[0:00:20] Voice 3: online over zoom as well as in person and we've got one person in the live audience with us

[0:00:33] Voice 3: So I'm going to get us going here, call the meeting to order.

[0:00:38] Voice 3: I just want to say first that I'd like to acknowledge that we're meeting on the territory

[0:00:43] Voice 3: of several First Nations.

[0:00:48] Voice 3: That's the Squamish Nation, Musqueam, and Tsleil-Waututh.

[0:00:52] Voice 3: And we're very fortunate to be able to live here and acknowledge the stewardship through the millennia, and especially in these weather events, to live in a stable climate, in a sustainable way, is a wonderful thing, and I look forward to a better future.

[0:02:07] Voice 3: interesting one and we have a great schedule from 12.15 to 12.45 and I don't think we've got a closed meeting, no we don't have a closed meeting today and I'd like to start then if we've approved the agenda by consent with the

[0:02:30] Voice 3: meeting and we appointed people to the working group for the official

[0:02:35] Voice 3: community plan targeted and they've been alerted by email so I won't read out all

[0:02:43] Voice 3: the names. Trustee reports who'd like to start? Yeah I can start thank you I'd

[0:02:56] Voice 3: I'd like to start, we attended as a local trust committee

[0:03:00] Voice 3: and as part of Islands Trust,

[0:03:02] Voice 3: joint Sunshine Coast Regional District Islands Trust meeting

[0:03:06] Voice 3: on October 8th.

[0:03:09] Voice 3: A number of items were discussed and we have notes for that.

[0:03:20] Voice 3: The joint S-E-R-D-I.

[0:03:31] Voice 3: October 22nd, I presented along with my fellow trustees to the House Sound meeting.

[0:03:40] Voice 3: My portion of the presentation was on the House Conservancy.

[0:03:44] Voice 3: It was nice to see everybody around the House Sound.

[0:03:47] Voice 3: It was our first in-person meeting in almost two years.

[0:03:51] Voice 3: So it's really nice to have that sense of somewhat normalcy.

[0:03:57] Voice 3: I attended the Regional Planning and Financial Committee's meetings.

[0:04:01] Voice 3: There's a couple of past weeks, and we're right into our budget planning and the challenges around keeping that budget as low as possible.

[0:04:16] Voice 3: The Regional Planning Committee, we're focusing on moving forward on our freshwater sustainability strategy.

[0:04:24] Voice 3: and just in general the local Gannier community had to commend them. We're

[0:04:32] Voice 3: continuing to help each other out through the various weather systems that

[0:04:38] Voice 3: keep coming through and damage roads. There was a fire a couple of days ago

[0:04:43] Voice 3: and our new fire truck was was implemented and responded well. It was

[0:04:50] Voice 3: just a small fire so that wasn't a huge concern um and now the new brighton doc committee is

[0:04:59] Voice 3: beginning to meet again after a six-month hiatus and is looking at more advocacy to the scrd

[0:05:07] Voice 3: and um looking at more i can finalize long-term plans for the new brighton thank you for the doc

[0:05:39] Trustee Rogers (probable): different environment mr shepherd is here with us we have one member from keats as opposed to the

[0:05:43] Trustee Rogers (probable): 60 plus that we had uh the last time we were together on october um it was great to see

[0:05:50] Trustee Rogers (probable): everyone i have sent out some reporting on that and we'll send out more as we keep going

[0:05:55] Trustee Rogers (probable): um so on october the 18th i also joined the scrd meeting it was good to see the folks

[0:06:03] Trustee Rogers (probable): the scrd has um we haven't had a lot of interaction with the cao there yet yet but he

[0:06:10] Trustee Rogers (probable): was in the meeting for at least the first hour but they had another meeting to go to after that

[0:06:15] Trustee Rogers (probable): we met the new um director i think she is our manager of uh community services i think that's

[0:06:22] Trustee Rogers (probable): her title yeah yeah general manager community services which is great to have met her because

[0:06:28] Trustee Rogers (probable): uh she's responsible for uh many of the services that we have uh on the islands including uh

[0:06:36] Trustee Rogers (probable): i did including the ports the docks uh and i gathered the parks which i didn't know

[0:06:42] Trustee Rogers (probable): i didn't catch but i learned later that she's also responsible for that

[0:06:47] Trustee Rogers (probable): not the water system in eastbourne but but but those we talked about a variety of things that

