[0:00:28] Voice 4: the Coast Salish Peoples. I'm Toby Elliott. I'm a Gabriela Island local trustee in Slaanamook
[0:00:35] Voice 4: First Nation Territory. It's where I am today. And we are joined by your Thetis Island trustees,
[0:00:44] Voice 4: Peter Luckham and Ken Hunter. And together, we three make up the Thetis Island Local Trust

[0:02:34] Trustee Luckham: to add to the agenda. I just want to make note that Paul Duncan has joined us for the public comment period when we finished the introductions here.
[0:02:43] Trustee Luckham: He's a representative of what's referred to as the Thetis Forum, is interested in value for taxes.
[0:02:53] Trustee Luckham: And so he's going to speak in the public forum.
[0:02:54] Trustee Luckham: Just want to make sure, acknowledge that he's here.

[0:03:26] Voice 6: question about the community dock a lot of people have been asking me about it and i don't honestly
[0:03:31] Voice 6: know what's going on with it um do you have anything on that uh peter um
[0:03:37] Trustee Luckham: well uh what little
[0:03:38] Trustee Luckham: i do know uh indeed work was well underway we've seen the excavating there and there's 20 feet of
[0:03:44] Trustee Luckham: the dock that is going to be restored to allow a vehicle to park on there with the bollards
[0:03:47] Trustee Luckham: replaced a little bit down the dock there. The work came to a grinding halt
[0:03:55] Trustee Luckham: almost three weeks ago now because there was an archaeological find. I'm a little surprised that
[0:04:03] Trustee Luckham: there wasn't more awareness about that on the part of the Cowichan Valley Regional District.
[0:04:08] Trustee Luckham: That is a known area. But anyway, nonetheless, an archaeological find. And so work has come to
[0:04:13] Trustee Luckham: a stop until that situation is resolved. I'm pretty sure that's what's happening. I spoke
[0:04:20] Trustee Luckham: with the workers there the day of or the day after the find was made. And then I noticed the
[0:04:27] Trustee Luckham: equipment has been moved. So I'm presuming there's been a work stop. Okay. That's all I had. Thank

[0:04:34] Voice 4: That's very helpful. Would they have given notice to the community in any way? It just seems
[0:04:40] Voice 4: surprising that um work had begun and the community well
[0:04:45] Trustee Luckham: the communications is is poor
[0:04:48] Trustee Luckham: i would say um in fact it's been such a very ken you're familiar with that's been such a very long
[0:04:55] Trustee Luckham: time to actually be told that it's going to happen and then when it's going to happen and then delays
[0:05:01] Trustee Luckham: and now more delays and so certainly the fire department of which i'm a member
[0:05:06] Trustee Luckham: is anxious to see that done because now we have to traverse the building site itself they put in
[0:05:13] Trustee Luckham: a temporary ramp for us and they stop working when we show up with patients but we certainly
[0:05:19] Trustee Luckham: would like to see that done but naturally and of course we absolutely want to respect the loved
[0:05:24] Trustee Luckham: ones and ancestors that may or may not be in that location but certainly the traditional uses there
[0:05:31] Trustee Luckham: there and the disturbance of the midden, essentially, which is almost that entire
[0:05:36] Trustee Luckham: length of the shoreline, which is why I'm surprised there wasn't a bit more awareness
[0:05:40] Trustee Luckham: in advance of that. But here we are. Apparently, an elder has been on site and archaeologists have
[0:05:46] Trustee Luckham: been on site. That's all I know.
[0:05:49] Voice 4: Well, I ask because we've got this outstanding item to
[0:05:52] Voice 4: renew the protocol agreement with the Cowichan Valley Regional District. And I'm wondering if
[0:05:56] Voice 4: if any reporting back and forth could become a more regular item.
[0:06:02] Voice 4: That seems like a big, a big issue, a community doc affecting residents.
[0:06:07] Voice 4: So anyway,
[0:06:08] Trustee Luckham: Renew a protocol is would be a lovely thing to do except that we don't have a
[0:06:14] Trustee Luckham: protocol and we've been rebuffed in the past.
[0:06:16] Trustee Luckham: And certainly we have a document that could be a template that,
[0:06:22] Trustee Luckham: you know, that's the trouble with protocol agreements. Each party,
[0:06:25] Trustee Luckham: each side has to be committed to live up to the nature of it and perhaps that's difficult for
[0:06:31] Trustee Luckham: them it's certainly on occasion difficult for us to submit that but better communication would be
[0:06:37] Trustee Luckham: awesome and got to say jesse mclinton has been very good um uh with communicating and working
[0:06:43] Trustee Luckham: with us but that isn't necessarily the works division of the organization okay and jesse
[0:06:50] Trustee Luckham: mclinton is the regional is the area g director right
[0:06:53] Voice 4: um so anything else from you trustee hunter
[0:06:56] Voice 4: um beyond question about the community that's

