[0:01:07] Trustee Luckham (probable): And of course, at the same time, I'm grateful to live and work here in Coast Salish Territory,

[0:01:17] Trustee Luckham (probable): it's important to recognize the long, rich history of the people that have been here since the time of the memorial.

[0:01:26] Trustee Luckham (probable): There's plenty of good things, but there's also plenty of grief and sorrow.

[0:01:30] Trustee Luckham (probable): and we work at the islands trust every day thinking of that the history of this place

[0:01:37] Trustee Luckham (probable): and uh and try our best to uh improve the situation and and um remedy some of the injustice

[0:06:37] Trustee Bernardo (probable): i've really had a couple of focuses since the last meeting uh

[0:06:41] Trustee Bernardo (probable): primary among them is in fact a public meeting that's scheduled tomorrow gibson's public market

[0:06:46] Trustee Bernardo (probable): um with respect to um proposed bylaws 153 154 looking to demand the key silence bylaw

[0:06:55] Trustee Bernardo (probable): uh that's really been my key focus with respect to um posterior business for our posterior

[0:07:00] Trustee Bernardo (probable): now this meeting is not about that so i just encourage interested people to attend

[0:07:07] Trustee Bernardo (probable): to express their view as opposed to the proposed bylaws,

[0:07:09] Trustee Bernardo (probable): and that's what the public meeting is for.

[0:07:13] Trustee Bernardo (probable): Since the last meeting,

[0:07:14] Trustee Bernardo (probable): we've also put a bit of time on committee work,

[0:07:17] Trustee Bernardo (probable): specifically governance committee

[0:07:18] Trustee Bernardo (probable): and the Chief Administrative Officer Hiring Committee.

[0:07:23] Trustee Bernardo (probable): Governance committee,

[0:07:24] Trustee Bernardo (probable): I'll briefly deal with both points here.

[0:07:26] Trustee Bernardo (probable): Governance committee has been tasked by the Trust Council

[0:07:28] Trustee Bernardo (probable): to prepare a letter to the province

[0:07:31] Trustee Bernardo (probable): asking for a review of the Island Trust Act.

[0:07:33] Trustee Bernardo (probable): The reason for that is to enable the Trust

[0:07:36] Trustee Bernardo (probable): us to continue to be effective in fulfilling its mandate going forward into the future conditions

[0:07:42] Trustee Bernardo (probable): are quite different than 1974 when the act was drafted but this isn't the time or place to go

[0:07:49] Trustee Bernardo (probable): into a tremendous amount of detail about that but one example is illustrative which is

[0:07:54] Trustee Bernardo (probable): reconciliation as the chair pointed out just moments ago it's a serious priority for us

[0:07:59] Trustee Bernardo (probable): it's important both as you know frankly it's a moral matter question of justice but it's also

[0:08:07] Trustee Bernardo (probable): important in terms of just sorting out jurisdiction and what are objective rights

[0:08:13] Trustee Bernardo (probable): there's a lot of work to be done there but the reality is the trust really doesn't have the

[0:08:19] Trustee Bernardo (probable): tools that we need to address fundamental issues like that so that's that's the kind of reason

[0:08:24] Trustee Bernardo (probable): that's going into the review,

[0:08:27] Trustee Bernardo (probable): which is equip us to be able to fulfill that mandate

[0:08:31] Trustee Bernardo (probable): into the future in the way it needs to be fulfilled.

[0:08:34] Trustee Bernardo (probable): With respect to the Chief Administrative Officer

[0:08:37] Trustee Bernardo (probable): Hiring Committee,

[0:08:39] Trustee Bernardo (probable): Trust Council approved our recommendation

[0:08:41] Trustee Bernardo (probable): for the appointment of the acting CAO,

[0:08:43] Trustee Bernardo (probable): and that is Julia Bobbs,

[0:08:46] Trustee Bernardo (probable): who is formerly our Director of Financial Matters.

[0:08:51] Trustee Bernardo (probable): I've got the title now, Trust Services.

[0:08:53] Trustee Bernardo (probable): administrator services there you go thank you uh effectively our she was our cfo um

[0:09:00] Trustee Bernardo (probable): and she's stepped into that role in an active capacity we have uh as mentioned in the previous

[0:09:06] Trustee Bernardo (probable): meetings a an executive search firm uh is running a competition for us for the full-time employment

[0:09:13] Trustee Bernardo (probable): and it's open so the competition is now underway that's about all i can say about that so thank

[0:09:24] Trustee Stamford (probable): can't figure out where to put everything.