[0:06:53] Trustee Rogers (probable): have been raised by thank you to all the folks on um the uh gavier keats and thornby and other

[0:07:01] Trustee Rogers (probable): and other places that raised issues that they they wanted us to raise with the strd and we

[0:07:06] Trustee Rogers (probable): did talk about mall we had a quite extensive agenda um and so i was waiting for the notes

[0:07:11] Trustee Rogers (probable): to come out and now that they're here before i did a report back on the the items that were

[0:07:16] Trustee Rogers (probable): discussed but i believe there's some action items there in terms of communication and in terms of

[0:07:22] Trustee Rogers (probable): services that are important so that was a useful two hours and thanks to regional planning manager

[0:07:29] Trustee Rogers (probable): for cower and uh the island's trust cao for being there through the meeting of course the three of

[0:07:34] Trustee Rogers (probable): us were all there as well so it was a useful meeting um and then on the 22nd uh the house

[0:07:40] Trustee Rogers (probable): sound forum thank you to bowen and to uh sue allen and all her her co um you're not trustees

[0:07:48] Trustee Rogers (probable): you're counselors uh and the mayor for welcoming us to bone island it was great to be all together

[0:07:59] Trustee Rogers (probable): presentation related to what's going on at the Islands Trust on a larger basis, and I

[0:08:04] Trustee Rogers (probable): presented on the trust policy statement, the review that's going.

[0:08:10] Trustee Rogers (probable): I thought it was kind of dry, but I had a number of people come up to me afterwards

[0:08:13] Trustee Rogers (probable): and indicate to me that they thought it was an interesting presentation, the complications

[0:08:18] Trustee Rogers (probable): that we the complications that the allen's trust has in terms of the variety of areas we cover the

[0:08:24] Trustee Rogers (probable): issues that we follow uh so that was uh useful two hours and thanks to regional planning manager

[0:08:31] Trustee Rogers (probable): cower and uh the island's trust cao for being there through the meeting of course the three

[0:08:36] Trustee Rogers (probable): of us were all there as well so it was a useful meeting um and then on the 22nd uh the house

[0:09:08] Trustee Rogers (probable): policy statement the review that's going um it was interestingly i thought it was kind of dry

[0:09:13] Trustee Rogers (probable): but i had a number of people come up to me afterwards and indicate to me that they were

[0:09:16] Trustee Rogers (probable): they thought it was it was an interesting presentation the things that we the complications

[0:09:21] Trustee Rogers (probable): that the allen's trust has in terms of the variety of areas we cover the issues that we follow

[0:09:28] Trustee Rogers (probable): one more thing is uh was that on november the 5th this will be of some interest to those on

[0:09:36] Trustee Rogers (probable): particularly on keats i met with the keats sub representative of the keats conservation groups

[0:09:42] Trustee Rogers (probable): and representatives of the scrd parks department uh the manager and uh coordinator regarding the

[0:09:50] Trustee Rogers (probable): damage that's going on uh on the paths and the road the paths down and the foreshore at west

[0:09:57] Trustee Rogers (probable): beach which is the major beach on in east horn um we met on the beach for a couple of hours

[0:10:04] Trustee Rogers (probable): showed them the damage, showed them the problems.

[0:10:07] Trustee Rogers (probable): It's uphill water coming down.

[0:10:09] Trustee Rogers (probable): It's both coming through the ground and running along the ground.

[0:10:14] Trustee Rogers (probable): It's pretty uncontrolled.

[0:10:16] Trustee Rogers (probable): The SCRD has not ever put any infrastructure in there to help try to mitigate this problem,

[0:10:23] Trustee Rogers (probable): and we're encouraging them to do so.

