[0:00:09] Trustee Elliott: squale everyone uh thank you for joining us today for this electronic meeting the thetis island

[0:00:16] Trustee Elliott: local trust committee and i want to begin this meeting by acknowledging that we are all grateful

[0:00:22] Trustee Elliott: to be able to live and work and gather today in locations across the traditional territory of the

[0:00:28] Trustee Elliott: the Coast Salish Peoples. I'm Toby Elliott. I'm a Gabriela Island local trustee in Slaanamook

[0:00:35] Trustee Elliott: First Nation Territory. It's where I am today. And we are joined by your Thetis Island trustees,

[0:00:44] Trustee Elliott: Peter Luckham and Ken Hunter. And together, we three make up the Thetis Island Local Trust

[0:00:51] Trustee Elliott: committee so um yes this meeting is being live streamed and recorded for those um who might want

[0:00:59] Trustee Elliott: to watch it after all the afterwards the recording is available on the islands trust website and

[0:01:05] Trustee Elliott: it'll be up in the next few days so the staff joining us today hello we've got lisa millard

[0:01:12] Trustee Elliott: our minute taker and she's hosting and in this new role we've been grateful uh she's been a long

[0:01:19] Trustee Elliott: time with the islands trust and has stepped up to be a meeting facilitator and minute taker so

[0:01:24] Trustee Elliott: happy that you're here margo tomaitis our island planner there she is in the background

[0:01:32] Trustee Elliott: and we've got support from renee jemirat regional planning manager if needed and um

[0:01:39] Trustee Elliott: that's about it for me trustees did you want to say a few words or do any sort of acknowledgement

[0:01:45] Trustee Elliott: of where you are today, which is probably on Thetis Island.

[0:01:50] Trustee Luckham: Indeed, on Thetis Island.

[0:01:52] Trustee Luckham: Grateful to live here in Penelakut Territory

[0:01:55] Trustee Luckham: and more broadly in the Thetis Trust area,

[0:01:57] Trustee Luckham: that of the Lai Aksan Nation.

[0:01:59] Trustee Luckham: So grateful to be here.

[0:02:00] Trustee Luckham: Thank you.

[0:02:05] Trustee Elliott: Are you as well on Thetis, Ken, a trustee hunter?

[0:02:08] Voice 6: Yes, I am.

[0:02:09] Voice 6: Yeah, I'm just having a little trouble with my parrot,

[0:02:11] Voice 6: so I think I've finally got him quieted down.

[0:02:13] Voice 6: Yeah, lovely Thetis Island.

[0:02:16] Trustee Elliott: Awesome.

[0:02:18] Trustee Elliott: Great.

[0:02:18] Trustee Elliott: Great. Well, we have an agenda before us. And just scrolling here, I'll ask if there are any additions or changes to the agenda as presented.

[0:02:33] Trustee Luckham: I have nothing

[0:02:34] Trustee Luckham: to add to the agenda. I just want to make note that Paul Duncan has joined us for the public comment period when we finished the introductions here.

[0:02:43] Trustee Luckham: He's a representative of what's referred to as the Thetis Forum, is interested in value for taxes.

[0:02:53] Trustee Luckham: And so he's going to speak in the public forum.

[0:02:54] Trustee Luckham: Just want to make sure, acknowledge that he's here.

[0:02:56] Trustee Luckham: Thank you, Paul.

[0:02:57] Trustee Luckham: And make sure that we pick him up when we get there.

[0:03:01] Trustee Elliott: Perfect.

[0:03:01] Trustee Elliott: Thank you so much, Trustee Luckham.

[0:03:06] Trustee Elliott: So I'll take it by general consent that we will approve the agenda as presented and we'll move into reports.

[0:03:14] Trustee Elliott: so first trustees reports if you've got items of interest from your local area

[0:03:19] Trustee Elliott: be great to share them out but

[0:03:21] Trustee Luckham: can go first well

[0:03:23] Voice 6: i don't actually have a report but i do have a

[0:03:26] Voice 6: question about the community dock a lot of people have been asking me about it and i don't honestly

[0:03:31] Voice 6: know what's going on with it um do you have anything on that uh peter um

[0:03:37] Trustee Luckham: well uh what little

[0:03:38] Trustee Luckham: i do know uh indeed work was well underway we've seen the excavating there and there's 20 feet of

[0:03:44] Trustee Luckham: the dock that is going to be restored to allow a vehicle to park on there with the bollards

[0:03:47] Trustee Luckham: replaced a little bit down the dock there. The work came to a grinding halt

[0:03:55] Trustee Luckham: almost three weeks ago now because there was an archaeological find. I'm a little surprised that

[0:04:03] Trustee Luckham: there wasn't more awareness about that on the part of the Cowichan Valley Regional District.

[0:04:08] Trustee Luckham: That is a known area. But anyway, nonetheless, an archaeological find. And so work has come to

[0:04:13] Trustee Luckham: a stop until that situation is resolved. I'm pretty sure that's what's happening. I spoke

[0:04:20] Trustee Luckham: with the workers there the day of or the day after the find was made. And then I noticed the

[0:04:27] Trustee Luckham: equipment has been moved. So I'm presuming there's been a work stop. Okay. That's all I had. Thank

[0:04:34] Voice 6: you.

[0:04:34] Trustee Elliott: That's very helpful. Would they have given notice to the community in any way? It just seems

[0:04:40] Trustee Elliott: surprising that um work had begun and the community well

[0:04:45] Trustee Luckham: the communications is is poor

[0:04:48] Trustee Luckham: i would say um in fact it's been such a very ken you're familiar with that's been such a very long

[0:04:55] Trustee Luckham: time to actually be told that it's going to happen and then when it's going to happen and then delays

[0:05:01] Trustee Luckham: and now more delays and so certainly the fire department of which i'm a member

[0:05:06] Trustee Luckham: is anxious to see that done because now we have to traverse the building site itself they put in

[0:05:13] Trustee Luckham: a temporary ramp for us and they stop working when we show up with patients but we certainly

[0:05:19] Trustee Luckham: would like to see that done but naturally and of course we absolutely want to respect the loved

[0:05:24] Trustee Luckham: ones and ancestors that may or may not be in that location but certainly the traditional uses there

[0:05:31] Trustee Luckham: there and the disturbance of the midden, essentially, which is almost that entire

[0:05:36] Trustee Luckham: length of the shoreline, which is why I'm surprised there wasn't a bit more awareness

[0:05:40] Trustee Luckham: in advance of that. But here we are. Apparently, an elder has been on site and archaeologists have

[0:05:46] Trustee Luckham: been on site. That's all I know.

[0:05:49] Trustee Elliott: Well, I ask because we've got this outstanding item to

[0:05:52] Trustee Elliott: renew the protocol agreement with the Cowichan Valley Regional District. And I'm wondering if

[0:05:56] Trustee Elliott: if any reporting back and forth could become a more regular item.

[0:06:02] Trustee Elliott: That seems like a big, a big issue, a community doc affecting residents.

[0:06:07] Trustee Elliott: So anyway,

[0:06:08] Trustee Luckham: Renew a protocol is would be a lovely thing to do except that we don't have a

[0:06:14] Trustee Luckham: protocol and we've been rebuffed in the past.

[0:06:16] Trustee Luckham: And certainly we have a document that could be a template that,

[0:06:22] Trustee Luckham: you know, that's the trouble with protocol agreements. Each party,

[0:06:25] Trustee Luckham: each side has to be committed to live up to the nature of it and perhaps that's difficult for

[0:06:31] Trustee Luckham: them it's certainly on occasion difficult for us to submit that but better communication would be

[0:06:37] Trustee Luckham: awesome and got to say jesse mclinton has been very good um uh with communicating and working

[0:06:43] Trustee Luckham: with us but that isn't necessarily the works division of the organization okay and jesse

[0:06:50] Trustee Luckham: mclinton is the regional is the area g director right

[0:06:53] Trustee Elliott: um so anything else from you trustee hunter

[0:06:56] Trustee Elliott: um beyond question about the community that's

[0:07:00] Voice 6: all i have thank you okay

[0:07:02] Trustee Elliott: and trustee locum anything

[0:07:04] Trustee Elliott: else for your reports yeah

[0:07:06] Trustee Luckham: here i was trying to be kind and let ken do some talking i ended up

[0:07:10] Trustee Luckham: doing all the talking anyway so try not to do that um so uh only a couple of minor things certainly

[0:07:17] Trustee Luckham: the community dock is one of them the other one is the um the commercial operation uh some uh

[0:07:25] Trustee Luckham: floating marina um at anchor marina that's in telegraph harbor that continues to be there

[0:07:31] Trustee Luckham: um they continue to operate uh i would honestly say without disrespect but they are disrespectful

[0:07:40] Trustee Luckham: early upland property owners they run a generator on it eight hours or more a day sometimes into the

[0:07:46] Trustee Luckham: the evening and of course that is naturally impacting the enjoyment of a person's property

[0:07:55] Trustee Luckham: especially this time of year when the evenings are so lovely and you want to sit outside a

[0:08:00] Trustee Luckham: generator certainly doesn't allow that and anyway it also continues to be unsafe in my point of view

[0:08:05] Trustee Luckham: I'm not an expert in any way shape or form but it's anchored by small anchors which they end up

[0:08:11] Trustee Luckham: having to reposition and it blows around in the wind and is subject to potentially damage other

[0:08:16] Trustee Luckham: vessels and or damage marina or other infrastructure or shoreline. The authorities are aware of it and

[0:08:22] Trustee Luckham: bylaw enforcement is aware of it and that work is ongoing. So that's that item. The other item

[0:08:31] Trustee Luckham: is of course abrupt shellfish and that's on the agenda today.

[0:08:34] Trustee Luckham: day um there was something else on my mind but it's gone so let's move on thank you real pleasure

[0:08:43] Trustee Luckham: to be here in the community thank

[0:08:47] Trustee Elliott: you trustee luckham um that's interesting you did you say

[0:08:49] Trustee Elliott: tilikum harder telegraph harbor telegraph harbor

[0:08:53] Trustee Elliott: telegraph harbor okay is there anything that we

[0:08:55] Trustee Elliott: can do as an advocacy piece with that not

[0:08:59] Trustee Luckham: at this time it's in by law enforcement's hands

[0:09:01] Trustee Elliott: okay thank you okay i

[0:09:04] Trustee Luckham: spoke with uh the lead um forget his name now uh might come to me at

[0:09:10] Trustee Luckham: canada coast guard and uh in fact i just painted the story and didn't tell him where it was

[0:09:16] Trustee Luckham: and he said oh thetis island i know exactly where that is right

[0:09:19] Trustee Luckham: indeed uh the mechanism that they

[0:09:22] Trustee Luckham: have and because this is a public opportunity here the mechanism that they have in place uh for

[0:09:28] Trustee Luckham: dealing with vessels of a questionable nature is determine whether or not they're seaworthy,

[0:09:35] Trustee Luckham: determine whether or not they're derelict or unsafe in any way. And then, of course,

[0:09:43] Trustee Luckham: whether or not they're a hazard to navigation. Well, they're clearly not abandoned because

[0:09:47] Trustee Luckham: somebody's living out there. Somebody loves them, so they're not necessarily derelict.

