SM’s Oct 3 Draft letter from GBLTC to REGIONAL DISTRICT OF NANAIMO to follow up on 
Protocol meeting of JUNE 22, 2012  
1. Islands Trust Protocol Agreement and Letter of Understanding with the Regional District of 
Nanaimo – direct IT staff to assist with protocol agreement and MoU amendments identified by 
RDN 
2. Greenhouse gas emission reduction actions – a) welcome RDN actions to achieve OCP goals of 
increased walk-ability in Village; LTC could consider letter of support, planning projects using 
local expense budget; b) inform of NZEV network and welcome RDN NZEV network alignment 
for travel beyond GBLTA boundaries; c) investigate RDN sustainability development checklist (to 
see if it achieves OCP GHG goal) 
3. Overlap and complimentary efforts for climate change and GHG reduction work – could send 
them our OCP policies and ask that they notify if any are achieved by RDN 
4. Public transportation –  notify that GBLTC now has a TAC to which the RDN might choose to 
refer policy or program ideas 
5. Watershed protection work – reiterate GBLTC invitation to contribute to groundwater inventory 
work if research gaps are identified (funds must be spent by March 31, 2013) 
6. Housing agreements administration – acknowledge this is not presently a RDN function; 
recommend this would be a valuable community service were RDN to assume this function, as 
has the CRD, to assure permanent affordability for multi-unit projects 
7. Building permits and inspection – give location of RAR & steep slope maps for information 
8. Zoning of community and regional parks – a) remind of “terms” of 707 park referral (survey, 
consolidation of parcels); b) acknowledge request that RDN parks new zoning include a 
residential density for caretaker on Coats and Descanso; c) clarify process on rezoning draft (ie is 
is safe for IT staff to work from existing RDN park management plans, or propose bylaw 
language based on existing Park zones in OCP? 
9. Working with First Nations – a) provide GBLTC’s new OCP policies on FN & archaeology for 
information; b) invite RDN participation in LTC / SFN protocol meetings where issues warrant 
and SFN agree