[0:10:27] Trustee Rogers (probable): They, of course, their answer was, well, they have 60 things on their agenda ahead of us,

[0:10:33] Trustee Rogers (probable): but we're very you know i made the point for that all of the islands put into um into the

[0:10:40] Trustee Rogers (probable): park pay into the park function uh and very little of that money comes back to the the islands in

[0:10:46] Trustee Rogers (probable): terms of park infrastructure or park remediation um and you can do the math and figure out how

[0:10:53] Trustee Rogers (probable): much is put in every year from the islands the various islands it's not just keats it's gambier

[0:10:58] Trustee Rogers (probable): it's the army it's all over the island and yet there are some parks that can utilize some work

[0:11:03] Trustee Rogers (probable): so hopefully we can work together and get some work done on what is the the key summer park in

[0:11:09] Trustee Rogers (probable): particular on on particularly on the east side of the island but eastbourne and the area around there

[0:11:16] Trustee Rogers (probable): but really for the whole life which is west beach and it is an strd park uh uphill and it was

[0:11:24] Trustee Rogers (probable): interesting with all of the rain last saturday night through monday midday we obviously um it

[0:11:33] Trustee Rogers (probable): appears that we didn't have we dodged a lot of the worst of the damage like seeing the rest of

[0:11:40] Trustee Rogers (probable): the province but i went down there a few times to what see what's going on and of course was being

[0:11:46] uh damaged uh

[0:11:47] Trustee Rogers (probable): the pathway just as we had described it uh to the scrd so the evidence was there that

[0:11:53] Trustee Rogers (probable): we need to do some remediation there so that was a good meeting i too have been at executive

[0:11:58] Trustee Rogers (probable): committee meetings um at financial planning committee meetings which we finished putting

[0:12:05] Trustee Rogers (probable): our proposed budget together for the um for uh trust council and trust council is in two weeks

[0:12:14] Trustee Rogers (probable): time, and it will be the first in-person trust council we've had since March of 2020, and

[0:12:24] Trustee Rogers (probable): it's in Victoria. I think we're expecting 20 or 18 or 20 of the trustees, 26 trustees

[0:12:32] Trustee Rogers (probable): to be there. We'll also be available and interactive on an interactive platform. So it'll be a

[0:12:40] Trustee Rogers (probable): a pure hybrid meeting a true hybrid meeting which will be good yeah so that's my reporting

[0:13:41] Voice 3: and the different meetings um but i wanted to say um earlier this week i attended a uh session

[0:13:49] Voice 3: called inclusive local government building equality embracing diversity but it was about

[0:13:53] Voice 3: how to do outreach to more uh of the different kinds of people that are involved in um in the

[0:14:00] Voice 3: islands uh in my case i was looking for islands they were thinking about big cities but that was

[0:14:04] Voice 3: fascinating and uh i um also and i'll be bringing some some of those ideas to trust council and i

[0:14:14] Voice 3: just wanted to show you in the uh uh dan was speaking about trust council and 15.2 in our

[0:14:20] Voice 3: agenda is the news release about trust council so people can zoom into that if you're interested

[0:14:25] Voice 3: and then 15.2 is the these are just information items the uh

[0:14:29] Voice 3: we've got more uh policy

[0:14:32] Voice 3: policy statement engagement plan so people will have a chance to give more input to the basic

[0:14:40] Voice 3: trust policy statement which some see as the official community plan for the whole island's

[0:14:45] Voice 3: trust area and i wanted to bring those things to your attention and uh but otherwise i'm going to

[0:14:52] Voice 3: uh i've got a bonus go ahead trustee stanford i did forget one thing that i attended the

[0:14:59] Voice 3: the Modernizing Forest Policy Zoom session on November 5th,

[0:15:06] Voice 3: and it was quite unhelpful.

[0:15:10] Voice 3: But I just let people know that any opportunity

[0:15:14] Voice 3: that we can get to provide input to anything

[0:15:18] Voice 3: that's happening around forestry,

[0:15:20] Voice 3: I am trying to take notes.

[0:15:23] Voice 3: It just happened to get here.

[0:15:30] Voice 3: Yeah, there are changes underway.

[0:15:32] Voice 3: way and um i'll also just mention that this session is being reported so just for the record

[0:15:39] Voice 3: i'll say that we're in the same week uh we're in another provincial emergency has been declared

[0:15:45] Voice 3: because of the flooding and landslides in the interior and um so just for future reference if

[0:15:53] Voice 3: people are wondering why we're speaking like this and uh i'm going to move on then electoral area

[0:16:25] Trustee Rogers (probable): for the renewal of three water leases for docks.

[0:16:30] Trustee Rogers (probable): One is for Keats Landing, one's for Eastbourne

[0:16:35] Trustee Rogers (probable): and one's for the Beaucroft dock.

[0:16:37] Trustee Rogers (probable): This is a standard routine thing they need to do

[0:16:40] Trustee Rogers (probable): in order to get the water lease for the docks

[0:16:43] Trustee Rogers (probable): and the recommendation from staff

[0:16:45] Trustee Rogers (probable): is that this lease be renewed for five.