[0:09:51] Trustee Luckham: and um and certainly the hazard of navigation is an issue but they continue to maintain

[0:09:57] Trustee Luckham: the right they think they have a right to do what they're doing and to anchor there

[0:10:02] Trustee Luckham: um and rumor has it that they're of the free man uh three per free person i would perhaps suggest

[0:10:10] Trustee Luckham: uh belief um which if they don't uh didn't agree to the laws the laws don't necessarily apply to

[0:10:16] Trustee Luckham: them and i think it's the philosophy but that may be nothing to do with them that's just an

[0:10:21] Trustee Luckham: interesting notion that's out there in the world so that's it no more for me

[0:10:27] Trustee Elliott: interesting i think

[0:10:29] Trustee Elliott: it's going to become an increasing issue so um all

[0:10:32] Trustee Luckham: across yeah as we're

[0:10:34] Trustee Luckham: displacing people from

[0:10:35] Trustee Luckham: one area they end up in another yeah

[0:10:37] Trustee Elliott: exactly the problem just moves yeah okay uh for my chair's

[0:10:42] Trustee Elliott: report i'll just hit the main points um both uh peter luckham and i and members of the executive

[0:10:49] Trustee Elliott: attended AVICC, which is the Association of Vancouver Island Coastal Communities. It's the

[0:10:55] Trustee Elliott: largest hub of local governments that meet together to discuss issues of common interest

[0:11:01] Trustee Elliott: leading up to UBCM, which is in the fall. I attended sessions on building wildfire resiliency

[0:11:08] Trustee Elliott: in coastal communities, and a really interesting one on oceans mapping and data visualization.

[0:11:15] Trustee Elliott: There is just a wealth of information there. I encourage people to go to the Pacific Salmon Foundation, has a website called Resilient Shores, and they are partnering with the University of British Columbia's Strait of Georgia Data Center to collate and visualize nearshore marine data.

[0:11:36] Trustee Elliott: And so for coastal municipalities, this means data sharing. And as they get deeper into the ocean, so to speak, hopefully our planners will be able to access that information.

[0:11:49] Trustee Elliott: information and they're also doing a lot of citizen workshops like shoreline mapping workshops

[0:11:55] Trustee Elliott: for citizens uh green shores accreditation which is um it's all free and they're mapping for coastal

[0:12:03] Trustee Elliott: hard armoring and riprap log accumulation on beaches so they're doing the whole coast all

[0:12:09] Trustee Elliott: the gulf islands um with a boat to see where there's hard shore armoring and where um the

[0:12:17] Trustee Elliott: the shoreline's been impacted by development.

[0:12:19] Trustee Elliott: So I think they're doing the Southern Gulf Islands this summer,

[0:12:23] Trustee Elliott: and those will be publicly available maps that can be used by planners.

[0:12:28] Trustee Elliott: So we fed that information back to staff,

[0:12:30] Trustee Elliott: and there's some interesting potential collaborations there.

[0:12:36] Trustee Elliott: On the collaboration front also,

[0:12:38] Trustee Elliott: I participated yesterday in the MOTI, Ministry of Transportation,

[0:12:41] Trustee Elliott: and a CRD discussion on collaboration and on establishing some task forces

[0:12:48] Trustee Elliott: to address transportation issues.

[0:12:51] Trustee Elliott: This was a CRD-hosted discussion.

[0:12:55] Trustee Elliott: Some people were in person in the Victoria office,

[0:12:57] Trustee Elliott: but I was able to participate remotely.

[0:13:00] Trustee Elliott: And this was inspired by the Islands Trust request to Minister Fleming at UBCM.

[0:13:07] Trustee Elliott: We want more regular meetings and perhaps leading to an all-islands transportation plan and some specific solutions.

[0:13:17] Trustee Elliott: We always seem to fall in the gaps or there's action taken without necessarily information for the community.

[0:13:26] Trustee Elliott: And so we've just seen some problems in Galliano, changing of the parking area there for Montague Harbor.

[0:13:33] Trustee Elliott: it's led to a lot of feedback from public opinion public opinions um but what's great

[0:13:39] Trustee Elliott: is that the ministry is very responsive and um wants to do regular meetings um so we're talking

[0:13:48] Trustee Elliott: about updating the protocol agreement or the is it memorandum of understanding um there is a

[0:13:55] Trustee Elliott: protocol agreement but it's quite old and we've committed to bring it up to date and they are

[0:14:01] Trustee Elliott: are talking about regular task force meetings, which might be staff to staff for now, or maybe

[0:14:08] Trustee Elliott: elected people for the first little bit, and then delegate to staff in the south, central,

[0:14:15] Trustee Elliott: and north areas. So they each have distinct areas. And so that's to work out some of these issues

[0:14:21] Trustee Elliott: ahead of time. So, sorry, am I going too fast? Sean was very, the operations manager was very

[0:14:29] Trustee Elliott: very receptive, and just gave us full support for working on interagency collaboration. So

[0:14:38] Trustee Elliott: that was very good to hear. Continuing to participate in the CAO hiring committee,

[0:14:45] Trustee Elliott: of course, with our chair, Peter Luckham. And I think we've reported out as much as we could,

[0:14:53] Trustee Elliott: but there's narrowed down the search for an executive search firm, essentially.

[0:15:01] Trustee Elliott: But our CAO is leaving in June, and we're working on a plan for what to do in the meantime if there's a gap, because there likely will be.

[0:15:11] Trustee Elliott: Finding somebody for that long-term position, we want to make sure we land on the right lead for this organization.

[0:15:22] Trustee Elliott: Policy statement.

[0:15:24] Trustee Elliott: We have done, well, staff has done a tremendous amount of work in the background.

[0:15:29] Trustee Elliott: A lot of early engagement and still getting feedback from First Nations on this draft, or sorry, the second edition of the draft, which had been released to Council last term, and then worked on with suggestions from trustees.

[0:15:44] Trustee Elliott: And at Executive Committee, we've debated the engagement and communications plan. So how will this be rolled out for trustees and for the public?

[0:15:54] Trustee Elliott: And so there's quite a strong support team, consultants, staff, the policy advisors totally focused on that. And it looks like we'll be considering it along with members of the public for the first time later this month in May at a Committee of the Whole meeting.

[0:16:12] Trustee Elliott: That's our first, we're using a new tool that Trust Council endorsed in our March Trust Council meeting of a committee of the whole, where we can discuss issues of substance that don't necessarily, that don't lead to a decision.

[0:16:28] Trustee Elliott: And so it's more of an informal, free-ranging discussion. So we're going to use that new tool and look at the policy statement coming out end of this month.

[0:16:37] Trustee Elliott: And finally, something of interest in your area, Culturally Committed is a group focused on promoting understanding of Indigenous peoples in this area through mentorship with Coast Salish mentors.

[0:16:57] Trustee Elliott: tours and i've been participating in this group for about two years now and we have the islands

[0:17:02] Trustee Elliott: trust has a an organizational membership for one year and so we just had a workshop two weeks ago

[0:17:09] Trustee Elliott: um by a chef um an indigenous cook jared costanahan williams he's a food advocate

[0:17:18] Trustee Elliott: uh from cowitson territory so couch in your area and um he he promotes a lot of learning of uses

[0:17:27] Trustee Elliott: of Indigenous foods, but also the preparation, the harvesting, and is working with Island Health

[0:17:35] Trustee Elliott: to even get these methods introduced into sort of the food-safe BC protocols so that they could

[0:17:43] Trustee Elliott: be used in hospitals and elder care homes and all that. So it was fascinating. I got permission

[0:17:51] Trustee Elliott: to share that one workshop with all trustees, because not all trustees are members of Culturally

[0:17:56] Trustee Elliott: committed and i really encourage everyone to watch that because it just it in 90 minutes it was an

[0:18:03] Trustee Elliott: incredible deep dive into the connection between um culture food and um all the teachings of this

[0:18:11] Trustee Elliott: land going back 10 generation or 10 000 years finally sorry one more thing um our next council

[0:18:18] Trustee Elliott: meeting is trust council meeting will be held in june on salt spring island and it is the 50th

[0:18:25] Trustee Elliott: anniversary of the Highlands Trust so I'm sure there'll be um some celebrations and and

[0:18:33] Trustee Elliott: probably looking again at what have we what have we accomplished in 50 years and maybe what are the

[0:18:38] Trustee Elliott: next 50 potentially to look like that's it for my um report so it's a bit long there's always lots

[0:18:46] Trustee Elliott: lot's happening. And I just wanted to ask, we had asked Trustee Luckham to follow up with

[0:18:56] Trustee Elliott: Jesse McClintock and see if he could be invited to a meeting coming up. And if not, if he might

[0:19:03] Trustee Elliott: be willing to provide a report for any of the Thetis LTC meetings. Was there any update on that?

[0:19:11] Trustee Elliott: Thank you for

[0:19:11] Trustee Luckham: communicating with him. I certainly advise him every time to see him.

[0:19:15] Trustee Luckham: there is a standing place on the agenda for him um yeah

[0:19:21] Trustee Elliott: that's what i was referring to but i think

[0:19:24] Trustee Elliott: we actually we're gonna have you out talk to him and approach him first and then staff would follow

[0:19:32] Trustee Elliott: up because we have but it's no big deal yeah

[0:19:36] Trustee Luckham: he's a working guy and is busy and um fair finds it

[0:19:41] Trustee Luckham: very difficult to attend all the potential meetings um yeah i might just report on his

[0:19:47] Trustee Luckham: behalf and maybe i've mentioned this before if i have i apologize but he has been uh it has been

[0:19:54] Trustee Luckham: successful in allocating some funds to the um to the ruxin island fire brigade to uh provide water

[0:20:03] Trustee Luckham: storage on that island which is very gratefully uh received there um and um so that's the extent of

[0:20:10] Trustee Luckham: and certainly he was here i believe he attended the most recent doc uh meeting and there's of

[0:20:18] Trustee Luckham: course instrumental in ensuring that the funding continues to flow for that project so he is out

[0:20:24] Trustee Luckham: there um it's difficult for him to attend the meeting um and i i run into him and i so i get

[0:20:30] Trustee Luckham: verbal reporting yep

[0:20:33] Trustee Elliott: that's great thank you for that okay so without anything further we'll move

[0:20:40] Trustee Elliott: into our public comments section um again we just remind everyone that this is a workplace

[0:20:48] Trustee Elliott: a place of employment for staff and and your trustees so um please you know speak in respectful

[0:20:56] Trustee Elliott: respectful tones, speak to issues and not to personalities or individuals particularly.