[0:09:28] Trustee Stamford (probable): There's been a lot going on in the Gambier community,

[0:09:31] Trustee Stamford (probable): not specifically in my role as Island's Trust,

[0:09:34] Trustee Stamford (probable): but just to briefly go over some of the events.

[0:09:38] Trustee Stamford (probable): We had the fundraiser for the safety shelter,

[0:09:42] Trustee Stamford (probable): which I hear was very successful.

[0:09:44] Trustee Stamford (probable): I think it was a good lesson in how journalism

[0:09:50] Trustee Stamford (probable): journalism and newspapers work because it was the front page of the Coast Reporter and the way they

[0:09:56] Trustee Stamford (probable): showed it was a model of a two-bay fire station complete with a hose drying tower and the whole

[0:10:05] Trustee Stamford (probable): shebang and that is very much not what it is because we are a fire equipment group capabilities

[0:10:13] Trustee Stamford (probable): abilities on this island and not able to provide a full fire brigade at this point um but there's

[0:10:19] Trustee Stamford (probable): always hope so it's good it's good visioning i think that's how we could look at it uh the

[0:10:25] Trustee Stamford (probable): gambler island store for the first time in 15 12 15 years is up for sale um there's been some

[0:10:35] Trustee Stamford (probable): excitement about possibly how the community could come together um or just where the future

[0:10:43] Trustee Stamford (probable): sure is for that particular property uh whoever and whatever plans are made for that property

[0:10:49] Trustee Stamford (probable): it has a lot to do with planning and the islands trust because there's fish burying streams around

[0:10:56] Trustee Stamford (probable): it it's a very very tight um piece of property and it's got a lot of planning challenges on it

[0:11:04] Trustee Stamford (probable): so i think we're all becoming aware of the details what it would take to run a store

[0:11:10] Trustee Stamford (probable): successfully in Gambier but it is it's exciting to see it hopefully move on and evolve

[0:11:17] Trustee Stamford (probable): um and uh Ruth reminded me that Brigade Bay was designated as the first fire smart community on

[0:11:26] Trustee Stamford (probable): the Sunshine Coast and that took a lot of effort it's it's not a designation that's given lately

[0:11:32] Trustee Stamford (probable): uh there are some other communities in the running but it was really exciting to hear that Brigade Bay

[0:11:40] Trustee Stamford (probable): managed it and i think we're looking at sea ranch next month for um moving ahead with our smart

[0:11:48] Trustee Stamford (probable): from them and i'm also on the governance committee with trustee bernardo and that is that's deep work

[0:11:57] Trustee Stamford (probable): it's a lot of it and finally just looking forward to um saturday going to eastbourne for the uh

[0:12:07] Trustee Stamford (probable): Eastbourne Community Association's AGM.

[0:12:11] Trustee Stamford (probable): And I'll be representing probably the SCRD on that one.

[0:12:15] Trustee Stamford (probable): I think if you're going to be there, right?

[0:12:17] Trustee Stamford (probable): So you can

[0:12:18] Trustee Bernardo (probable): do Island's Trust.

[0:12:21] Trustee Stamford (probable): And that's my Island's Trust.

[0:12:29] Trustee Luckham (probable): I don't have a lot or any activity on Canberra Keys necessarily.

[0:12:34] Trustee Luckham (probable): I've been appreciating what an amazing part of the world

[0:12:37] Trustee Luckham (probable): that you all have the opportunity to live in as I do over on Thetis of course as well but my work

[0:12:43] Trustee Luckham (probable): at trust council on our executive committee I'll just give you some highlights and it's sort of

[0:12:49] Trustee Luckham (probable): touched on even on today's agenda is the first nations referrals policy that we have associated

[0:12:54] Trustee Luckham (probable): with the work in with nations in order to inform them of the work that we're doing and seeking

[0:12:59] Trustee Luckham (probable): their feedback to better inform us for the position making that we're committed to engage

[0:13:03] Trustee Luckham (probable): with them on through our Reconciliation Action Plan.

[0:13:07] Trustee Luckham (probable): So we've had a chance to look at some first block

[0:13:10] Trustee Luckham (probable): just on that review process.

[0:13:12] Trustee Luckham (probable): And there's lots of good materials there

[0:13:14] Trustee Luckham (probable): and that will advance through the council at some point.

