FOR 2014-2018 
 
RECOMMENDATION:  That the ** Local Trust Committee recommend to Trust Council that 
the potential objectives and strategies in the Discussion Draft of the Strategic Plan for 
2014-2018 be amended as follows:  (to be determined by each LTC) 
 
 
CHIEF ADMINISTRATIVE OFFICER COMMENTS:  
The Islands Trust Council is in the process of developing a Strategic Plan, which will 
guide staff work programs, and budget development for the 2014-2018 term.  Trust 
Council has assigned the Executive Committee to facilitate the plan’s development.  At 
this stage in the process, the Executive Committee is seeking input from Local Trust 
Committees (LTCs) into a Strategic Plan Discussion Draft, with a focus on the objectives 
and strategies that LTCs believe to be priorities. The current Strategic Plan Discussion 
Draft includes those objectives and strategies that LTCs had identified previously through 
their work programs, where these had specific objectives and could have budget or work 
program implications.  After further consultation with Council Committees, the Trust Fund 
Board and Bowen Island Municipality, the Executive Committee will prepare a further 
Discussion Draft for discussion at a facilitated session at the June meeting of Trust 
Council.   Public consultation is planned from June-Sept. The Strategic Plan is scheduled 
for adoption in September, in time to be considered during budget planning for the next 
fiscal year.  
 
IMPLICATIONS OF RECOMMENDATION 
ORGANIZATIONAL: The task of developing and providing LTC recommendations about a 
Strategic Plan can be accommodated with existing resources.   
 
FINANCIAL:  
No external financial implications of providing LTC recommendations about a Strategic Plan.   
 
LTC’s requests for strategies and actions for the 2015-2016 fiscal year should consider the 
available resources in the current budget.  
 
Should an LTC propose strategies and actions that would require additional resources in a future 
fiscal year, such requests would be considered by the Financial Planning Committee and Trust 
Council during the budget development process.