[0:21:04] Trustee Elliott: And if you've got questions, we can ask staff or get back to you and we'll try not to engage in a

[0:21:10] Trustee Elliott: lot of dialogue because this is your opportunity to bring items of concern to the local trust

[0:21:15] Trustee Elliott: committee. So we'll open the floor. If there's anybody participating who wishes to speak,

[0:21:24] Trustee Elliott: could you raise your hand and indicate that and we'll promote you to speaker and as you noted

[0:21:33] Trustee Elliott: the gentleman Duncan I believe yeah

[0:21:37] Voice 8: was

[0:21:39] Trustee Elliott: wanting to address us Paul Duncan are you there I don't

[0:21:49] Trustee Elliott: see his

[0:21:50] Trustee Luckham: hand is up oh

[0:21:52] Trustee Elliott: i'm

[0:21:53] Trustee Luckham: not i'm

[0:21:56] Trustee Elliott: so sorry i there is the hand up uh

[0:22:06] Trustee Luckham: lisa lisa

[0:22:07] Trustee Elliott: are you able

[0:22:08] Trustee Elliott: to promote him yes

[0:22:09] Trustee Luckham: he's muted looks like i

[0:22:12] Trustee Elliott: have promoted him but he's muted okay hold on can you

[0:22:17] Trustee Elliott: Can you unmute yourself?

[0:22:19] Voice 2: Hello?

[0:22:20] Voice 2: Can you hear me now?

[0:22:21] Trustee Luckham: Yes.

[0:22:22] Voice 2: Good.

[0:22:23] Voice 2: Well, thanks for some time on your agenda today.

[0:22:25] Voice 2: I've been asked by a number of Thetis Island organizations,

[0:22:31] Voice 2: including the Resident Rate Payers Association,

[0:22:34] Voice 2: the Community Association, the Port Authority,

[0:22:38] Voice 2: to take a look at our property taxes relative to the benefits received

[0:22:44] Voice 2: on Thetis Island.

[0:22:47] Voice 2: So I'm just starting that process and I'm introducing that concept today at Thetis Island Trust.

[0:22:56] Voice 2: I would like to be able to get in touch with whoever you suggest would be a good contact for how does Thetis Island Trust or how does Island Trust define benefits that go across many different regions?

[0:23:14] Voice 2: And do they have, have they had any thoughts on the benefits to a particular region such as Cetus Island?

[0:23:24] Voice 2: Island. There's been a long history of dealing with different organizations with benefits across

[0:23:33] Voice 2: multiple jurisdictions, not so much Islands Trust, but others that have caused these organizations

[0:23:44] Voice 2: to come forward right now. I think one of the big sparks that got people's attention was the

[0:23:52] Voice 2: the over 30% increase in the CVRD taxes

[0:23:57] Voice 2: that will hit fetus islanders

[0:24:01] Voice 2: when the property tax assessments come out

[0:24:05] Voice 2: in the next month.

[0:24:09] Voice 2: So I would expect that there'd be some interest

[0:24:13] Voice 2: in all of that.

[0:24:14] Voice 2: And that's why we thought it would be important

[0:24:19] Voice 2: to do some homework in advance of that

[0:24:21] Voice 2: and kind of get a sense of, get the facts straight

[0:24:27] Voice 2: so that we can deal with that.

[0:24:30] Voice 2: So I'm looking for your direction

[0:24:32] Voice 2: on who I should be in contact with,

[0:24:36] Voice 2: whether it's Peter and Ken,

[0:24:38] Voice 2: or whether there's staff people

[0:24:40] Voice 2: that I should be in contact with.

[0:24:44] Voice 2: And then my second question,

[0:24:47] Voice 2: question. As I started to look at the budget for the Fetus Island Trust, or Islands Trust,

[0:24:58] Voice 2: pardon me, I did find it on the website, but all I could see was a description of the major changes

[0:25:09] Voice 2: changes and new programming from the prior year. And it would be great if we could also show

[0:25:17] Voice 2: online what the trend has been in taxes relative to the budget over the years. And so that it's

[0:25:27] Voice 2: available for everybody. And it's great to get the description, but it'd be nice to be able to

[0:25:35] Voice 2: compare the budget to past actuals as well thank you great

[0:25:44] Trustee Elliott: question trustee

[0:25:45] Trustee Luckham: luckham yeah um thank

[0:25:47] Trustee Luckham: you paul for coming here today and thank you for your presentation at the community forum there a

[0:25:53] Trustee Luckham: couple weeks back um i'm going to suggest um that certainly i'm there is some reporting that exists

[0:26:02] Trustee Luckham: that may or may not be easily accessed by members of the public like yourself.

[0:26:10] Trustee Luckham: But I could certainly forward you links to some of the materials that would include CETA-specific costs over the years.

[0:26:19] Trustee Luckham: And if I'm not mistaken, actually, when the tax notice comes out,

[0:26:23] Trustee Luckham: there's also going to be some information in an insert in the tax notice that might answer some of those questions as well.

[0:26:30] Trustee Luckham: But I think I can set you in the right direction. And then that would be the financial staff, I think, that would be able to maybe give you some more connections to more detailed information.

[0:26:44] Trustee Luckham: But of course, in the interest of providing value for money, the staff usually have their heads down doing financial reporting and activities.

[0:26:55] Trustee Luckham: And so it's not a lot of time to dedicate to advocacy groups on this topic.

[0:27:02] Trustee Luckham: But I can certainly get you started in that direction and do some general information for you.

[0:27:07] Trustee Luckham: And then certainly can point you in the right direction for maybe some specific questions that you might come up with.

[0:27:14] Trustee Luckham: Well,

[0:27:18] Voice 2: that's great. Thanks, Peter. I guess I'm wondering more about the broader topic of benefits relative to taxes. I thought of the finance staff in terms of getting the specifics on the budget and the actuals.

[0:27:33] Voice 2: But has there been any thought or background information on how Islands Trust defines benefits?

[0:27:48] Voice 2: And I know you have lots of activity reports, but in terms of outputs, outcomes,

[0:27:56] Voice 8: do

[0:27:57] Voice 2: you set, just as an example,

[0:27:59] Voice 2: Do you set a target of what specifically you want to do around affordable housing?

[0:28:09] Voice 2: Not just the different input activities that you do, but more along the lines of, well,

[0:28:18] Voice 2: how do you measure whether you've had good performance in your housing initiatives?

[0:28:24] Voice 2: initiatives. So it's a bigger question than just looking at the trend in taxes over years. It's a

[0:28:34] Voice 2: question, how do you measure performance?

[0:28:39] Trustee Elliott: Yes, Trustee Leopold.

[0:28:41] Trustee Luckham: And certainly anybody else chime

[0:28:44] Trustee Luckham: in. That performance is a difficult thing to measure, particularly at the Adams Trust. And

[0:28:51] Trustee Luckham: And we had the Indicators Project years ago that tried to come to grips and understand that.

[0:28:58] Trustee Luckham: But data is limited and outcomes seem to expand over longer periods of time.

[0:29:07] Trustee Luckham: The question is big, but the answer is also big.

[0:29:11] Trustee Luckham: So I don't want to take up too much time here.

[0:29:13] Trustee Luckham: We could certainly have a lengthy conversation if you wish.

[0:29:16] Trustee Luckham: But I'd say that we're not strong in that, determining outcomes.

[0:29:21] Trustee Luckham: and measuring them because it's difficult and particularly as topics are different in different

[0:29:27] Trustee Luckham: areas and yeah so it's certainly something that we have thought about and consider

[0:29:35] Trustee Luckham: but it's not necessarily strong because we provide application processing for land use development

[0:29:43] Trustee Luckham: and there are some indicators associated with turnaround times and the like like that and

[0:29:50] Trustee Luckham: bylaw enforcement activities and the like, and that sort of thing. But I think it requires an

[0:29:55] Trustee Luckham: in-depth conversation to understand where we've been. And Toby, you might have.

[0:30:00] Trustee Luckham: something to add um or okay um

[0:30:03] Trustee Elliott: there's maybe two pieces i i could contribute here um so with

[0:30:10] Trustee Elliott: regards to the breakdown of taxation between um the islands trust and cvrd and i know your

[0:30:16] Trustee Elliott: your question is less about the actuals uh but knowing the trends over time we certainly can

[0:30:23] Trustee Elliott: can produce that. And I think that, so is that a specific question that you'd like our

[0:30:29] Trustee Elliott: administrative services department to produce a trend over time?

[0:30:37] Voice 2: Yes, Toby, that's what I'm looking for. So we can see what areas are growing and what areas

[0:30:44] Voice 2: aren't growing. But the other part was, consider, would you consider making this public information

[0:30:52] Voice 2: So that when people go online to look at the budget, it's more than just the budget numbers. There's some context around the budget numbers so you can see what's going on over a number of years.

[0:31:04] Voice 2: Yeah,

[0:31:05] Trustee Elliott: I will say, I mean, I'm new to the financial planning process here at the Allens Trust. And there's, there's, but there's two things that are changing. And they may fundamentally change how we do this kind of assessment, sort of planning assessment, and then reporting out work going forward.

[0:31:24] Trustee Elliott: So the introduction of a corporate planning process has really been lacking, and that is taking a look at the operations from a management perspective, as opposed to here's our strategic plan, here's all the areas that we want to tackle, and then we have to figure out how to balance a budget.

[0:31:43] Trustee Elliott: So honing it down, perhaps doing less projects. I will say that having watched Trust Council wrestle with this four years ago, everything seemed to be in crisis. There was a housing crisis, climate change crisis, ecological crisis, and there was a lot that trustees felt needed to be tackled and probably spread themselves too thin.

[0:32:10] Trustee Elliott: What I think we've accomplished, this long-standing freshwater sustainability strategy, which tied into the provincial watersheds program and a bunch of provincial money and federal money, we partnered with that.

[0:32:26] Trustee Elliott: So I can point you to areas where I think there's been progress, but you're right, the reporting out isn't as transparent and probably trust counsel tackled a lot without much apparent result.

[0:32:42] Trustee Elliott: So, that's one piece. The corporate plan, I think, is going to synergize and rein things in a little bit and have more regular reporting out. So, we're going to see some changes in that, but it's going to take a while.

[0:32:56] Trustee Elliott: The second part is, I was asked during trust councils, we were debating this, I asked our administrative director, why don't we have a tax breakdown per $100,000 of assessed property value, like the regional districts do?

[0:33:15] Trustee Elliott: do and um because it doesn't make it easy our tax the tax dollars for islands trust

[0:33:23] Trustee Elliott: are collected by the regional districts and that tax rate um is only determined after the province

[0:33:34] Trustee Elliott: approves the budget we can't do it ahead of time so we don't have access to that information but

[0:33:41] Trustee Elliott: But again, that's it's been an ongoing tension and we just don't have the tools to do that calculation.

[0:33:49] Trustee Elliott: The province needs to pass that down.

[0:33:51] Trustee Elliott: So it's not that we don't want to be transparent with how it all breaks down with the Islands Trust portion and your regional district portion, which is more of the services.

[0:34:02] Trustee Elliott: It's that we don't do that calculation until our budget is approved.