[0:13:18] Trustee Luckham (probable): Bylaw enforcement is often subject to it's raised

[0:13:22] Trustee Luckham (probable): and there's often concerns with how things are done

[0:13:26] Trustee Luckham (probable): and what improvements might be made

[0:13:29] Trustee Luckham (probable): to make it more acceptable in the communities.

[0:13:34] Trustee Luckham (probable): And so there's been a review process underway

[0:13:37] Trustee Luckham (probable): for quite some time,

[0:13:38] Trustee Luckham (probable): working with the ombudsperson's office

[0:13:40] Trustee Luckham (probable): and looking at how we're doing things.

[0:13:42] Trustee Luckham (probable): And there's plenty of work there

[0:13:45] Trustee Luckham (probable): to improve the process, improve communications.

[0:13:48] Trustee Luckham (probable): There's even some computer software

[0:13:50] Trustee Luckham (probable): that coincidentally has been rolled out

[0:13:52] Trustee Luckham (probable): into the Islands Trusted and more broader context

[0:13:55] Trustee Luckham (probable): that has the ability to track bylaw enforcement.

[0:13:57] Trustee Luckham (probable): and there'll be a public portal so that you can actually go online and see what's happening in

[0:14:03] Trustee Luckham (probable): terms of bylaw enforcement. Not a lot of detail because there's some confidential and legal

[0:14:07] Trustee Luckham (probable): matters associated with that, but we're looking forward to a better overall process and better

[0:14:12] Trustee Luckham (probable): reporting out. The policy statement work is advancing through Trust Council and we've

[0:14:17] Trustee Luckham (probable): actually initiated a new tool, a new method of doing business at the Island Trust, which is

[0:14:22] Trustee Luckham (probable): called media the whole often municipalities and other agencies use that who's familiar with that

[0:14:28] Trustee Luckham (probable): i'm sure but it's something new at the honest trust and we've enabled ourselves to do that to

[0:14:33] Trustee Luckham (probable): have more casual conversation less decision-making moments um so that we can have more informal

[0:14:38] Trustee Luckham (probable): conversations to advance the body of work so that when we get to a decision-making moment

[0:14:42] Trustee Luckham (probable): we're in a better position to make informed decisions and so that's uh policy statement

[0:14:47] Trustee Luckham (probable): is being advanced in that way and we've had a couple of those sessions now including legal

[0:14:52] Trustee Luckham (probable): advice and general conversation so we can look forward to that advancing through the fall

[0:14:58] Trustee Luckham (probable): i'm hopeful that we can get that to uh to land this time around there's also a corporate planning

[0:15:05] Trustee Luckham (probable): and strategic planning process underway that is again coming out of the governance and financial

[0:15:13] Trustee Luckham (probable): planning committee work to improve how we're doing our business day-to-day business and that is

[0:15:20] Trustee Luckham (probable): overdue and welcome i'm so looking forward to that advancing as um as uh trustee bernardo mentioned

[0:15:28] Trustee Luckham (probable): the cao hiring process is well underway and we're looking forward to filling that space but we're

[0:15:33] Trustee Luckham (probable): certainly well looked after by julia moms who's really uh looking after us as we uh in the soon

[0:15:38] Trustee Luckham (probable): term period uh september trust council is the next on our horizon um and we're meeting in

[0:15:47] Trustee Luckham (probable): nanaimo we were hoping to meet on gabriella island but we couldn't manage a facility and

[0:15:52] Trustee Luckham (probable): catering and places for people to sleep adequately on the on the island in the summer period it's

[0:15:58] Trustee Luckham (probable): always difficult in the summer um but we're going to meet in nanaimo and looking forward to that so

[0:16:03] Trustee Luckham (probable): So that work is underway because Kate mentioned fire and fire is a topic of discussion.

[0:16:08] Trustee Luckham (probable): I just want to say and acknowledge that the loss of a significant portion of Jasper this last week is really heartfelt by all of us that all live in the wood, in the forest, in the woodlands, in the urban fire interface.

[0:16:23] Trustee Luckham (probable): And if you haven't seen the words from the mayor, who's lived there 60 years and lost his home.