[0:07:06] Trustee Luckham: here i was trying to be kind and let ken do some talking i ended up
[0:07:10] Trustee Luckham: doing all the talking anyway so try not to do that um so uh only a couple of minor things certainly
[0:07:17] Trustee Luckham: the community dock is one of them the other one is the um the commercial operation uh some uh
[0:07:25] Trustee Luckham: floating marina um at anchor marina that's in telegraph harbor that continues to be there
[0:07:31] Trustee Luckham: um they continue to operate uh i would honestly say without disrespect but they are disrespectful
[0:07:40] Trustee Luckham: early upland property owners they run a generator on it eight hours or more a day sometimes into the
[0:07:46] Trustee Luckham: the evening and of course that is naturally impacting the enjoyment of a person's property
[0:07:55] Trustee Luckham: especially this time of year when the evenings are so lovely and you want to sit outside a
[0:08:00] Trustee Luckham: generator certainly doesn't allow that and anyway it also continues to be unsafe in my point of view
[0:08:05] Trustee Luckham: I'm not an expert in any way shape or form but it's anchored by small anchors which they end up
[0:08:11] Trustee Luckham: having to reposition and it blows around in the wind and is subject to potentially damage other
[0:08:16] Trustee Luckham: vessels and or damage marina or other infrastructure or shoreline. The authorities are aware of it and
[0:08:22] Trustee Luckham: bylaw enforcement is aware of it and that work is ongoing. So that's that item. The other item
[0:08:31] Trustee Luckham: is of course abrupt shellfish and that's on the agenda today.
[0:08:34] Trustee Luckham: day um there was something else on my mind but it's gone so let's move on thank you real pleasure
[0:08:43] Trustee Luckham: to be here in the community thank
[0:08:47] Voice 4: you trustee luckham um that's interesting you did you say
[0:08:49] Voice 4: tilikum harder telegraph harbor telegraph harbor
[0:08:53] Voice 4: telegraph harbor okay is there anything that we
[0:08:55] Voice 4: can do as an advocacy piece with that not
[0:08:59] Trustee Luckham: at this time it's in by law enforcement's hands
[0:09:01] Voice 4: okay thank you okay i
[0:09:04] Trustee Luckham: spoke with uh the lead um forget his name now uh might come to me at
[0:09:10] Trustee Luckham: canada coast guard and uh in fact i just painted the story and didn't tell him where it was
[0:09:16] Trustee Luckham: and he said oh thetis island i know exactly where that is right
[0:09:19] Trustee Luckham: indeed uh the mechanism that they
[0:09:22] Trustee Luckham: have and because this is a public opportunity here the mechanism that they have in place uh for
[0:09:28] Trustee Luckham: dealing with vessels of a questionable nature is determine whether or not they're seaworthy,
[0:09:35] Trustee Luckham: determine whether or not they're derelict or unsafe in any way. And then, of course,
[0:09:43] Trustee Luckham: whether or not they're a hazard to navigation. Well, they're clearly not abandoned because
[0:09:47] Trustee Luckham: somebody's living out there. Somebody loves them, so they're not necessarily derelict.
[0:09:51] Trustee Luckham: and um and certainly the hazard of navigation is an issue but they continue to maintain
[0:09:57] Trustee Luckham: the right they think they have a right to do what they're doing and to anchor there
[0:10:02] Trustee Luckham: um and rumor has it that they're of the free man uh three per free person i would perhaps suggest
[0:10:10] Trustee Luckham: uh belief um which if they don't uh didn't agree to the laws the laws don't necessarily apply to
[0:10:16] Trustee Luckham: them and i think it's the philosophy but that may be nothing to do with them that's just an
[0:10:21] Trustee Luckham: interesting notion that's out there in the world so that's it no more for me
[0:10:27] Voice 4: interesting i think
[0:10:29] Voice 4: it's going to become an increasing issue so um all
[0:10:32] Trustee Luckham: across yeah as we're
[0:10:34] Trustee Luckham: displacing people from
[0:10:35] Trustee Luckham: one area they end up in another yeah
[0:10:37] Voice 4: exactly the problem just moves yeah okay uh for my chair's
[0:10:42] Voice 4: report i'll just hit the main points um both uh peter luckham and i and members of the executive
[0:10:49] Voice 4: attended AVICC, which is the Association of Vancouver Island Coastal Communities. It's the
[0:10:55] Voice 4: largest hub of local governments that meet together to discuss issues of common interest
[0:11:01] Voice 4: leading up to UBCM, which is in the fall. I attended sessions on building wildfire resiliency
[0:11:08] Voice 4: in coastal communities, and a really interesting one on oceans mapping and data visualization.
[0:11:15] Voice 4: There is just a wealth of information there. I encourage people to go to the Pacific Salmon Foundation, has a website called Resilient Shores, and they are partnering with the University of British Columbia's Strait of Georgia Data Center to collate and visualize nearshore marine data.
[0:11:36] Voice 4: And so for coastal municipalities, this means data sharing. And as they get deeper into the ocean, so to speak, hopefully our planners will be able to access that information.
[0:11:49] Voice 4: information and they're also doing a lot of citizen workshops like shoreline mapping workshops
[0:11:55] Voice 4: for citizens uh green shores accreditation which is um it's all free and they're mapping for coastal
[0:12:03] Voice 4: hard armoring and riprap log accumulation on beaches so they're doing the whole coast all
[0:12:09] Voice 4: the gulf islands um with a boat to see where there's hard shore armoring and where um the
[0:12:17] Voice 4: the shoreline's been impacted by development.
[0:12:19] Voice 4: So I think they're doing the Southern Gulf Islands this summer,
[0:12:23] Voice 4: and those will be publicly available maps that can be used by planners.
[0:12:28] Voice 4: So we fed that information back to staff,
[0:12:30] Voice 4: and there's some interesting potential collaborations there.
[0:12:36] Voice 4: On the collaboration front also,
[0:12:38] Voice 4: I participated yesterday in the MOTI, Ministry of Transportation,