[0:34:05] Trustee Elliott: So it's it's a bit of a backwards report out.

[0:34:08] Trustee Elliott: Is that helpful at all? Because I can connect you with our Director of Administrative Services, who's very helpful. And if you are the key spokesperson for the ratepayers group in a community association, she might be able to untangle some of these things for you and has indicated she's willing to work and explain the process with citizens who are not just launching grenades of accusation, but are truly interested in understanding these arcane processes.

[0:34:38] Trustee Elliott: is so that

[0:34:40] Voice 2: would be great thank you thank you okay

[0:34:43] Trustee Elliott: all right i can't ask we can't answer all

[0:34:47] Trustee Elliott: your questions today but uh julia mobs knows the knows the working she's she's a wonder so um

[0:34:54] Trustee Elliott: is there anything else um we

[0:34:57] Voice 2: can help you with no

[0:34:59] Voice 2: that's great thanks for your time

[0:35:00] Voice 2: thanks

[0:35:02] Trustee Elliott: for speaking to us today i appreciate your your presentation okay um i don't see any

[0:35:10] Trustee Elliott: any more attendees um so if we want to unpromote mr duncan we'll just you could still watch of

[0:35:20] Trustee Elliott: course and we'll continue with the the rest of the meeting sounds funny unpromote so now we're

[0:35:27] Trustee Elliott: turning to our minutes we have um two sets of minutes the ltc meeting minutes dated february

[0:35:36] Trustee Elliott: 6th 2024 for adoption and local trust committee meeting minutes dated march 7th 2024 trustees

[0:35:45] Trustee Elliott: were there anything um anything of note for those minutes or can we well

[0:35:53] Trustee Luckham: i'll just uh note um because

[0:35:55] Trustee Luckham: there were some questions that came up in the community that the local trust committee special

[0:35:59] Trustee Luckham: meeting minutes of march the 7th also includes the public hearing associated with the abrupt

[0:36:04] Trustee Luckham: shellfish application and that apparently wasn't clear to some and so that's the information that's

[0:36:11] Trustee Luckham: contained there but I have no other changes and would be happy to see these adopted no changes

[0:36:18] Trustee Luckham: from you sorry

[0:36:25] Trustee Elliott: yeah thank you for that noting the special meeting minutes is that usual yeah

[0:36:31] Trustee Elliott: minutes of special meeting I see okay so I'll take it by general consent that the meetings of

[0:36:36] Trustee Elliott: or the minutes of both of those meetings be adopted and sorry looking back and

[0:36:45] Trustee Elliott: forth here and we've got our section of resolution without meetings report

[0:36:50] Trustee Elliott: resolutions without meetings reports and there are no APC minutes so follow up

[0:36:56] Trustee Elliott: action list staff do you want to report on any of the items or trustees do you

[0:37:03] Trustee Elliott: have any questions this is on pages 13 and 14 of the agenda actually

[0:37:19] Planner Thomaidis (probable): yes through the chair i could

[0:37:20] Planner Thomaidis (probable): um i could comment on one of the activities under february 6 2024 activity one uh it says in progress

[0:37:27] Planner Thomaidis (probable): it's for referring a memorandum to the apc that is actually complete but this is it isn't properly

[0:37:33] Planner Thomaidis (probable): captured in this list but it has been referred to the thetis apc okay

[0:37:39] Trustee Elliott: thank you for that

[0:37:42] Trustee Elliott: And, yeah, I just wanted to, we keep sort of tracking the progress of this item on the previous page, the LOU from Thetis Island, CVRD.

[0:37:56] Trustee Elliott: Should we just wrap this up if there's no interest in developing a letter of understanding?

[0:38:05] Trustee Elliott: It kind of keeps coming back, but we're not making any progress on it.

[0:38:12] Trustee Elliott: but you indicated that we were rebuffed so well

[0:38:16] Trustee Luckham: that was years ago now and of course there's a

[0:38:18] Trustee Luckham: new council but um i think we should pursue this and uh so perhaps what we need to do is write

[0:38:25] Trustee Luckham: formally um to the uh that seems to be the process that gets action to our council as well as others

[0:38:32] Trustee Luckham: is we should write formally to the californ valley regional district to ask that uh we um revisit the

[0:38:40] Trustee Luckham: the benefits associated with having establishing a protocol room.

[0:38:47] Trustee Elliott: That's great. Yeah. I can see some more regular reporting, but I mean,

[0:38:52] Trustee Elliott: just with the question from Mr. Duncan there, what services does the Theodos Island

[0:38:57] Trustee Elliott: local trust area get from taxation, having some clarity on, you know,

[0:39:03] Trustee Elliott: all the services that CBRD provides and the Island's Trust,

[0:39:07] Trustee Elliott: I think it would benefit from a closer working partnership,

[0:39:11] Trustee Elliott: but i don't want to create work for anyone as you indicated the director is quite busy

[0:39:16] Trustee Elliott: um so can staff take over this um this activity and um follow up with uh cbrd director jesse

[0:39:27] Trustee Elliott: mcclinton's staff to see if that l-o-u could be worked on if there's interest on that

[0:39:42] Trustee Luckham: I'm happy to make a motion to direct.

[0:39:45] Planner Thomaidis (probable): Yeah, I'd have to talk to our RPM and confirm how much staff time we can use for that, but I think if you make a motion and direct us, then yeah, for sure.

[0:39:58] Trustee Luckham: So that begs the question, is this a priority on our projects list?

[0:40:03] Trustee Elliott: Well, we don't have any projects.

[0:40:07] Trustee Elliott: Well, this used to be on the projects list.

[0:40:10] Trustee Luckham: Well,

[0:40:12] Trustee Elliott: the marine unzoned area is the project that's essentially finished where we don't have a minor project and we don't have any action beyond, you know, I think collaboration and working on our interagency agreements could be.

[0:40:31] Trustee Luckham: So, Chair, this is on our list as item three, advocacy and communication.

[0:40:38] Trustee Elliott: occasion yep it just kept getting it went from staff when when um planner mccargar was was staff

[0:40:49] Trustee Elliott: did a bit of research uh found this old l.o.u and then you were going to take action to contact the

[0:40:57] Trustee Elliott: cvrd director to see if it was more like is there interest in pursuing this rather than

[0:41:05] Trustee Elliott: following up with staff time so now we're back to do we want to request that staff do this

[0:41:13] Trustee Luckham: yes

[0:41:13] Trustee Elliott: okay so

[0:41:18] Trustee Luckham: i would move then if that's all right that um staff in working with the chair

[0:41:25] Trustee Luckham: um write a letter to the californ valley regional district uh indicating our interest in um

[0:41:34] Trustee Luckham: revisiting uh the memorandum of understanding um yeah i would just leave it there the date of that

[0:41:44] Trustee Luckham: original document could be added and i don't see it here it looks like 2022.

[0:41:52] Trustee Elliott: right okay so we've got a motion is that sufficient clarity for you um

[0:41:58] Trustee Elliott: staff margo okay and trustee hunter i'm looking for a seconder seconded by steve hunter and so

[0:42:06] Trustee Elliott: So any further discussion?

[0:42:08] Trustee Elliott: All those in favor?

[0:42:10] Voice 8: All right.

[0:42:11] Trustee Elliott: That is carried.

[0:42:13] Trustee Elliott: Thank you.

[0:42:14] Trustee Elliott: We'll turn it back to staff.

[0:42:15] Trustee Elliott: And thank you for helping to advance this because we don't seem to be able to.

[0:42:23] Trustee Elliott: Okay, then.

[0:42:24] Trustee Elliott: Anything else on the follow-up action list?

[0:42:29] Trustee Elliott: Congratulations on the amendment to the bylaws.

[0:42:32] Trustee Elliott: It's been sent to the Minister of Municipal Affairs and the OCP amendment.

[0:42:37] Trustee Elliott: amendment uh that was a very fast project i've never seen a minor project move so fast

[0:42:42] Trustee Elliott: so it kind of begs the question are we going to discuss a future minor project for this ltc

[0:42:50] Trustee Elliott: well

[0:42:51] Trustee Luckham: that would be good and of course we don't have that back from the minister yet right so

[0:42:54] Trustee Luckham: it's not over not

[0:42:56] Trustee Elliott: over all right okay there's nothing else there we can go to applications

[0:43:01] Trustee Elliott: and referrals and basically the substance of our meeting today the ministry's response regarding

[0:43:07] Trustee Elliott: abrupt shellfish inc application on pages 15 to 17 and um peter i or maybe i could turn it to staff

[0:43:19] Trustee Elliott: first and i just wanted to comment the letter is very well written so i i appreciate the work

[0:43:25] Trustee Elliott: that's gone into this i did have a few minor corrections but um staff perhaps as planner

[0:43:31] Trustee Elliott: McGarger here to, there you are. Hi Marlis. Morning. Do you want to characterize or

[0:43:38] Trustee Elliott: situate us in this issue for the public?

[0:43:42] Planner McCargar: Sure, I can give just kind of a brief history.

[0:43:46] Planner McCargar: So this is related to the rezoning application was THRZ 2023.1. It was the abrupt shellfish

[0:43:55] Planner McCargar: rezoning for aquaculture in the marine area around Thetis Island and the application was denied back

[0:44:03] Planner McCargar: in 2023 and a letter was sent to the ministry to explain about explain the denial and ask

[0:44:12] Planner McCargar: for the ministry to reject the crowned tenure application from this this aquaculture farm

[0:44:20] Planner McCargar: We received a letter back on March 27th in response, and this is a letter going back to the minister with just some clarification and further information.

[0:44:33] Planner McCargar: In their letter, they just asked for some more information regarding the denial of the rezoning application, and we were granted an extension until May 6th to respond.

[0:44:44] Planner McCargar: So this is the response letter that Chair or that Trustee Luckham and staff worked on.

[0:44:52] Planner McCargar: And so we're looking today for the LTC endorsement of the letter and also Chair Elliott for your approval because it's coming from you and your name will be signed by you.

[0:45:03] Planner McCargar: So we're open to hear any edits and changes that are requested and then staff can get to work quickly on that and send it off.

[0:45:12] Planner McCargar: and if there's any questions yeah

[0:45:15] Trustee Elliott: um so i'll just note for the public that the the letter of response

[0:45:20] Trustee Elliott: from the minister itself is not in this agenda and it's not on our application uh section of our

[0:45:26] Trustee Elliott: website so

[0:45:28] Trustee Luckham: i was wondering that too it may be an omission that it probably should be in our

[0:45:34] Trustee Luckham: correspondence sections so yeah

[0:45:36] Trustee Elliott: i mean the main items that that they uh and i appreciate the

[0:45:43] Trustee Elliott: the quotes in the letter our letter of response um that are addressing the issues one by one but

[0:45:50] Trustee Elliott: i think perhaps we should have included the letter originally from the minister

[0:45:57] Trustee Elliott: um i'm uh fully in support of this letter i think the the discussion has been had the process has

[0:46:05] Trustee Elliott: been followed and i just wonder if the ministry is following the correct process

[0:46:12] Trustee Elliott: And you sort of indicate that in the letter of response that they seem to be overriding the local trust authority and bylaws and saying that that's their DFO's jurisdiction and the Navigable Waterways Act.