[0:16:27] Trustee Luckham (probable): he was videotaped looking into the basement of his house was really inspiring that having lost

[0:16:36] Trustee Luckham (probable): everything he says we live in the forest and we have to accept the risks associated with that

[0:16:41] Trustee Luckham (probable): and you folks are certainly in that but you got to take care of the forest and do the best you can

[0:16:45] Trustee Luckham (probable): to be fire smart like this whole fire smart thing it's really important it saves homes

[0:16:50] Trustee Luckham (probable): saves you lives so that's it for me I'm now going to switch back to Kate for your electoral area

[0:16:58] Trustee Luckham (probable): to drive this apart um

[0:17:00] Trustee Stamford (probable): i thought i would just do a little bit deeper dive into the primary focus of

[0:17:06] Trustee Stamford (probable): the regional district which is water even though the regional water strategies and challenges that

[0:17:14] Trustee Stamford (probable): the rd is having is not really specific to gam here there's a lot of things that we're doing

[0:17:19] Trustee Stamford (probable): that i think as islanders we as a community could be more aware of our water usage um so

[0:17:27] Trustee Stamford (probable): So we are in a water deficit on the mainland, and the regional water system, which includes

[0:17:33] Trustee Stamford (probable): Eastbourne on Keats, continues to look for new and varied ways to help this deficit.

[0:17:43] Trustee Stamford (probable): We're working at diversifying the supply with the municipalities of Sechelt, Gibsons, and

[0:17:51] Trustee Stamford (probable): the Shishalt Nation as well as working with the Squamish and their development activities on

[0:17:57] Trustee Stamford (probable): the mainland. We're looking at new wells in the Sechelt area, better processing for some surface

[0:18:04] Trustee Stamford (probable): water including creek sources. We're looking at reservoirs. It's basically a whole gamut

[0:18:12] Trustee Stamford (probable): and trying to coordinate that across a very long piping structure.

[0:18:22] Trustee Stamford (probable): And so this has been quite challenging for us.

[0:18:25] Trustee Stamford (probable): Really what I want to get to is how we're working at goals for conservation.

[0:18:31] Trustee Stamford (probable): One of the things we're doing is putting in water meters,

[0:18:34] Trustee Stamford (probable): which are actually available on Eastbourne that haven't been activated yet.

[0:18:39] Trustee Stamford (probable): um and we are finding leaks from anywhere from 5 000 to 17 000 liters a day

[0:19:17] Trustee Stamford (probable): 200 liters per day on the regional water system. Currently we're roughly at an average of 400

[0:19:23] Trustee Stamford (probable): liters per day per person. We're profiling our Area B director, Justine Gavius, who's an

[0:19:30] Trustee Stamford (probable): an organic farmer and she does have non-potable water tanks but she is using 70 liters per day

[0:19:40] Trustee Stamford (probable): the regional water system so she is our goal is is her water usage and that that you know that

[0:19:48] Trustee Stamford (probable): takes courage and it takes imagination but it's definitely doable so it's just a you know an

[0:19:55] Trustee Stamford (probable): an overall thought that we can all start moving to water conservation.

[0:20:01] Trustee Stamford (probable): It's just an important principle to have in our lives.

[0:20:06] Trustee Stamford (probable): I do continue to look for negotiated solutions for the New Brighton Dock.

[0:20:13] Trustee Stamford (probable): A lot of it is I'm unable to talk about.

[0:20:16] Trustee Stamford (probable): There's been a little bit of movement.

[0:20:18] Trustee Stamford (probable): I wish I could give some definitive information, but it's complex.

[0:20:25] Trustee Stamford (probable): I've been at this 10 years now, and there's never been a clear path forward how to make

[0:20:32] Trustee Stamford (probable): this work, but there has been a little bit of response back from the province, from Lisey

[0:20:38] Trustee Stamford (probable): Ferries, and hopefully within the next three months, I'm hoping before the election, I'll

[0:20:44] Trustee Stamford (probable): be able to have something more definitive to talk to the community about.

[0:20:50] Trustee Stamford (probable): A couple of weeks ago, I chaired a public hearing for the regional district, and it

[0:20:55] Trustee Stamford (probable): It was about riparian area protection regulations, unifying them across the Sunshine Coast, as well as marine setbacks to make all marine setbacks on the Sunshine Coast 15 meters.

[0:21:09] Trustee Stamford (probable): Huge response on this.

[0:21:11] Trustee Stamford (probable): More than 300 submissions and 70 people in attendance at the meeting.

[0:21:17] Trustee Stamford (probable): The input was varied and wide-ranging, indicating the growing recognition of the importance of this issue.

[0:21:23] Trustee Stamford (probable): So that is something that we're also in the midst of, in Keats, and with the setbacks and Rappers being a part of our community on Gambier for about six years now.

[0:21:39] Trustee Stamford (probable): So I'll just leave it at that. Those are some of the things I'm working on at the Regional District Club.