[0:12:41] Voice 4: and a CRD discussion on collaboration and on establishing some task forces
[0:12:48] Voice 4: to address transportation issues.
[0:12:51] Voice 4: This was a CRD-hosted discussion.
[0:12:55] Voice 4: Some people were in person in the Victoria office,
[0:12:57] Voice 4: but I was able to participate remotely.
[0:13:00] Voice 4: And this was inspired by the Islands Trust request to Minister Fleming at UBCM.
[0:13:07] Voice 4: We want more regular meetings and perhaps leading to an all-islands transportation plan and some specific solutions.
[0:13:17] Voice 4: We always seem to fall in the gaps or there's action taken without necessarily information for the community.
[0:13:26] Voice 4: And so we've just seen some problems in Galliano, changing of the parking area there for Montague Harbor.
[0:13:33] Voice 4: it's led to a lot of feedback from public opinion public opinions um but what's great
[0:13:39] Voice 4: is that the ministry is very responsive and um wants to do regular meetings um so we're talking
[0:13:48] Voice 4: about updating the protocol agreement or the is it memorandum of understanding um there is a
[0:13:55] Voice 4: protocol agreement but it's quite old and we've committed to bring it up to date and they are
[0:14:01] Voice 4: are talking about regular task force meetings, which might be staff to staff for now, or maybe
[0:14:08] Voice 4: elected people for the first little bit, and then delegate to staff in the south, central,
[0:14:15] Voice 4: and north areas. So they each have distinct areas. And so that's to work out some of these issues
[0:14:21] Voice 4: ahead of time. So, sorry, am I going too fast? Sean was very, the operations manager was very
[0:14:29] Voice 4: very receptive, and just gave us full support for working on interagency collaboration. So
[0:14:38] Voice 4: that was very good to hear. Continuing to participate in the CAO hiring committee,
[0:14:45] Voice 4: of course, with our chair, Peter Luckham. And I think we've reported out as much as we could,
[0:14:53] Voice 4: but there's narrowed down the search for an executive search firm, essentially.
[0:15:01] Voice 4: But our CAO is leaving in June, and we're working on a plan for what to do in the meantime if there's a gap, because there likely will be.
[0:15:11] Voice 4: Finding somebody for that long-term position, we want to make sure we land on the right lead for this organization.
[0:15:22] Voice 4: Policy statement.
[0:15:24] Voice 4: We have done, well, staff has done a tremendous amount of work in the background.
[0:15:29] Voice 4: A lot of early engagement and still getting feedback from First Nations on this draft, or sorry, the second edition of the draft, which had been released to Council last term, and then worked on with suggestions from trustees.
[0:15:44] Voice 4: And at Executive Committee, we've debated the engagement and communications plan. So how will this be rolled out for trustees and for the public?
[0:15:54] Voice 4: And so there's quite a strong support team, consultants, staff, the policy advisors totally focused on that. And it looks like we'll be considering it along with members of the public for the first time later this month in May at a Committee of the Whole meeting.
[0:16:12] Voice 4: That's our first, we're using a new tool that Trust Council endorsed in our March Trust Council meeting of a committee of the whole, where we can discuss issues of substance that don't necessarily, that don't lead to a decision.
[0:16:28] Voice 4: And so it's more of an informal, free-ranging discussion. So we're going to use that new tool and look at the policy statement coming out end of this month.
[0:16:37] Voice 4: And finally, something of interest in your area, Culturally Committed is a group focused on promoting understanding of Indigenous peoples in this area through mentorship with Coast Salish mentors.
[0:16:57] Voice 4: tours and i've been participating in this group for about two years now and we have the islands
[0:17:02] Voice 4: trust has a an organizational membership for one year and so we just had a workshop two weeks ago
[0:17:09] Voice 4: um by a chef um an indigenous cook jared costanahan williams he's a food advocate
[0:17:18] Voice 4: uh from cowitson territory so couch in your area and um he he promotes a lot of learning of uses
[0:17:27] Voice 4: of Indigenous foods, but also the preparation, the harvesting, and is working with Island Health
[0:17:35] Voice 4: to even get these methods introduced into sort of the food-safe BC protocols so that they could
[0:17:43] Voice 4: be used in hospitals and elder care homes and all that. So it was fascinating. I got permission
[0:17:51] Voice 4: to share that one workshop with all trustees, because not all trustees are members of Culturally
[0:17:56] Voice 4: committed and i really encourage everyone to watch that because it just it in 90 minutes it was an
[0:18:03] Voice 4: incredible deep dive into the connection between um culture food and um all the teachings of this
[0:18:11] Voice 4: land going back 10 generation or 10 000 years finally sorry one more thing um our next council
[0:18:18] Voice 4: meeting is trust council meeting will be held in june on salt spring island and it is the 50th
[0:18:25] Voice 4: anniversary of the Highlands Trust so I'm sure there'll be um some celebrations and and
[0:18:33] Voice 4: probably looking again at what have we what have we accomplished in 50 years and maybe what are the
[0:18:38] Voice 4: next 50 potentially to look like that's it for my um report so it's a bit long there's always lots
[0:18:46] Voice 4: lot's happening. And I just wanted to ask, we had asked Trustee Luckham to follow up with
[0:18:56] Voice 4: Jesse McClintock and see if he could be invited to a meeting coming up. And if not, if he might
[0:19:03] Voice 4: be willing to provide a report for any of the Thetis LTC meetings. Was there any update on that?
[0:19:11] Voice 4: Thank you for
[0:19:11] Trustee Luckham: communicating with him. I certainly advise him every time to see him.
[0:19:15] Trustee Luckham: there is a standing place on the agenda for him um yeah
[0:19:21] Voice 4: that's what i was referring to but i think
[0:19:24] Voice 4: we actually we're gonna have you out talk to him and approach him first and then staff would follow