[0:46:33] Trustee Elliott: So I do think it's a fairly strong response, and I'm happy with it.

[0:46:42] Trustee Elliott: Do you want to speak to it, Peter?

[0:46:43] Trustee Elliott: Because you definitely worked on it.

[0:46:46] Trustee Elliott: Well,

[0:46:47] Trustee Luckham: thank you for the opportunity.

[0:46:49] Trustee Luckham: I'm grateful to staff for having polished this letter up, and you managed to catch the substance of what the community's interests are, which was my intent.

[0:46:59] Trustee Luckham: It is strong, and it needs to be strong.

[0:47:03] Trustee Luckham: because, indeed, I think that perhaps it's up to the ministry

[0:47:11] Trustee Luckham: to reflect on this, that they have perhaps relied upon the applicant

[0:47:14] Trustee Luckham: for some of the detailed information and the facts

[0:47:17] Trustee Luckham: and the fact that there was no consultation

[0:47:20] Trustee Luckham: at several points along the path, that this needs to be clear

[0:47:29] Trustee Luckham: and that what we're talking about is a rezoning

[0:47:32] Trustee Luckham: and that is our authority.

[0:47:34] Trustee Luckham: And it is clear in the documentation

[0:47:38] Trustee Luckham: that the use needs to conform with the zoning.

[0:47:42] Trustee Luckham: And at this point it does not.

[0:47:44] Trustee Luckham: And so thank you everybody.

[0:47:49] Trustee Luckham: Director Frater, I believe had a hand in it

[0:47:51] Trustee Luckham: and Marlas, you had a hand in it

[0:47:53] Trustee Luckham: and Toby and your response.

[0:47:56] Trustee Luckham: So thank you very much.

[0:47:57] Trustee Luckham: um let's i'll move that um sorry

[0:48:01] Trustee Elliott: before you move i just there's a few very like small grammatical

[0:48:05] Trustee Elliott: things so it's gonna have to be amended just because

[0:48:09] Voice 8: i'm a grammar

[0:48:10] Trustee Elliott: nerd uh so on page 15

[0:48:13] Trustee Elliott: um uh i think so the second to last paragraph in the middle however the potential environmental

[0:48:20] Trustee Elliott: environmental impact and the fact that the proposed and the fact that so that should be

[0:48:30] Trustee Elliott: added the proposed use is not compatible with upland zoning nor is it sorry

[0:48:37] Trustee Elliott: page 15 it's the

[0:48:40] Voice 8: first

[0:48:40] Trustee Elliott: page of the letter the second paragraph from the end that last sentence is there needs

[0:48:47] Trustee Elliott: to be an and instead of a nor there's a few grammatical things i hadn't seen this and i

[0:48:52] Trustee Elliott: the potential environmental impact and the fact that the proposed that should be added the

[0:49:00] Trustee Elliott: proposed use is not compatible with upland zoning comma nor with current public and community uses

[0:49:08] Trustee Elliott: yeah it's

[0:49:12] Trustee Elliott: still a concern yeah it that's a little bit and then the on uh page 16 the last

[0:49:19] Trustee Elliott: second to last paragraph again it's just the quote navigable waters works

[0:49:26] Trustee Elliott: regulations is could be spelt correctly and

[0:49:32] Trustee Luckham: regulations or no

[0:49:36] Trustee Elliott: sorry with

[0:49:37] Trustee Luckham: regards to remark

[0:49:38] Trustee Elliott: yeah the bull associated navigable waters works and

[0:49:43] Trustee Luckham: and

[0:49:44] Trustee Elliott: then the first paragraph and this is just nitpicky stuff everything else is brilliant

[0:49:50] Trustee Elliott: the first paragraph on the last page as stated in our november 20th 23 letter the community

[0:49:57] Trustee Elliott: has no interest in comma no and will derive no benefit from it's i don't know or benefit from

[0:50:07] Trustee Elliott: that's

[0:50:08] Trustee Luckham: i think that one's probably okay or

[0:50:11] Trustee Elliott: will has no interest in or benefit from the proposed

[0:50:14] Trustee Elliott: commercial activities okay yeah fun

[0:50:17] Trustee Elliott: great and then my name is spelled with the two t's just

[0:50:20] Trustee Elliott: oh man okay everybody gets it wrong at some point t-o-b-y t-o-b-e-l-l-i-o-t-t okay

[0:50:31] Voice 7: thank you those

[0:50:33] Trustee Elliott: are my only little changes fantastic letter i really appreciate the work of staff and uh and

[0:50:38] Trustee Elliott: you peter what do you think uh trustee hunter are you supportive of the response i think it's

[0:50:43] Voice 6: brilliant awesome great

[0:50:47] Trustee Elliott: well make your motion mr luckham

[0:50:50] Trustee Luckham: moves that the fetus on the ltc forward

[0:50:53] Trustee Luckham: the letter um uh attached in section uh 7.1 as amended to the to the minister or staff

[0:51:05] Trustee Elliott: seconded and any further discussion do we need to see this posted to the website

[0:51:08] Trustee Elliott: both

[0:51:09] Trustee Luckham: letters should be posted attached to the abrupt shelf posted

[0:51:13] Trustee Elliott: to the applications folder

[0:51:15] Trustee Elliott: again that'd be great um and then all those in favor aye aye

[0:51:21] Trustee Luckham: is

[0:51:21] Trustee Elliott: carried thank you here yes

[0:51:25] Trustee Elliott: marlis yeah

[0:51:26] Planner McCargar: through the chair the only issue with posting it to the website is that there's no lot

[0:51:30] Planner McCargar: the application is no longer active it's been closed so it's removed from the website

[0:51:37] Planner McCargar: website so we'll just have to find a different spot to post the

[0:51:42] Trustee Luckham: correspondence for the ltc there

[0:51:45] Trustee Luckham: i

[0:51:46] Trustee Elliott: don't think so i was just looking at the website

[0:51:50] Trustee Luckham: it would be handy to have it there

[0:51:52] Trustee Luckham: for the public's information yeah we

[0:51:55] Trustee Luckham: will um try to

[0:51:56] Planner McCargar: find an appropriate spot if

[0:51:59] Trustee Elliott: we can find

[0:51:59] Trustee Elliott: put it in the meetings in minutes and it's or it could be attached to the minutes of this meeting

[0:52:05] Trustee Elliott: I don't

[0:52:07] Trustee Luckham: know that's you know one of the transparency issues right things get buried

[0:52:11] Trustee Luckham: to layers that people can't find yeah

[0:52:13] Trustee Elliott: absolutely okay thanks um if you could find a spot it'd be

[0:52:17] Trustee Elliott: helpful but I do understand the challenge um okay so moving on to local trust committee projects we

[0:52:26] Trustee Elliott: have none although you've noted the um the minor project of the unzoned marine area is still

[0:52:32] Trustee Elliott: awaiting approval from the minister that could be a time um what is the when can we start another

[0:52:41] Trustee Elliott: new minor project uh honor to midas what's the sort of roll out for that yeah

[0:52:47] Planner Thomaidis (probable): thanks chair elliott

[0:52:48] Planner Thomaidis (probable): um we can you can direct staff to start drafting um a project charter for another minor project

[0:52:56] Planner Thomaidis (probable): project right away. We can't confirm that the budget will be there right away. We'd have to

[0:53:03] Planner Thomaidis (probable): check again with RRPM and finance to see if that's available, if it's going to be

[0:53:08] Planner Thomaidis (probable): kind of maximizing the minor project budget. But you can definitely direct staff to start

[0:53:14] Planner Thomaidis (probable): providing information about your next minor project.

[0:53:18] Trustee Elliott: Excellent. I want to keep things moving

[0:53:20] Trustee Elliott: moving on the um do the trustees want to look at our future projects list right now and consider

[0:53:27] Trustee Elliott: um where we might want to go what are your thoughts

[0:53:31] Trustee Luckham: we could get there at the end um the

[0:53:34] Trustee Luckham: only thing that i'm interested in doing is advancing the uh the memorandum of understanding

[0:53:39] Trustee Luckham: with the cbrd i think that's important

[0:53:41] Voice 7: not

[0:53:42] Trustee Luckham: a big financial ask um

[0:53:47] Trustee Elliott: well we did have a question about

[0:53:49] Trustee Elliott: about affordable housing um we'd had a pretty broad discussion at the beginning of term of

[0:53:55] Trustee Elliott: different aspects and i'm just landing on this because it's where we are in our um in our agenda

[0:54:03] Trustee Elliott: local trust committee project so we could discuss it at the end when we come to our work program

[0:54:10] Trustee Elliott: let's do that um so no delegations and we do have one piece of correspondence

[0:54:15] Trustee Elliott: correspondence on page 18 if there's no unless you want to raise it for information should we

[0:54:23] Trustee Elliott: just receive that oh

[0:54:24] Trustee Luckham: well maybe i'll ask ken you're the forestry guy that knows more about

[0:54:28] Trustee Luckham: this was this is this on fetus and is that a property that has just recently sold yes yes

[0:54:37] Trustee Luckham: okay um that's it then great

[0:54:44] Trustee Elliott: is that um i do have a question is that there a new minimum size

[0:54:47] Trustee Elliott: requirement or was this a subdivision that resulted in the the size of the property no

[0:54:53] Trustee Luckham: longer remainder i think it's

[0:54:56] Voice 6: a district lot that has never been subdivided nor will it be because

[0:55:00] Voice 6: the 17 acres and it can't be subdivided yeah too small

[0:55:04] Voice 7: five

[0:55:06] Voice 6: hectares is and always has been the

[0:55:08] Voice 6: minimum size for managed forest oh

[0:55:11] Trustee Elliott: interesting but

[0:55:14] Trustee Luckham: it's no longer in the managed forest no because

[0:55:17] Voice 6: Because it doesn't apply, because it's 17 acres, which is 6.88 hectares.

[0:55:26] Trustee Elliott: Yeah, I'm just wondering why it would have been in the managed forest program.

[0:55:30] Voice 6: Well, because

[0:55:31] Voice 6: it was part of my managed forest.

[0:55:34] Voice 6: It was part of a bigger project, yeah.

[0:55:36] Voice 6: Which is 400 acres, but we decided that you can cut a piece off.

[0:55:42] Voice 6: As long as the properties are contiguous, they're allowed to be pulled together into one managed forest.

[0:55:49] Voice 6: So this one was on the outlying edge, so it can be dispensed with.

[0:55:54] Trustee Elliott: Gotcha. Thank you for explaining that.

[0:55:57] Voice 6: There you go.

[0:55:57] Trustee Elliott: So new area for me.

[0:56:02] Trustee Elliott: Okay. Excellent.

[0:56:03] Trustee Elliott: So we'll receive that for information.