[0:16:48] Trustee Rogers (probable): Apparently there's options for longer,

[0:16:50] Trustee Rogers (probable): but they've decided to go for a five-year lease

[0:16:54] Trustee Rogers (probable): or that's the recommendation from staff so that because of the fact that they're

[0:17:01] Trustee Rogers (probable): reviewing the status of those so that's as i said keats landing eastbourne and

[0:17:06] Trustee Rogers (probable): bowcroft he indicated he thought it was it will be a relatively routine and they will approve them

[0:17:15] Trustee Rogers (probable): yes it is recommended that the length of the lease term be maintained at the current practice

[0:17:20] Trustee Rogers (probable): of five the status quo so that's one update from him and if i could i i forgot one thing as well

[0:18:13] Trustee Rogers (probable): about the fair the storm away not coming into eastport uh that's one issue however but the

[0:18:20] Trustee Rogers (probable): second issue i wanted to mention was that two people that have served on the ferry advisory

[0:18:24] Trustee Rogers (probable): committee from eastbourne have have sent out a notice that they're stepping down and i just uh

[0:18:29] Trustee Rogers (probable): and that's um daniel saunders and susan mcclaren i just want to thank them for the time they've

[0:18:34] Trustee Rogers (probable): spent on that very advisory committee representing eastbourne uh to and i know it's a complicated

[0:18:41] Trustee Rogers (probable): job because i did it for one year uh and um it's uh it's it's uh it's not it's somewhat

[0:18:48] Trustee Rogers (probable): I'm somewhat thankless and thankful that particularly Tanya has been doing it for five years or so and so thank you both and I hope other people at Eastbourne will step up to serve on that important role for Eastbourne.

[0:19:03] Trustee Rogers (probable): We also have a very good representative from Keats Landing who I think assumed is staying because I've heard different things.

[0:19:11] Voice 3: I'm just going to mention that we did have some recording trouble right at the beginning apparently and so while we've been talking Mark has become the host and sorted it out.

[0:19:20] Voice 3: so if there's hitches that's why go ahead um i just one of the things that i've noticed

[0:19:26] Voice 3: we've been talking about the very advisory committee is somebody mentioned group page

[0:19:34] Voice 3: facebook page that the the route didn't used to go to eastbourne in the winter at all and i had

[0:19:42] Voice 3: no idea about that to see the evolution of that that's

[0:19:53] Trustee Rogers (probable): eastbourne uh because uh it was so exposed uh but it's probably

[0:19:58] Trustee Rogers (probable): it's certainly gone to eastbourne since i've been on eastbourne which is 25 years but i understand

[0:22:17] Trustee Rogers (probable): It says application requires selection of the period of proposed use as follows, 2, 2 to 5, 5 to 10, 10 to 30, more than 30.

[0:22:29] Trustee Rogers (probable): most recently they they've always renewed their dock leases for the scrd for five years the

[0:22:34] Trustee Rogers (probable): ministry has expressed a preference for longer due to administrative reasons however as the

[0:22:39] Trustee Rogers (probable): financing and sustainability scdr reports services were regularly reviewed it is recommended that the

[0:22:46] Trustee Rogers (probable): length of the lease be maintained in the current practice of five years so if you have a concern

[0:22:51] Trustee Rogers (probable): about that you should put it into the SCAD they may maintain those um i i just if you've been

[0:22:59] following the SCAD

[0:23:01] Trustee Rogers (probable): you will know that the ports function is a fairly large budgetary concern to

[0:23:06] Trustee Rogers (probable): that and i just don't think they want to give the message that they're necessarily in it for the

[0:23:11] Trustee Rogers (probable): long for a long long period of time they

[0:24:05] Voice 3: fits into that whole idea that they want to do on how sustainable this is and where it's going to go, which is kind of scary.

[0:35:03] tree cutting and things of that nature.