[0:19:36] Trustee Luckham: he's a working guy and is busy and um fair finds it
[0:19:41] Trustee Luckham: very difficult to attend all the potential meetings um yeah i might just report on his
[0:19:47] Trustee Luckham: behalf and maybe i've mentioned this before if i have i apologize but he has been uh it has been
[0:19:54] Trustee Luckham: successful in allocating some funds to the um to the ruxin island fire brigade to uh provide water
[0:20:03] Trustee Luckham: storage on that island which is very gratefully uh received there um and um so that's the extent of
[0:20:10] Trustee Luckham: and certainly he was here i believe he attended the most recent doc uh meeting and there's of
[0:20:18] Trustee Luckham: course instrumental in ensuring that the funding continues to flow for that project so he is out
[0:20:24] Trustee Luckham: there um it's difficult for him to attend the meeting um and i i run into him and i so i get
[0:20:30] Trustee Luckham: verbal reporting yep

[0:22:25] Voice 2: I've been asked by a number of Thetis Island organizations,
[0:22:31] Voice 2: including the Resident Rate Payers Association,
[0:22:34] Voice 2: the Community Association, the Port Authority,
[0:22:38] Voice 2: to take a look at our property taxes relative to the benefits received
[0:22:44] Voice 2: on Thetis Island.
[0:22:47] Voice 2: So I'm just starting that process and I'm introducing that concept today at Thetis Island Trust.
[0:22:56] Voice 2: I would like to be able to get in touch with whoever you suggest would be a good contact for how does Thetis Island Trust or how does Island Trust define benefits that go across many different regions?
[0:23:14] Voice 2: And do they have, have they had any thoughts on the benefits to a particular region such as Cetus Island?
[0:23:24] Voice 2: Island. There's been a long history of dealing with different organizations with benefits across
[0:23:33] Voice 2: multiple jurisdictions, not so much Islands Trust, but others that have caused these organizations
[0:23:44] Voice 2: to come forward right now. I think one of the big sparks that got people's attention was the
[0:23:52] Voice 2: the over 30% increase in the CVRD taxes
[0:23:57] Voice 2: that will hit fetus islanders
[0:24:01] Voice 2: when the property tax assessments come out
[0:24:05] Voice 2: in the next month.