[0:56:05] Trustee Elliott: Thank you for the clarity.

[0:56:06] Trustee Elliott: And we've got no new business.

[0:56:10] Trustee Elliott: And we'll turn to staff reports.

[0:56:12] Trustee Elliott: We have one item to consider.

[0:56:15] Trustee Elliott: That is item 12.1, the 2023-24 annual report, Thetis Island Local Trust Committee's section.

[0:56:24] Trustee Elliott: If you could have reviewed it, hopefully, and endorse it, we can direct staff to forward it to the communications department.

[0:56:33] Trustee Elliott: Are there any changes you'd like to that section of the annual report?

[0:56:40] Trustee Elliott: port i didn't see anything i was fascinated by the speed of the peregrine falcon being included

[0:56:52] Trustee Luckham: well you know i'm sure ken can attest to this too is when they are falling through the air

[0:56:59] Trustee Luckham: you can hear them yeah it's pretty amazing

[0:57:02] Trustee Elliott: cool um did we want to

[0:57:08] Trustee Elliott: provide any further information like what the community information meeting was about

[0:57:13] Trustee Elliott: I know this is pretty standard and the minister probably just

[0:57:18] Trustee Elliott: says, okay, here, you know, but up to you

[0:57:22] Trustee Elliott: if you want to include anything else more specific. I'm satisfied

[0:57:27] Voice 6: with the report.

[0:57:29] Trustee Elliott: Satisfied. Okay. I

[0:57:29] Voice 6: don't think it needs a lot more detail.

[0:57:31] Trustee Elliott: Great. If somebody can move the recommended motion, that'd be great.

[0:57:38] Voice 6: Yeah. Where we are here.

[0:57:40] Voice 6: I move that the Cedis Island Local Trust Committee approves

[0:57:44] Voice 6: the attached text for inclusion in the 2023-24 annual report for approval by trust council and

[0:57:50] Voice 6: submission to the minister of municipal affairs well

[0:57:54] Trustee Luckham: i'll second that

[0:57:54] Trustee Elliott: excellent trusted trustee

[0:57:57] Trustee Elliott: luckham seconds any further discussion all in favor aye aye

[0:58:03] Trustee Luckham: trustee

[0:58:05] Trustee Elliott: luckham yes oh aye sorry

[0:58:07] Trustee Luckham: that

[0:58:08] Trustee Elliott: is scary mumbling

[0:58:10] Trustee Luckham: to myself again

[0:58:10] Trustee Elliott: falling on our process here um okay

[0:58:15] Trustee Elliott: Okay, so we've got no applications. As noted, there is a summary report of expenses. Did we spend any money on the unzoned marine area LUB amendment project, or that's just not been updated since February? Margot, do you know about that?

[0:58:34] Trustee Elliott: yeah

[0:58:34] Planner Thomaidis (probable): through the chair i i don't think we did because the all of the community information

[0:58:38] Planner Thomaidis (probable): meeting um was virtual so i guess maybe that some of the budget items to hold that information

[0:58:46] Planner Thomaidis (probable): meeting in person uh weren't used but i can double check there must be some advertising

[0:58:53] Planner Thomaidis (probable): yeah that's true um mine yeah

[0:58:57] Planner Thomaidis (probable): i don't think it's been added yet though yeah

[0:59:00] Trustee Luckham: yeah so

[0:59:01] Trustee Elliott: So I may actually ask the Director of Administrative Services, I don't think we can carry over

[0:59:07] Trustee Elliott: project budget from one fiscal unless we indicate by January of that year to carry it over for

[0:59:14] Trustee Elliott: the next year.

[0:59:15] Trustee Elliott: But this essentially just goes into the LTC projects budget, and if we do another minor

[0:59:21] Trustee Elliott: project, conceivably those resources can be reallocated, but that has to go through

[0:59:28] Trustee Elliott: planning with the RPM.

[0:59:30] Trustee Elliott: m it's

[0:59:30] Trustee Luckham: it's unspent money and it's processed

[0:59:32] Planner Thomaidis (probable): yep

[0:59:34] Trustee Luckham: okay yeah

[0:59:37] Planner Thomaidis (probable): it might the the final expenses

[0:59:39] Planner Thomaidis (probable): for the fetus unzoned marine area um lub amendment project might be included in the march

[0:59:46] Planner Thomaidis (probable): uh expense summary which we i think just received this morning so

[0:59:51] Planner Thomaidis (probable): yeah it'll be included in the next meeting right

[0:59:54] Trustee Luckham: i haven't looked at that yet okay

[0:59:58] Trustee Elliott: uh

[1:00:00] Trustee Elliott: resolutions as always and I think we've come to the last item which is the active projects and

[1:00:11] Trustee Elliott: future projects report

[1:00:13] Trustee Luckham: so just note under 12.6 that we would like the two pieces of correspondence

[1:00:19] Trustee Luckham: added to the web page so just record that in the minutes

[1:00:22] Voice 8: that's okay otherwise

[1:00:26] Trustee Luckham: yeah no other

[1:00:27] Trustee Luckham: other concerns there and

[1:00:29] Trustee Elliott: i will say that other local trust committees have a first nations um

[1:00:36] Trustee Elliott: engagement or or some sort of staff reporting on first nations engagement that might be happening

[1:00:42] Trustee Elliott: in the trust area that isn't on this standing as a standing agenda item but i do understand

[1:00:47] Trustee Elliott: understand uh from our pm uh renee jamarat that um they're working on a written report

[1:00:56] Trustee Elliott: to update the public for um for information and future agendas so we may see a staff report

[1:01:04] Trustee Elliott: in the future on um first nations engagement so i think that would be really interesting

[1:01:11] Trustee Elliott: and

[1:01:12] Trustee Luckham: well you know thank you for raising that because there used to be an a standing item here

[1:01:16] Trustee Luckham: for as is practiced in other ltcs um as a opportunity for um the first the first nations

[1:01:25] Trustee Luckham: to address the local trust committee similar to the error directors report and i'm almost

[1:01:30] Trustee Luckham: certain they used to be on there so i don't know if that's changed recently because there's

[1:01:34] Trustee Elliott: there's sometimes two sections in the earlier section as you mentioned um an opportunity for

[1:01:40] Trustee Elliott: for a nation to produce their own report which would

[1:01:44] Trustee Elliott: have been section three but also in some

[1:01:47] Trustee Elliott: ltcs there's a staff report on first nations reconciliation and engagement and that's what

[1:01:53] Trustee Elliott: um rpm gemara was suggesting that staff would be producing a report as we because there has

[1:02:01] Trustee Elliott: been engagement on the policy statement for instance or sometimes staff to staff meetings on

[1:02:07] Trustee Elliott: on process so i've seen it in two places one is produced by the first nation and one by

[1:02:13] Trustee Elliott: our staff so we're working on that um okay page 28 uh current and upcoming projects

[1:02:28] Trustee Elliott: so i did want to bring back this second item on page 28 the minor project of shoreline and

[1:02:36] Trustee Elliott: coastal protection community consultation and asked the ltc if if this um would be an area of

[1:02:45] Trustee Elliott: focus for thetis um as the unzoned marine area project wraps up we've had quite a bit of

[1:02:55] Trustee Elliott: discussion on this and i think there was you started work on it last term just looking at

[1:03:06] Trustee Elliott: my notes here is there an opportunity to build on that work um develop it somehow or would you

[1:03:15] Trustee Elliott: just try to get some early thoughts did you want to turn your attention to something different like

[1:03:20] Trustee Elliott: the the soil disposition bylaw oh

[1:03:26] Trustee Luckham: thank you to remind me of that that's certainly of interest

[1:03:29] Trustee Luckham: to me um and i'm just looking to see where that those items are oh yeah so item two administrative

[1:03:36] Trustee Luckham: straight, if that's the soil deposit and removal bylaw, certainly I have a lot of interest in that.

[1:03:41] Trustee Luckham: There's a composting, there's a need for composting materials on Thetis. And under the present land

[1:03:48] Trustee Luckham: use regulations, that is not something that can be conducted. And then of course, it's moving of

[1:03:57] Trustee Luckham: soil from one property to another. So there's some immediate benefit to pursuing that. And then of

[1:04:06] Trustee Luckham: Of course, I want to pursue this letter of understanding.

[1:04:07] Trustee Luckham: So whether or not these are minor or major projects and require funding,

[1:04:12] Trustee Luckham: that would be up for somebody else to decide.

[1:04:17] Trustee Elliott: But I think if we could indicate our interest in an area and reprioritize,

[1:04:25] Trustee Elliott: that would give staff something to work with as they work on allocating resources

[1:04:30] Trustee Elliott: and perhaps come back with some ideas at our next meeting.

[1:04:34] Trustee Elliott: What are your thoughts, Trustee Hunter?

[1:04:38] Voice 6: Well, I'm not too interested in the shoreline thing right now.

[1:04:44] Voice 6: As far as soil, would I have to recuse myself?

[1:04:48] Voice 6: We've been selling soil from our gravel pit for the last 45 years.

[1:04:55] Voice 6: And I wonder if it would, would I be able to make a decision on something like that?

[1:05:03] Trustee Luckham: That's a good question.

[1:05:04] Trustee Luckham: I think that sort of decision is a personal decision.

[1:05:08] Trustee Luckham: and you would have to seek some advice um on that i

[1:05:14] Trustee Elliott: mean could you you may be able to participate

[1:05:17] Trustee Elliott: and maybe staff can that's too early to give input but you could participate in consideration

[1:05:23] Trustee Elliott: of other bylaws um perhaps and the on-island composting facilities use if that becomes part

[1:05:31] Trustee Elliott: of the project and then recuse yourself if there is specific discussion on permitting

[1:05:39] Trustee Elliott: you know um so that's sounds like that's of interest i would can if you can turn a page

[1:05:47] Trustee Elliott: uh the last page or page 30 your ocp and lub is a long list there and this would of course be a

[1:05:57] Trustee Elliott: major project um i'm thinking is this of interest for maybe next year as the policy statement

[1:06:09] Trustee Elliott: draft goes out in community and we start looking at um the bigger picture of of land use planning

[1:06:17] Trustee Elliott: in the islands trust area this list may get some adjustments but i like having this this as a

[1:06:29] Trustee Elliott: sort of a bucket item of things to be addressed in the future is there an appetite for considering

[1:06:35] Trustee Elliott: Considering that for the next budget cycle as a major project, you know, we've had a

[1:06:45] Trustee Elliott: question on services, what are the Thetis Island, you know, area residents getting for taxation and updating your OCP, addressing, you know, shortages in housing and including TUPs for non-tourist accommodation, that kind of thing might be of interest.

[1:07:07] Trustee Elliott: So I'll just put it out there.

[1:07:11] Trustee Elliott: Maybe you can take the tone of your community and see what everyone thinks.

[1:07:16] Trustee Luckham: Well, you know, this whole notion of OCP and LUB amendments, this gives me an opportunity to speak what I think.

[1:07:27] Trustee Luckham: If it's not broken, don't try and fix it.