[0:39:59] Voice 3: them uh before i before the meeting started i will have limited i have some information

[0:40:10] Voice 3: through the things that i understand about this fully um this is uh the recommendations here are

[0:41:01] Voice 3: with over 120 and I think you'll understand the context of that we also

[0:41:13] Voice 3: had recommended that there's a there's a limitation of 35 square meters on either

[0:41:24] Voice 3: that was the rationale for changing it to 36 square meters is that for those

[0:41:37] Voice 3: for those structures that are made of wood and we actually kind of there was a

[0:41:44] Voice 3: public comment that jamie had read about when you buy boards and you cut boards that there's

[0:41:52] Voice 3: actually all this leftover wood um when you um when you have to meet 35 square meters

[0:41:59] Voice 3: um and 36 square meters will allow for cleaner cuts and not so much scrap wood

[0:42:06] Voice 3: um that was one of it and that seemed to be a reasonable comment and a reasonable reason to

[0:42:12] Voice 3: change that measure she and i talked about the measurements in general and what the rationale

[0:42:18] Voice 3: was these most of the measurements have been based on provincial guidelines or um green shores

[0:42:28] Voice 3: guidelines for the most part and as she and i talked about you know what is there is there a

[0:42:35] Voice 3: scientific basis i had asked that after the meeting is there a scientific basis can we find

[0:42:41] Voice 3: the scientific basis for a 35 meters versus a 40 meters versus a 20 meters and um and she wasn't

[0:42:49] Voice 3: able to find a resource for that you know the provincial numbers she wasn't able to find that

[0:42:56] Voice 3: but we we sort of concluded based on the non you know we're not biologists but what i understand

[0:43:03] Voice 3: from having worked in washington state on the shoreline management laws there is that there's

[0:43:10] Voice 3: a basic there's a basic um idea here which is that the most the best thing for the shoreline

[0:43:20] Voice 3: environment is nothing right you know having any kind of structure there is damaging the furling

[0:43:27] Voice 3: and the bigger it is the more damage it can do so there's this is a compromise having any kind

[0:43:35] Voice 3: of structure allowing any kind of structure as a compromise and you want it to be as small as

[0:43:41] Voice 3: it can be to accommodate the use that is there and to limit the impact on the shoreline.

[0:43:49] Voice 3: It's I think a layman's idea about what's the science behind it.

[0:43:57] Voice 3: And the way that it got explained to me as a planner was that that shoreline environment

[0:44:05] Voice 3: that's being shaded by the dark where the structures is damaging habitat for fish.

[0:44:12] Voice 3: The plants can't grow because they're not getting the light.

[0:44:15] Voice 3: And the little fish can't see when they swim into the shade and they get eaten by bigger fish.

[0:44:23] Voice 3: So that's the story that I have always carried with me about not being a scientist.

[0:44:31] Voice 3: How can I understand this?

[0:44:33] Voice 3: and that's the reason for limiting any of these structures and it's also the reason you'll see

[0:44:42] Voice 3: a little bit later on about why we recommend that decking materials are as transparent as

[0:44:50] Voice 3: you can make decking materials so that the light can come through and you're still healthy to

[0:44:56] Voice 3: promote some vegetation on the ground so you all probably know that already but um but it might be

[0:45:03] Voice 3: helpful for folks who aren't you know into this stuff every day to hear something like that anyway

[0:45:11] Voice 3: so that's where we ended up 35 square meters to 36 square meters to limit um wood waste and um

[0:45:20] Voice 3: and we also took the comments about pruning and turning trees to heart you know it's

[0:45:29] Voice 3: we could say you can only have one tree or two trees or prune this or prune that

[0:45:34] Voice 3: but we also have to take into consideration what we're able to monitor and administer and enforce

[0:45:42] Voice 3: and um and what's reasonable around that um jamie did find this language within 2b

[0:45:51] Voice 3: which um is sort of general you know we're saying uh the printing trimming or limbing of trees

[0:45:59] Voice 3: provided it cannot reasonably be expected to result in the death or removal of the tree

[0:46:03] Voice 3: so it's kind of a guideline there's not a number associated with that or um um but it's kind of a

[0:46:12] Voice 3: guideline keep the tree alive yeah keep the tree alive that's the basic idea about that yeah um

[0:46:20] Voice 3: and then yeah you'll see in d that the decking materials must allow for a minimum of 43 percent

[0:46:31] Voice 3: open space and again that's for light penetration um and e also addresses light penetration

[0:46:43] Voice 3: Yeah, so, so that's the staff response to the comments that we've heard in terms of

[0:46:51] Voice 3: our recommendations for updating the violence.