[0:22:14] Trustee Bernardo (probable): kind of leaks are there like is there a kind of a is an engineering technical problem that's

[0:22:19] Trustee Bernardo (probable): pervasive indeed to be addressed or something like that. The other question is has the SRD,

[0:22:24] Trustee Bernardo (probable): this is a potentially common issue, put any thought into establishing, using the metering

[0:22:34] Trustee Bernardo (probable): to establish a pricing structure that encourages conservation?

[0:22:41] Trustee Stamford (probable): metering. They will go to a volumetric process where people will pay for volume. What they're

[0:22:48] Trustee Stamford (probable): finding is that the leaks that it's a combination of if things happen and it's it's it's on private

[0:22:54] Trustee Stamford (probable): property it's underground you don't necessarily realize that you you're using that much water

[0:23:00] Trustee Stamford (probable): because you just suddenly have a nice lawn at all times right um people are cut off at times if they

[0:23:08] Trustee Stamford (probable): don't respond they their water has been cut off another issue that's come up is the type of um

[0:23:14] Trustee Stamford (probable): rock and especially towards the north part of the Sunshine Coast it's quite acidic and it's

[0:23:20] Trustee Stamford (probable): burning through older pipes so it's just sheer wear

[0:23:25] Trustee Bernardo (probable): and tear so the leaks are primarily in the

[0:23:28] Trustee Bernardo (probable): connection from the system into the private property it's in the private right if it's if

[0:23:34] Trustee Stamford (probable): it's on the the public system you have a better way of accessing those lakes and we're not perfect

[0:23:39] Trustee Stamford (probable): it certainly leads there but this is a really good way of figuring it out

[0:25:32] Voice 5: I made the trip over. I am a property owner on Gambier Island at Brigade Bay but I live

[0:25:39] Voice 5: full-time in the village of Lyons Bay where we have very similar problems. So yes, my role is

[0:25:45] Voice 5: As executive director and the lead of the Katsum House Sound Biosphere Regionalship Society,

[0:25:51] Voice 5: we're the non-profit society responsible for managing the designation of the UNESCO

[0:25:55] Voice 5: designation, which was in 2021, and here we are three years later.

[0:26:00] Voice 5: So I have a few updates on our work to date, but focusing in mostly on this one particular

[0:26:06] Voice 5: project that we've received four years of funding from Environment and Climate Change

[0:26:10] Voice 5: Canada on, which is about OECMs.

[0:26:13] Voice 5: And that, of course, then leads us to kind of coming down to more of the local level and what we're here to ask for support on.

[0:26:23] Voice 5: In the last three years since designation, it's just a reminder that the UNESCO Biosphere Region is 2,000 square kilometers.

[0:26:32] Voice 5: So it's the height of land to the bottom of the ocean.

[0:26:36] Voice 5: And it's partial watershed from Black Tusk to Cypress Creek in West Vancouver over to Chapman Creek.

[0:26:44] Voice 5: Or Chester Creek, rather, on the Sunshine Coast.

[0:26:47] Voice 5: The islands are a very important part of this beautiful area, of course.

[0:26:54] Voice 5: And just to say that out of our entire region,

[0:26:58] Voice 5: about 89% of the terrestrial area of the region

[0:27:02] Voice 5: is under some sort of management and shared stewardship

[0:27:05] Voice 5: of the province of BC and First Nations.

[0:27:08] Voice 5: And about 42% of the entire region is under some form of management

[0:27:13] Voice 5: management of conservation values.

[0:27:15] Voice 5: And particularly our significant glass sponge reefs, which were protected as marine refuges

[0:27:22] Voice 5: some years ago, are extremely important for a feature of our biosphere.

[0:27:27] Voice 5: So everywhere we're feeling the challenges of increased populations of people.

[0:27:33] Voice 5: We've expanded our network of what our work is as a nonprofit society is really about

[0:27:40] Voice 5: convening people, helping people understand the importance of biodiversity conservation.

[0:27:46] Voice 5: We look at the lens of sustainable development through the lens of the United Nations 17

[0:27:51] Voice 5: Sustainable Development Goals. And then our projects are focused on three programming areas,

[0:27:59] Voice 5: which is communications and engagement. It's advancing and bringing capacity to organizations

[0:28:06] Voice 5: in the region that are engaged in the work towards our common goals

[0:28:11] Voice 5: and reconciliation, equity, and diversity.

[0:28:15] Voice 5: And being a place for best practices in the region,

[0:28:19] Voice 5: a model region for the rest of internationally.

[0:28:23] Voice 5: And so it's an area to strive for doing the right thing.