[1:07:31] Trustee Luckham: We actually did an OCP LUB review.

[1:07:34] Trustee Luckham: Sure, it's 12 years ago or 10 years ago or however long ago it is.

[1:07:39] Trustee Luckham: We put a significant amount of effort into that.

[1:07:41] Trustee Luckham: And actually, although there was some resistance, it turns out that nothing bad happened.

[1:07:47] Trustee Luckham: And day to day, outside of broader social issues, affordable housing and our commitments to reconciliation and economic opportunities associated with vacation rentals, there's not really anything, I think, wrong with the OCP and LEB at this time.

[1:08:10] Trustee Luckham: and some of these other items obviously the province is weighing in heavily on the housing

[1:08:15] Trustee Luckham: piece in fact there was an announcement this morning there's going to be some housing

[1:08:18] Trustee Luckham: built in shamanis which is fantastic to support people in the cowichan valley

[1:08:25] Trustee Luckham: and fetus actually has a beautiful way of taking care of its own and i'm proud of that

[1:08:31] Trustee Luckham: the community does that but certainly there's a need for some senior housing but this list is

[1:08:38] Trustee Luckham: interesting i think actually even post policy statement converse initial conversations around

[1:08:43] Trustee Luckham: policy statement to determine where we're going with some of those things because it influences

[1:08:47] Trustee Luckham: this i think that what would be uh a good thing to do is actually just simply have a

[1:08:55] Trustee Luckham: visit with this list and determine the relevance of that list today and um and then the stab and

[1:09:02] Trustee Luckham: have that conversation with the community about if we were to make some amendments what would we do

[1:09:08] Trustee Luckham: But I'll just fall back a little bit from that there and just say, out of respect for so many very necessary OCP and LUB amendments throughout the honest trust area, the Thetis OCP and LUB is not a high priority with respect to the Federation because we've made that investment.

[1:09:28] Trustee Luckham: investment and so indeed there's real value if we're talking about value there was there was

[1:09:33] Trustee Luckham: as a result of that work 10 or 12 years ago there has been real value to the community and

[1:09:39] Trustee Luckham: in facilitating um things that weren't able to be done before so anyway that's my two cents on

[1:09:46] Trustee Luckham: ocp i would like to revisit this list at some point we could seek some reporting back on it

[1:09:52] Trustee Luckham: i don't know that i necessarily want to do that right now i think that the memorandum of

[1:09:57] Trustee Luckham: understanding was more administrative in nature and could be done and uh enjoy that indeed the

[1:10:03] Trustee Luckham: soil deposit and removal would be helpful to farming which is also an essential element

[1:10:09] Trustee Luckham: of a healthy community so there you go

[1:10:12] Trustee Elliott: that's great it's a great idea actually to to bring

[1:10:16] Trustee Elliott: this list back in a more coherent form and sort of parse out the different elements um what are

[1:10:24] Trustee Elliott: What are your thoughts on that, Trustee Hunter, looking at that long list of things that could be addressed in a potential OCP LUV amendment?

[1:10:32] Trustee Elliott: There's

[1:10:33] Voice 6: a couple in there that the construction of a storage building prior to the principle of dwelling, I think that's a no-brainer.

[1:10:41] Voice 6: It should have always been in there.

[1:10:46] Voice 6: And I don't know why there's pushback on that.

[1:10:48] Voice 6: But yeah, we could look at it for sure.

[1:10:51] Voice 6: so

[1:10:54] Trustee Elliott: what i would suggest and it just occurs to me now so it's a discussion point if nothing else

[1:11:00] Trustee Elliott: um is that engagement on um the broader community plan in two areas i think is is a potential

[1:11:12] Trustee Elliott: project just leaving aside the soil bylaw that that might be very well be the next minor project

[1:11:20] Trustee Elliott: But looking at First Nations, the First Nations piece, incorporating First Nations recommended language, decolonizing document language, acknowledgement language, this occurs to me it's something important for the ministry.

[1:11:34] Trustee Elliott: And they're looking to see in the Islands Trust area particularly what are we doing to work more closely to align vision with First Nations in this area.

[1:11:46] Trustee Elliott: So to me, this would be more a conversation piece. If we wanted to engage with Penelope and Laxon nations and talk about the document, that might be just a communication, an opportunity for engagement, let's say.

[1:12:04] Trustee Elliott: And then streamlining the rest of this list, organizing it in topic area and sort of what are the major minor elements and a future potential engagement with the Thetis community. What's important to you? That could be a future piece. What do you think about that?

[1:12:25] Trustee Elliott: bringing it back, maybe having a community information meeting, and people go, no, it's

[1:12:32] Trustee Elliott: all fine. Love the OCP and the LUB. There's nothing to change. Or they say, there's three

[1:12:38] Trustee Elliott: things that are really a problem and we need to address. And getting that input, I think,

[1:12:45] Trustee Elliott: in a formal way rather than just our ideas on the subject might be better. And maybe you're right,

[1:12:51] Trustee Elliott: trustee luckham that there's there's nothing serious to amend but maybe it's not a whole

[1:12:57] Trustee Elliott: ocp amendment it's a small project with two minor pieces as you mentioned uh trustee hunter what do

[1:13:05] Trustee Elliott: you think about staff bringing that back at a future date margo do you think that's possible

[1:13:17] Planner Thomaidis (probable): sorry trustee hunter was gonna go first

[1:13:20] Trustee Elliott: or oh sorry did you have your hand up yeah go ahead

[1:13:23] Trustee Elliott: no

[1:13:23] Voice 6: i did not no

[1:13:26] Trustee Elliott: i just wondered about the feasibility of bringing this list back

[1:13:29] Trustee Elliott: in a more coherent oh

[1:13:30] Voice 6: yeah i'm fine with that sure a

[1:13:32] Trustee Elliott: would be uh you know not making more work

[1:13:35] Trustee Elliott: for staff but let's get it organized in terms of um what would be the scope of work if and then we

[1:13:44] Trustee Elliott: can get some direction from community and say six months you know look at the list and go

[1:13:50] Trustee Elliott: So is there anything to tackle here?

[1:13:53] Trustee Elliott: Does that sound feasible?

[1:13:56] Trustee Elliott: So

[1:13:56] Planner Thomaidis (probable): you'd like staff to, maybe you draft up a staff report looking at potential scope for each of the projects listed on the future projects report?

[1:14:08] Planner Thomaidis (probable): Kind of laying out how much staff time and scope and objectives could be involved in each of those?

[1:14:17] Trustee Elliott: Well, this is a big laundry list right now.

[1:14:20] Trustee Elliott: So island wide watershed protection, like, I don't even know what that means. Is that a mapping project? Is that, you know, it's unclear to me where some of this came from. And so in order to have a community conversation, if you wanted to do that, this needs to, yeah, have some, what are the opportunities?

[1:14:46] Trustee Elliott: What are the resources needed and what would be feasible so that, I don't know.

[1:14:53] Trustee Elliott: Yeah,

[1:14:54] Planner Thomaidis (probable): maybe kind of parceling out what would be a major project, what would be a minor project.

[1:15:01] Planner Thomaidis (probable): Yeah, usually we like to have more guidance on scope and objectives before drafting any, you know, project charter, for example.

[1:15:11] Planner Thomaidis (probable): example, but a kind of staff report going into a little bit more detail about these

[1:15:17] Planner Thomaidis (probable): items and bringing it to the LTC.

[1:15:20] Planner Thomaidis (probable): I believe we've done that before, we did that, Planner Macarger might have done that in either

[1:15:26] Planner Thomaidis (probable): last year or the year before that, you know, for a similar reason to help the LTC decide

[1:15:33] Planner Thomaidis (probable): what next project to undertake.

[1:15:35] Planner Thomaidis (probable): right

[1:15:38] Trustee Elliott: yeah it it's more to organize them in thematic areas like this last item here this

[1:15:46] Trustee Elliott: like a memo of understanding was to mean it's nation for a stakeholder process regarding

[1:15:50] Trustee Elliott: butte and dunsmuir islands like that should be you know a first nations engagement piece rather

[1:15:57] Trustee Elliott: than reviewing a you know is that ever going to get done if it's just a review of the bylaw 110

[1:16:04] Trustee Elliott: 10. Yeah. So that's what I would like to see because I always want to check in with community

[1:16:11] Trustee Elliott: and go, well, what are the problematic areas so that they could be addressed potentially in a

[1:16:15] Trustee Elliott: smaller project without going into a whole OCP amendment so that we can address those problems

[1:16:23] Trustee Elliott: before they're issues. But that's just my input as a new member of this LTC and I can let it drop

[1:16:30] Trustee Elliott: if it doesn't have support from you either, too.

[1:16:40] Trustee Luckham: I'm quite frankly not interested in pursuing anything at this point

[1:16:45] Trustee Luckham: because I don't have a sense from the community that there's anything wrong.

[1:16:51] Trustee Luckham: I think there's potential for work in, let's just say, seniors housing, for instance,

[1:16:59] Trustee Luckham: that might become a topic of interest.

[1:17:03] Trustee Luckham: and not that I want to reserve that space for that but I want to keep those options so if there's

[1:17:10] Trustee Luckham: that is the only thing that immediately comes to mind of what something that is of community

[1:17:15] Trustee Luckham: interest certainly from a an administrative LTC responsibility perspective the Dunsmuir

[1:17:25] Trustee Luckham: Island is an islands and the islands in Ladysmith Harbor are an outstanding issue that fell out of

[1:17:32] Trustee Luckham: the previous OCP LEB amendments because the Chimayness Nation was not ready or prepared

[1:17:39] Trustee Luckham: to have that conversation and rather than lose the entire Associated Islands OCP, we removed those

[1:17:47] Trustee Luckham: with the understanding at some point we would come back and visit them.

[1:17:51] Trustee Luckham: I think that would be a big project in order to understand that and indeed that relationship

[1:17:59] Trustee Luckham: building with the Germanus First Nation with respect to understanding their needs there.

[1:18:06] Trustee Luckham: I think those items are vulnerable and that should be fixed, but I don't think we're in

[1:18:11] Trustee Luckham: that place.

[1:18:11] Trustee Luckham: I think that what we want to do is establish from a federation perspective, we want to

[1:18:16] Trustee Luckham: set some establishing guidelines or some principles through the OCP, through the policy

[1:18:23] Trustee Luckham: statement work.

[1:18:23] Trustee Luckham: work. And then from that policy statement work, I think if we can identify how it is that

[1:18:29] Trustee Luckham: we will avail ourselves of working with nations and respecting nations' interests in things,

[1:18:36] Trustee Luckham: then certainly we can open that up. But I don't know that we're necessarily ready for that yet.

[1:18:41] Trustee Luckham: And I don't know that the nation's ready for that. Their communication has been very limited.