[0:26:23] Trustee Luckham: there's also going to be some information in an insert in the tax notice that might answer some of those questions as well.
[0:26:30] Trustee Luckham: But I think I can set you in the right direction. And then that would be the financial staff, I think, that would be able to maybe give you some more connections to more detailed information.

[0:27:48] Voice 2: And I know you have lots of activity reports, but in terms of outputs, outcomes,

[0:27:59] Voice 2: Do you set a target of what specifically you want to do around affordable housing?

[0:28:24] Voice 2: initiatives. So it's a bigger question than just looking at the trend in taxes over years. It's a

[0:28:44] Trustee Luckham: in. That performance is a difficult thing to measure, particularly at the Adams Trust. And
[0:28:51] Trustee Luckham: And we had the Indicators Project years ago that tried to come to grips and understand that.
[0:28:58] Trustee Luckham: But data is limited and outcomes seem to expand over longer periods of time.
[0:29:07] Trustee Luckham: The question is big, but the answer is also big.
[0:29:11] Trustee Luckham: So I don't want to take up too much time here.
[0:29:13] Trustee Luckham: We could certainly have a lengthy conversation if you wish.
[0:29:16] Trustee Luckham: But I'd say that we're not strong in that, determining outcomes.
[0:29:21] Trustee Luckham: and measuring them because it's difficult and particularly as topics are different in different
[0:29:27] Trustee Luckham: areas and yeah so it's certainly something that we have thought about and consider
[0:29:35] Trustee Luckham: but it's not necessarily strong because we provide application processing for land use development
[0:29:43] Trustee Luckham: and there are some indicators associated with turnaround times and the like like that and
[0:29:50] Trustee Luckham: bylaw enforcement activities and the like, and that sort of thing. But I think it requires an
[0:29:55] Trustee Luckham: in-depth conversation to understand where we've been. And Toby, you might have.
[0:30:00] Trustee Luckham: something to add um or okay um
[0:30:03] Voice 4: there's maybe two pieces i i could contribute here um so with
[0:30:10] Voice 4: regards to the breakdown of taxation between um the islands trust and cvrd and i know your
[0:30:16] Voice 4: your question is less about the actuals uh but knowing the trends over time we certainly can
[0:30:23] Voice 4: can produce that. And I think that, so is that a specific question that you'd like our
[0:30:29] Voice 4: administrative services department to produce a trend over time?
[0:30:37] Voice 2: Yes, Toby, that's what I'm looking for. So we can see what areas are growing and what areas
[0:30:44] Voice 2: aren't growing. But the other part was, consider, would you consider making this public information
[0:30:52] Voice 2: So that when people go online to look at the budget, it's more than just the budget numbers. There's some context around the budget numbers so you can see what's going on over a number of years.
[0:31:04] Voice 2: Yeah,
[0:31:05] Voice 4: I will say, I mean, I'm new to the financial planning process here at the Allens Trust. And there's, there's, but there's two things that are changing. And they may fundamentally change how we do this kind of assessment, sort of planning assessment, and then reporting out work going forward.
[0:31:24] Voice 4: So the introduction of a corporate planning process has really been lacking, and that is taking a look at the operations from a management perspective, as opposed to here's our strategic plan, here's all the areas that we want to tackle, and then we have to figure out how to balance a budget.
[0:31:43] Voice 4: So honing it down, perhaps doing less projects. I will say that having watched Trust Council wrestle with this four years ago, everything seemed to be in crisis. There was a housing crisis, climate change crisis, ecological crisis, and there was a lot that trustees felt needed to be tackled and probably spread themselves too thin.
[0:32:10] Voice 4: What I think we've accomplished, this long-standing freshwater sustainability strategy, which tied into the provincial watersheds program and a bunch of provincial money and federal money, we partnered with that.
[0:32:26] Voice 4: So I can point you to areas where I think there's been progress, but you're right, the reporting out isn't as transparent and probably trust counsel tackled a lot without much apparent result.
[0:32:42] Voice 4: So, that's one piece. The corporate plan, I think, is going to synergize and rein things in a little bit and have more regular reporting out. So, we're going to see some changes in that, but it's going to take a while.
[0:32:56] Voice 4: The second part is, I was asked during trust councils, we were debating this, I asked our administrative director, why don't we have a tax breakdown per $100,000 of assessed property value, like the regional districts do?
[0:33:15] Voice 4: do and um because it doesn't make it easy our tax the tax dollars for islands trust
[0:33:23] Voice 4: are collected by the regional districts and that tax rate um is only determined after the province
[0:33:34] Voice 4: approves the budget we can't do it ahead of time so we don't have access to that information but
[0:33:41] Voice 4: But again, that's it's been an ongoing tension and we just don't have the tools to do that calculation.
[0:33:49] Voice 4: The province needs to pass that down.
[0:33:51] Voice 4: So it's not that we don't want to be transparent with how it all breaks down with the Islands Trust portion and your regional district portion, which is more of the services.
[0:34:02] Voice 4: It's that we don't do that calculation until our budget is approved.
[0:34:05] Voice 4: So it's it's a bit of a backwards report out.
[0:34:08] Voice 4: Is that helpful at all? Because I can connect you with our Director of Administrative Services, who's very helpful. And if you are the key spokesperson for the ratepayers group in a community association, she might be able to untangle some of these things for you and has indicated she's willing to work and explain the process with citizens who are not just launching grenades of accusation, but are truly interested in understanding these arcane processes.