[0:56:26] Trustee Rogers (probable): provided in it, in fact that's scientifically not accurate, that it does impact the forage

[2:11:53] Planner Eggen (probable): deadline was yesterday for submissions and at that deadline we received no submissions.

[2:13:05] Planner Eggen (probable): we did include the estimated budgets for each of the um subsequent phases of the proposal so

[2:43:59] Voice 3: the two times that i went to gambier the parking had increased by like three times not just mostly

[2:44:08] Voice 3: mostly what kind of vehicles electric yeah and so I just wanted to say these

[2:44:18] Voice 3: electric vehicles are coming and when I asked a specific question at the

[2:44:21] Voice 3: islands 2050 presentation the webinar thing one of the planners said oh yeah

[2:44:27] Voice 3: they're going to be a big deal but he said but anyway it was there there it's

[2:44:38] Voice 3: going to be a big part of their climate strategy in Metro Vancouver so we'll be

[2:44:41] Voice 3: more people riding like it's everywhere in that county and they're going to be designing for it

[2:44:48] Voice 3: this last december 6th and i was sitting next to a translate planner who was actually working on

[2:44:59] Voice 3: and she was talking about she she mentioned i didn't know that there are actually electric bikes

[2:45:06] Voice 3: here in north and she was just kind of describing

[2:45:10] Voice 4: her experience of riding around on it and she said

[2:45:13] Voice 4: exactly that but it's much easier to use one of those going up those ones wet

[2:45:16] Voice 3: and um and there's

[2:45:19] Voice 3: it's not like the shaw bikes you can pick them up anywhere and probably from anywhere

[2:45:25] Voice 3: and you track them with it we

[2:45:27] Voice 8: went fast the

[2:45:28] Voice 3: lime cycle that lime one oh okay yeah but they're

[2:45:34] Voice 3: coming we now have a um like bike rental right there when you come off the chair and go and uh

[2:45:41] Voice 3: it's a business running out of what used to be the coffee place but now they've called it

[2:45:45] Voice 3: that people aren't gathering close to anywhere out there.

[2:45:48] Voice 3: Anyway, this is just for our radar purposes,

[2:45:52] Voice 3: same as the climate one.

[2:45:55] Voice 3: And in terms of, let me know when you see them on your island.

[2:46:01] Voice 3: By the way, I also communicated with Scott Colbert,

[2:46:04] Voice 3: because I had a chat with him at one point.

[2:46:06] Voice 3: And they've had electric bicycle parades

[2:46:09] Voice 3: and all kinds of things, but it's not safe enough,

[2:46:14] Voice 3: I gather, on Abriola, for them to expand that network to, or to do any more, just as a community group, to do more, encouraging, they're not encouraging people to do much more of it, because there's traffic speeds and things, that, anyway, that's just.

[2:46:35] Voice 3: A lot of these islands, especially there, one of the challenges, and I think it's an idea for planning, but it comes from a different direction in that there are a few of us that have electric cars.

[2:46:54] The challenge is, given that 85% of the people can't

[2:47:01] Voice 3: leave it down at the parking lot because there's no plug-in, and they don't hold their charge.

[2:47:06] Voice 3: and I'm not sure how the bikes work but once your charge is down on the bike you can barely move

[2:47:12] those things so you have to move them to get charge

[2:47:15] Voice 3: going if I understand correctly so it

[2:47:17] Voice 3: would be more of looking at what can we do to support electric transport bikes or more likely

[2:47:27] Voice 3: for particular island parts because we're always hauling big chunks of stuff yeah and the bikes

[2:47:35] Voice 3: preclude that we have had a couple of electric bikes on the island but not for

[2:47:41] Voice 3: real use it's just oh let's let's try this out and yes we can go up the hills

[2:47:47] Voice 3: no problem price free but there's certainly not a practical thing in both

[2:47:51] Voice 3: when they're sold quickly just because it wasn't do people bring bicycles on

[2:47:57] Voice 3: this but there's a few die-hard insane people that have regular regular bikes

4.1 Trustee Reports 
Trustee Stamford reported on her involvement in recent activities, including: 
 Attended Sunshine Coast Regional District (SCRD)-Islands Trust joint meeting 
 Presented to the Howe Sound Community Forum along with Trustees Rogers and 
Fast; her presentation focus was the Islands Trust Conservancy.