[1:18:45] Trustee Luckham: I know some elders there. And in fact, there might be a longhouse building thing going on

[1:18:53] Trustee Luckham: there which i hope might get invited to and um and so those are opportunities that we have to take

[1:18:58] Trustee Luckham: with in our individual relationship building exercises to establish a conduit for communication

[1:19:05] Trustee Luckham: so um and i guess my thing about and i need to think about this list and focus on thinking about

[1:19:13] Trustee Luckham: it and what it actually means and why they're there because we need to know why they're there

[1:19:18] Trustee Luckham: if we're going to go out to the community and tell them these things are on the list

[1:19:21] Trustee Luckham: but i don't uh think i want to trigger something that uh my community thinks that we're going to

[1:19:30] Trustee Luckham: be changing the ocp um because we need to think about that so i'm not ready to do that today

[1:19:36] Trustee Luckham: and um if i was going to advance something i think i would be advancing um as the number one let's

[1:19:42] Trustee Luckham: let's get the cvrd on board and let's and then let's get this soil deposit removal thing those

[1:19:47] Trustee Luckham: Those are the two priorities.

[1:19:49] Trustee Luckham: The soil deposit and removal bill has been on this list for five years.

[1:19:53] Trustee Luckham: Yeah, yeah.

[1:19:54] Trustee Elliott: Well, it is kind of next on the list.

[1:19:57] Trustee Elliott: So if you're both keen on that, Trustee Hunter, what are your thoughts on advance?

[1:20:05] Trustee Elliott: Which

[1:20:05] Voice 6: one were you referring to?

[1:20:07] Voice 6: I'm sorry.

[1:20:07] Voice 6: We're

[1:20:08] Trustee Elliott: back to number two, the administrative piece, the soil deposit and removal bylaw.

[1:20:13] Trustee Elliott: Do you think this one would be a potential next minor project for the LTC?

[1:20:19] Trustee Elliott: Are you interested in pursuing this?

[1:20:21] Voice 6: It's not high on my list, but if Peter can convince me that it's a good idea for farming or for the composting, then I'm for that, yes.

[1:20:34] Voice 6: That's what

[1:20:34] Voice 6: my priority is.

[1:20:36] Trustee Elliott: What's the benefit for the community?

[1:20:38] Trustee Elliott: Just summarize it for the newcomer here.

[1:20:43] Trustee Luckham: Me?

[1:20:44] Trustee Luckham: Mm-hmm.

[1:20:45] Trustee Elliott: Oh.

[1:20:46] Trustee Luckham: Well, we have farming interests on the island.

[1:20:50] Trustee Luckham: One of the biggest issues is soil and composting material.

[1:20:57] Trustee Luckham: And presently, those soils and composting materials

[1:21:00] Trustee Luckham: are brought in by truck off island

[1:21:06] Trustee Luckham: and distributed to community members.

[1:21:10] Trustee Luckham: And it doesn't fit within the regulations.

[1:21:12] Trustee Luckham: and what we need to do is normalize that so that it can be done and so that in fact somebody could

[1:21:20] Trustee Luckham: establish a composting facility um that would not only meet the the farm's needs needs but also the

[1:21:28] Trustee Luckham: local community's needs rather than buying it by the bag fall um a canadian tire for instance

[1:21:34] Trustee Elliott: so it i do understand that salt spring island has a community composting facility it took 10 years

[1:21:40] Trustee Elliott: to do that so this could be a big long-range project um and there's a few different parts

[1:21:50] Trustee Elliott: to it um could

[1:21:53] Trustee Luckham: the roadblock is there's no bylaw so

[1:21:56] Trustee Elliott: could staff look at this um this list

[1:22:00] Trustee Elliott: you know moving soil between properties requiring a permit under certain conditions

[1:22:06] Trustee Elliott: conditions um there is precedence with the north pender and south salt spring soil remover deposit

[1:22:13] Trustee Elliott: bylaws and then scoping out the potential for on-island composting facilities um is that doable

[1:22:23] Trustee Elliott: for a staff report do you have enough information there margo and trustee hunter do you support this

[1:22:28] Trustee Elliott: as a i'd say we're in the exploratory phase it could you know staff could come back and say this

[1:22:35] Trustee Elliott: This is a two-year project, composting facilities, you know, or leave that out.

[1:22:41] Trustee Elliott: But at least we could get some reporting and then decide if this would be the next minor project.

[1:22:49] Trustee Elliott: What do you both think?

[1:22:52] Trustee Luckham: I would leave the facility piece out because I think it's a farming community and a farm, farmers, that would...

[1:23:00] Trustee Luckham: would, Thetis is too small an island for a composting facility, commercial scale composting

[1:23:08] Trustee Luckham: facility per se, but the ability to create compost and move it amongst properties should be

[1:23:15] Trustee Luckham: normalized.

[1:23:16] Trustee Elliott: I just think it's bigger, like the regulations around composting things,

[1:23:21] Trustee Elliott: it requires a facility, not just dumping in a pile. So I'm not sure if it's possible to build

[1:23:30] Trustee Elliott: a community composter but we could find out yes love

[1:23:37] Trustee Elliott: it i love the idea it's great

[1:23:41] Trustee Elliott: uh trustee hunter yeah sure

[1:23:44] Voice 8: go

[1:23:45] Voice 6: ahead you

[1:23:46] Trustee Elliott: think so well you seem to have some appetite for an ocp uh

[1:23:52] Trustee Elliott: overview but should we leave that till next let's all have a look at that and think about it for

[1:23:57] Trustee Elliott: next time and if staff can come back let's give some direction um um to develop or scope out a

[1:24:09] Trustee Elliott: potential soil deposit and remove a bylaw for thetis island or the next we're making that

[1:24:16] Trustee Luckham: staff to provide options or something provide

[1:24:18] Trustee Elliott: options yeah do you think that's possible margo

[1:24:23] Planner Thomaidis (probable): yeah yes definitely um thanks charlotte i think there's a possibility that this would be a major

[1:24:29] Planner Thomaidis (probable): project too is just you know the whole drafting of a new bylaw and passing it might not fit into

[1:24:35] Planner Thomaidis (probable): minor project parameters um so but that can be part of you know staff analysis and reporting

[1:24:42] Planner Thomaidis (probable): back on potential scope of of this as a project and i think you know we would direct on next steps

[1:24:49] Planner Thomaidis (probable): if it was going to be major rather than minor so

[1:24:53] Trustee Luckham: you know what i would like is if we can scope this

[1:24:56] Trustee Luckham: out have understand what the options are that will put us in a good position to make a budget request

[1:25:02] Trustee Luckham: for the next budget cycle it's great

[1:25:07] Trustee Luckham: beginning of

[1:25:08] Trustee Luckham: the year awesome the farmers on the island go

[1:25:13] Trustee Luckham: oh you guys still talking about that that's like five years ago and so let's get on with it well

[1:25:20] Trustee Elliott: at the rate that thetis island gets things done i'm i'm very uh impressed so perhaps we can get

[1:25:25] Trustee Luckham: Well, we got lucky on that one. And that was actually thanks to the collaboration of staff.

[1:25:31] Trustee Elliott: All right. So do you want to make a motion there, Trustee Luck?

[1:25:36] Trustee Elliott: And we sort of half crafted one that staff provide options in return with a report scoping out a potential soil deposit and removal bylaw for Thetis Island.

[1:25:45] Trustee Elliott: So

[1:25:46] Trustee Luckham: we're advancing that to our top minor project so it can be accurate.

[1:25:51] Trustee Luckham: to them so i

[1:25:53] Trustee Elliott: think a report before it's decided upon as a minor or major project because then i

[1:25:58] Trustee Luckham: would move the theta sound local trust committee request staff provide a report on options

[1:26:02] Trustee Luckham: associated with a soil deposit and removal bylaw second

[1:26:10] Voice 6: perfect by

[1:26:12] Trustee Elliott: trustee hunter any further

[1:26:14] Trustee Elliott: discussion all those in favor and that is carried i thank you great we can move forward on something

[1:26:22] Trustee Elliott: as well as work on this advocacy and communications thing i think um this has been such a long-standing

[1:26:29] Trustee Elliott: item we've got enough material let's just write the letter i'm happy to write it myself

[1:26:32] Trustee Elliott: if we need to and i will bring this ocp and lub future project piece back because i just want to

[1:26:41] Trustee Elliott: see it organized and understand why is everything in here you know before we you're absolutely right

[1:26:46] Trustee Elliott: right before you'd go out to community and ask you know do you want to address this the reasons

[1:26:52] Trustee Elliott: why it's in there might be important but uh we'll look at that next time yeah

[1:26:57] Trustee Luckham: perhaps

[1:26:58] Trustee Elliott: we'll need to

[1:27:00] Trustee Luckham: look at it thank

[1:27:01] Trustee Elliott: you okay um anything else from staff or trustees any further business to conduct

[1:27:09] Trustee Elliott: yeah

[1:27:10] Trustee Luckham: i'll just say in closing actually and i think the associated islands and

[1:27:14] Trustee Luckham: Lake Smith Harbour, Dunsmuir Island, and the like, we have a responsibility

[1:27:18] Trustee Luckham: to preserve and protect those islands. So that

[1:27:22] Trustee Luckham: is up there too.

[1:27:24] Trustee Elliott: And that's all I meant is

[1:27:26] Trustee Elliott: to understand where the importance, relative importance of each

[1:27:31] Trustee Elliott: of those items are. If that's top of the list, maybe that becomes a minor project

[1:27:35] Trustee Elliott: because it's critical, right? But without that reporting

[1:27:38] Trustee Elliott: I don't understand why the item's there, right?

[1:27:41] Trustee Luckham: I think it's a major project.

[1:27:42] Trustee Luckham: yeah

[1:27:43] Trustee Elliott: okay okay

[1:27:45] Trustee Luckham: happy great

[1:27:46] Trustee Elliott: our next regular meeting is scheduled for tuesday july 2nd 2024

[1:27:52] Trustee Elliott: at 9 30 a.m and will also be held electronically and um just

[1:27:58] Trustee Luckham: bear with me a second while i make

[1:28:00] Trustee Luckham: sure i look at my calendar i think we changed that to facilitate my absence um but i just want

[1:28:06] Trustee Luckham: want to make sure that's exactly true uh july this i'm pretty sure that's outside of the

[1:28:12] Trustee Luckham: my vacation opportunity yes that's correct okay good golden

[1:28:17] Trustee Elliott: canada day yeah i think we changed

[1:28:19] Trustee Elliott: it from the 25th to uh nope never mind um thank

[1:28:24] Trustee Elliott: you yeah so you're good with july 2nd trustee

[1:28:29] Trustee Elliott: hunter yes

[1:28:30] Voice 6: thank you great

[1:28:31] Trustee Elliott: all right well if there's no further business i'll call for adjournment

[1:28:36] Trustee Elliott: perfect timing

[1:28:37] Trustee Elliott: toby excellent thank you thank you all for a great meeting i hope you enjoy that

[1:28:42] Trustee Elliott: spring weather and um it is cold

[1:28:46] Trustee Elliott: but it's nice and bright anyway

[1:28:50] Trustee Luckham: i'm in favor take care