[0:44:20] Planner McCargar: We received a letter back on March 27th in response, and this is a letter going back to the minister with just some clarification and further information.
[0:44:33] Planner McCargar: In their letter, they just asked for some more information regarding the denial of the rezoning application, and we were granted an extension until May 6th to respond.
[0:44:44] Planner McCargar: So this is the response letter that Chair or that Trustee Luckham and staff worked on.
[0:44:52] Planner McCargar: And so we're looking today for the LTC endorsement of the letter and also Chair Elliott for your approval because it's coming from you and your name will be signed by you.

[1:02:07] Voice 4: on process so i've seen it in two places one is produced by the first nation and one by
[1:02:13] Voice 4: our staff so we're working on that um okay page 28 uh current and upcoming projects
[1:02:28] Voice 4: so i did want to bring back this second item on page 28 the minor project of shoreline and
[1:02:36] Voice 4: coastal protection community consultation and asked the ltc if if this um would be an area of
[1:02:45] Voice 4: focus for thetis um as the unzoned marine area project wraps up we've had quite a bit of
[1:02:55] Voice 4: discussion on this and i think there was you started work on it last term just looking at
[1:03:06] Voice 4: my notes here is there an opportunity to build on that work um develop it somehow or would you
[1:03:15] Voice 4: just try to get some early thoughts did you want to turn your attention to something different like

[1:03:41] Trustee Luckham: There's a composting, there's a need for composting materials on Thetis. And under the present land
[1:03:48] Trustee Luckham: use regulations, that is not something that can be conducted. And then of course, it's moving of
[1:03:57] Trustee Luckham: soil from one property to another. So there's some immediate benefit to pursuing that. And then of
[1:04:06] Trustee Luckham: Of course, I want to pursue this letter of understanding.
[1:04:07] Trustee Luckham: So whether or not these are minor or major projects and require funding,
[1:04:12] Trustee Luckham: that would be up for somebody else to decide.
[1:04:17] Voice 4: But I think if we could indicate our interest in an area and reprioritize,
[1:04:25] Voice 4: that would give staff something to work with as they work on allocating resources
[1:04:30] Voice 4: and perhaps come back with some ideas at our next meeting.

