ADOPTED TH LTC Meeting Minutes 1 November 21, 2012 MINUTES OF THE THETIS ISLAND LOCAL TRUST COMMITTEE BUSINESS MEETING HELD AT 10:45AM ON WEDNESDAY, NOVEMBER 21, 2012 AT THE THETIS ISLAND COMMUNITY CENTRE FORBES HALL-HUNTER ROOM, NORTH COVE ROAD THETIS ISLAND, BC PRESENT Ken Hancock Chair Peter Luckham Local Trustee Sue French Local Trustee Courtney Simpson Acting Regional Planning Manager Aleksandra Brzozowski Island Planner Stephanie Cottell Recorder There were seven (7) members of the public in attendance. 1. CALL TO ORDER Chair Hancock called the meeting to order at 10:50 am. He opened with remarks of acknowledgement and appreciation for Thetis Island’s place within the traditional territory of the Coast Salish First Nation. The community was welcomed and Chair Hancock introduced himself, the Local Trustees, Island Trust Planners, and the Recorder. 2. APPROVAL OF AGENDA 2.1 Late items Although recent electronic submissions had been made, none had been printed in time, and therefore could not be received and added to the agenda. No late items were added to the agenda. 2.2 Approval The agenda was adopted by consensus with the following amendments: • Item 9. Local Trustee Committee Projects becomes agenda item 4 (in part) • Item 9.3 becomes item 4.1; • Item 9.1 becomes item 4.2. • Remaining Local Trust Committee projects become Item 10. • The second Town Hall session becomes item 15. 3. TOWN HALL Ian Ralston, Thetis Island: discussed his legal submission regarding Riparian Areas Regulation applicability and compliance issues. He spoke to fresh water protection on Thetis Island generally as a potential participatory community initiative. ADOPTED TH LTC Meeting Minutes 2 November 21, 2012 Planner Simpson: clarified that Mimulus Biological Consultants had only focused on that watershed (Ralston Creek) in their study. Denis Gagnon, Thetis Island: expressed his general appreciation for the Riparian Areas Regulation. He sees the issue requiring island wide discussion with the Department of Fisheries and Oceans involvement. Ernie Hunter, Thetis Island: spoke to interconnectedness of waterways into the ocean. He expressed concern about the implications of zeroing in on one water body. Matt Hess, Thetis Island: spoke to the value of Ian Ralston’s legal submission. He appealed to the Trustees to please read and consider, and thanked Ian for his efforts. Trustee Luckham: spoke to the protocol of receiving late submissions, and that he is eager to move forward together as a community on these issues. 4. LOCAL TRUST COMMITTEE PROJECTS 4.1 Riparian Areas Regulation Compliance Planner Simpson presented her report and recommendations. Discussion followed.