 Attended the Regional Planning and Financial Planning Committees; current focus is 
all about budgets and the challenge of appropriate budget recommendations to the 
upcoming Trust Council. 
 Regional Planning Committee discussed the importance of the Fresh Water 
Sustainability Strategy that was presented to the committee. 
 Local Gambier community has been helping each other through the numerous rain 
events and have so far seen relatively little damage from the storms although 
recently there was an electrical fire from fallen trees. 
 The New Brighton Dock Committee is looking at what more advocacy it can do to 
encourage action for the long-term plans of the facility. 
 Attended a Zoom session on modernizing policy. 
Trustee Rogers reported on the following: 
 Joint SCRD-Islands Trust meeting where issues raised by islanders were discussed. 
 Presented on the Trust Policy Statement at Howe Sound Community Forum 
 Met with Keats Conservation Group and a representative from SCRD Parks regarding 
damage and water run-off on the paths down and the foreshore at West Beach, a 
major beach at Eastbourne. 
 Executive Committee work on financial plan and proposed budget, to be presented 
to Trust Council in two weeks time. Will be the first in person Trust Council meeting 
since March 2020 and will be a hybrid meeting. 
4.2 Chair's Report 
Chair Fast reported on the following: 
 Attended a session on how local government can do more outreach to the different 
kinds of people on the islands; will bring some of those ideas to Trust Council. 
 Item 15.2 of this agenda: news release on Trust Policy Statement and planned 
community engagement 
 Provincial state of emergency declared due to flooding and landslides. 
4.3 Electoral Area Director's Report 
Trustee Rogers, on behalf of Electoral Area F Director Mark Hiltz, reported that the SCRD 
currently was considering recommendations for the renewal of three water leases, for 
Keats Landing, Eastbourne, and Vaucroft docks. Recommendation from staff was to 
renew the leases for five years, which would maintain the status quo. 
Trustee Rogers noted the ferry service to Eastbourne is challenged in the winter; 
concerns had been raised about the Stormaway not coming to Eastbourne. Two 
members of the Ferry Advisory Committee from Eastbourne were stepping down. 
Trustee Rogers extended thanks for their contributions and hoped other people from 
Eastbourne would step up for that role.

10.1 Keats Island Shoreline Protection Project 
Regional Planning Manager Kauer gave an overview of the staff report on the Keats 
Island Shoreline Protection Project that provided a follow up on the referrals of 
proposed Bylaw Nos. 153 and 154 received to date and two Community Information 
Meetings held in September and October 2021. The staff report outlined proposed 
changes to the draft bylaws. 
Discussion ensued on: the size of docks; the impact of docks on marine ecosystems and 
visual quality; historically, denser settlement areas are water access only with 
restrictions on roads for waterfront properties, where concerns were raised about size 
of dock and spacing between docks; rationale for docks that serve more than one family 
or several dwellings; the public consultation process.

There had been no submissions to a Request for Proposals for a consultant to focus on 
engagement and a communications plan; an alternate plan with options and next steps 
would need to be developed. A consultant was to work with the Working Group. At this 
time, the Working Group could be given an introduction to the project and background 
on work done so far, and could review discussion papers.

Chair Fast noted that some islanders were not aware of rising sea levels; this link 
was provided for further discussion, which included the following points: 
 Wonder about something like that for the foreshore project 
 It is storm surges that will impact.  
 The science is changing; things are happening faster than anticipated. This 
has large implications on what we need to protect. Data is changing. 
 Timelapse in Google Earth shows how things have changed in any area over 
the past 37 years. Deforestation in this area is notable. Some islands have 
not changed a lot. 
Chair Fast remarked she would look into Islands Trust mapping or other visual 
depiction of sea level rise information. 
12.2 2022 Annual Meeting Schedule - for discussion and decision 
Trustees discussed the proposed 2022 meeting schedule.

Trustee Stamford commented her interest in interacting with the Squamish Nation

bring this to a future agenda. 
Trustee Rogers reported that someone on Keats was trying to organize a musical First 
Nations reconciliation event for the end of September at Barnabas, and that he had 
linked them up with Ruth Simons of the Biosphere Region. It could be an opportunity to 
celebrate the first anniversary of the Biosphere and increase awareness of First Nations 
history and reconciliation on Keats. 
There will be a webinar with an indigenous component by the Islands Trust Conservancy 
for Sandy Beach Nature Reserve on December 8 in the evening.