[1:06:17] Voice 4: in the islands trust area this list may get some adjustments but i like having this this as a
[1:06:29] Voice 4: sort of a bucket item of things to be addressed in the future is there an appetite for considering
[1:06:35] Voice 4: Considering that for the next budget cycle as a major project, you know, we've had a
[1:06:45] Voice 4: question on services, what are the Thetis Island, you know, area residents getting for taxation and updating your OCP, addressing, you know, shortages in housing and including TUPs for non-tourist accommodation, that kind of thing might be of interest.
[1:07:07] Voice 4: So I'll just put it out there.
[1:07:11] Voice 4: Maybe you can take the tone of your community and see what everyone thinks.
[1:07:16] Trustee Luckham: Well, you know, this whole notion of OCP and LUB amendments, this gives me an opportunity to speak what I think.
[1:07:27] Trustee Luckham: If it's not broken, don't try and fix it.
[1:07:31] Trustee Luckham: We actually did an OCP LUB review.
[1:07:34] Trustee Luckham: Sure, it's 12 years ago or 10 years ago or however long ago it is.
[1:07:39] Trustee Luckham: We put a significant amount of effort into that.
[1:07:41] Trustee Luckham: And actually, although there was some resistance, it turns out that nothing bad happened.
[1:07:47] Trustee Luckham: And day to day, outside of broader social issues, affordable housing and our commitments to reconciliation and economic opportunities associated with vacation rentals, there's not really anything, I think, wrong with the OCP and LEB at this time.
[1:08:10] Trustee Luckham: and some of these other items obviously the province is weighing in heavily on the housing
[1:08:15] Trustee Luckham: piece in fact there was an announcement this morning there's going to be some housing
[1:08:18] Trustee Luckham: built in shamanis which is fantastic to support people in the cowichan valley
[1:08:25] Trustee Luckham: and fetus actually has a beautiful way of taking care of its own and i'm proud of that
[1:08:31] Trustee Luckham: the community does that but certainly there's a need for some senior housing but this list is
[1:08:38] Trustee Luckham: interesting i think actually even post policy statement converse initial conversations around
[1:08:43] Trustee Luckham: policy statement to determine where we're going with some of those things because it influences
[1:08:47] Trustee Luckham: this i think that what would be uh a good thing to do is actually just simply have a
[1:08:55] Trustee Luckham: visit with this list and determine the relevance of that list today and um and then the stab and
[1:09:02] Trustee Luckham: have that conversation with the community about if we were to make some amendments what would we do
[1:09:08] Trustee Luckham: But I'll just fall back a little bit from that there and just say, out of respect for so many very necessary OCP and LUB amendments throughout the honest trust area, the Thetis OCP and LUB is not a high priority with respect to the Federation because we've made that investment.
[1:09:28] Trustee Luckham: investment and so indeed there's real value if we're talking about value there was there was
[1:09:33] Trustee Luckham: as a result of that work 10 or 12 years ago there has been real value to the community and
[1:09:39] Trustee Luckham: in facilitating um things that weren't able to be done before so anyway that's my two cents on
[1:09:46] Trustee Luckham: ocp i would like to revisit this list at some point we could seek some reporting back on it
[1:09:52] Trustee Luckham: i don't know that i necessarily want to do that right now i think that the memorandum of
[1:09:57] Trustee Luckham: understanding was more administrative in nature and could be done and uh enjoy that indeed the
[1:10:03] Trustee Luckham: soil deposit and removal would be helpful to farming which is also an essential element
[1:10:09] Trustee Luckham: of a healthy community so there you go

[1:11:34] Voice 4: And they're looking to see in the Islands Trust area particularly what are we doing to work more closely to align vision with First Nations in this area.
[1:11:46] Voice 4: So to me, this would be more a conversation piece. If we wanted to engage with Penelope and Laxon nations and talk about the document, that might be just a communication, an opportunity for engagement, let's say.
[1:12:04] Voice 4: And then streamlining the rest of this list, organizing it in topic area and sort of what are the major minor elements and a future potential engagement with the Thetis community. What's important to you? That could be a future piece. What do you think about that?

[1:12:32] Voice 4: all fine. Love the OCP and the LUB. There's nothing to change. Or they say, there's three

[1:16:40] Trustee Luckham: I'm quite frankly not interested in pursuing anything at this point
[1:16:45] Trustee Luckham: because I don't have a sense from the community that there's anything wrong.

[1:16:59] Trustee Luckham: that might become a topic of interest.
[1:17:03] Trustee Luckham: and not that I want to reserve that space for that but I want to keep those options so if there's
[1:17:10] Trustee Luckham: that is the only thing that immediately comes to mind of what something that is of community
[1:17:15] Trustee Luckham: interest certainly from a an administrative LTC responsibility perspective the Dunsmuir
[1:17:25] Trustee Luckham: Island is an islands and the islands in Ladysmith Harbor are an outstanding issue that fell out of
[1:17:32] Trustee Luckham: the previous OCP LEB amendments because the Chimayness Nation was not ready or prepared
[1:17:39] Trustee Luckham: to have that conversation and rather than lose the entire Associated Islands OCP, we removed those
[1:17:47] Trustee Luckham: with the understanding at some point we would come back and visit them.
[1:17:51] Trustee Luckham: I think that would be a big project in order to understand that and indeed that relationship
[1:17:59] Trustee Luckham: building with the Germanus First Nation with respect to understanding their needs there.
[1:18:06] Trustee Luckham: I think those items are vulnerable and that should be fixed, but I don't think we're in
[1:18:11] Trustee Luckham: that place.
[1:18:11] Trustee Luckham: I think that what we want to do is establish from a federation perspective, we want to
[1:18:16] Trustee Luckham: set some establishing guidelines or some principles through the OCP, through the policy

[1:18:23] Trustee Luckham: work. And then from that policy statement work, I think if we can identify how it is that
[1:18:29] Trustee Luckham: we will avail ourselves of working with nations and respecting nations' interests in things,
[1:18:36] Trustee Luckham: then certainly we can open that up. But I don't know that we're necessarily ready for that yet.
[1:18:41] Trustee Luckham: And I don't know that the nation's ready for that. Their communication has been very limited.
[1:18:45] Trustee Luckham: I know some elders there. And in fact, there might be a longhouse building thing going on
[1:18:53] Trustee Luckham: there which i hope might get invited to and um and so those are opportunities that we have to take
[1:18:58] Trustee Luckham: with in our individual relationship building exercises to establish a conduit for communication

[1:21:28] Trustee Luckham: local community's needs rather than buying it by the bag fall um a canadian tire for instance

[1:21:40] Voice 4: to do that so this could be a big long-range project um and there's a few different parts

ADOPTED Thetis Island ADOPTED 2 Local Trust Committee Minutes April 30, 2024 3.2 Chair's Report Chair Elliott reported the following She attended the Association of Vancouver Island Coastal Communities convention sessions on building wildfire resiliency in coastal communities and on ocean mapping and data visualization; She participated in a discussion between the Ministry of Transportation and Infrastructure and the Capital Regional District on collaboration and transportation issues; She is participating in the Islands Trust CAO hiring committee which will be contracting an executive search committee; The new Islands Trust policy statement will be released shortly and she will attend a committee of the whole meeting to discuss the statement; She continues to participate in the Culturally Committed group and recently attended a workshop on the cooking and harvesting of Indigenous foods; and She will be attending the upcoming June, 2024 Trust Council meeting. 3.3 Electoral Area Director's Report - none 4. PUBLIC COMMENTS A member of the public stated the following: He was asked by several associations to look at property taxes relative to the benefits received on Thetis Island; He was introducing the concept to the Local Trust Committee today and asked who he could contact for further inquiry; He would like to see the trend in taxes relative to the Islands Trust budget posted online in order to compare budget to actual expenses; and He asked how Islands Trust defines benefits in terms of outcomes and how performance is measured. Trustee Luckham replied as follows: o Some reporting does exist and he can forward links to materials related to Thetis Island costs over the years; o He can provide information to the speaker regarding where answers to specific questions might be found; and o Data and outcomes can be difficult to measure. 5. Discussion ensued regarding the November 7, 2023 item about a Letter of Understanding or Protocol Agreement between the Local Trust Committee and the Cowichan Valley Regional District. TH-2024-012 It was MOVED and SECONDED that the Thetis Island Local Trust Committee request staff, working with the Chair, write a letter to the Cowichan Valley Regional District indicating the Local Trust Committee’s interest in revisiting the Memorandum of Understanding from 2022. CARRIED 7. APPLICATIONS AND REFERRALS 7.1 Ministry Response Regarding Abrupt Shellfish Inc. (Crown Land File 1414783) Application Planner McCargar noted that rezoning application submitted by Abrupt Shellfish Inc. was denied in 2023 and that a letter was sent to the Ministry to explain the denial along with a request that the Ministry reject the crown lease tenure application. A reply was sent to the LTC from the Ministry on March 27, 2024. The letter responding to the Ministry’s reply is before the Local Trust Committee for edits or comment. It was noted that the letter of response is not posted on the Islands Trust website. Staff will ensure the letters are all posted to the website. Discussion ensued. The following amendments to the response letter should be made: On page 15 of the agenda package, second last paragraph of page one add word ‘that’ between fact and the, and add word ‘with’ between nor and current so that ADOPTED Thetis Island ADOPTED 4 Local Trust Committee Minutes April 30, 2024 the sentence reads as follows: “However, the potential environmental impact and the fact that the proposed use is not compatible with upland zoning nor with current public and community uses of the locally zoned marine area is still a concern.” Correct the spelling of Chair Elliott’s last name on the signature line.