[0:28:28] Voice 5: So we also just received charitable status this year.

[0:28:31] Voice 5: So we're making some advancements towards our own capacity

[0:28:35] Voice 5: is an organization. The other goal that we were needed to achieve was to create a management plan

[0:28:43] Voice 5: for the region and this is known as our N'Chitla Unity Plan and just to be clear for everybody this

[0:28:50] Voice 5: does not impose any rules or regulations. We're aspirational only. We're here to support and

[0:28:57] Voice 5: lift up people and organizations that are working towards common goals much like the Islands Trust.

[0:29:06] Voice 5: And so focusing down onto our particular topic here today, which is OECMs.

[0:29:13] Voice 5: For many, that's a term that's not that well understood or heard, but it's essentially created by the International Union Conservation Network,

[0:29:26] Voice 5: the standards towards what is an other effectively managed area for conservation.

[0:29:32] Voice 5: And that's really lands that are not fully protected, such as parks and indigenous lands that are fully protected for conservation, but lands that have other main purposes, but are still serving the purpose of protecting in situ biodiversity.

[0:29:52] Voice 5: So the creatures and the plants and the flora can all function effectively on this land, despite the...

[0:30:00] Voice 5: activities that are going on. This work is about understanding those lands that exist today

[0:30:06] Voice 5: that are serving that purpose, that are doing that, and getting the recognition for those lands

[0:30:13] Voice 5: and having them registered in the Canadian Protected Conservation Area Database.

[0:30:20] Voice 5: And it's this recording of this information that then Canada and our province and Canada and we

[0:30:27] Voice 5: We can all be proud to say that this percentage of land is managed in a way that achieves these goals.

[0:30:34] Voice 5: And when we look out here at Gambier Island, and so much of it is forest and so special here, it's so wild.

[0:30:41] Voice 5: And yet only 13% of it is right now, or sorry, that's of all the islands actually in Howe Sound.

[0:30:48] Voice 5: and this is an approximate number but it's very it's close enough to say that including the lands

[0:30:54] Voice 5: on the crown or the unceded indigenous lands only 13 percent right now is registered in the

[0:31:03] Voice 5: database as conserved and protected so when we think about the mandates of the islands trust

[0:31:09] Voice 5: to preserve and protect when we look at our management and i've on these slides i'm getting

[0:31:14] Voice 5: kind of off the slide here but on this slide you have right now it's got there is a provincial

[0:31:20] Voice 5: mandate there's to also support these global goals of achieving 30 by 30 and 30 percent of

[0:31:29] Voice 5: all lands in the country and 30 percent of the ocean that is protected and this is part of the

[0:31:35] Voice 5: global commitment that we've made. So yes I've quoted from various strategies and documents on

[0:31:44] Voice 5: on the next slide is also some definitions.

[0:31:48] Voice 5: So when we talk about CPCAD,

[0:31:50] Voice 5: we're referring to the database.

[0:31:51] Voice 5: When we talk about OECM,

[0:31:52] Voice 5: this is already referenced in IUCM.

[0:31:55] Voice 5: These are important standards of the IUCM that again,

[0:31:59] Voice 5: set kind of a decision support tool that enables planners

[0:32:03] Voice 5: and anyone else, land owners, governments,

[0:32:07] Voice 5: to look through the land that could possibly be registered

[0:32:11] Voice 5: and see if it meets this criteria.

[0:32:15] Voice 5: So we have Canada's target that following the COP 15, Canada has now released its biodiversity conservation strategy.

[0:32:30] Voice 5: So that's referenced in there.

[0:32:31] Voice 5: and of our total region of the biosphere region I think it's right now we're showing 33 percent

[0:32:40] Voice 5: of the terrestrial habitats and only three percent of our marine are registered as conservative

[0:32:46] Voice 5: protected so on the next slide is from the islands trust object three I just pulled out

[0:32:57] Voice 5: highlighted the areas there that to me align with

[0:33:00] Voice 5: these common goals of biodiversity conservation and that the trust acknowledges preserving and

[0:33:08] Voice 5: protecting the ecological integrity of island's trust is essential to our objects. On the next

[0:33:15] Voice 5: slide is zooming down again into this house sound island areas and the different kinds of

[0:33:25] Voice 5: designations are in the different colors there. So the brown is old growth

[0:33:30] Voice 5: management areas. This is the only one provincial

[0:33:39] Voice 5: management type that they have registered as an OECM. The provincial

[0:33:47] Voice 5: parks, a little controversial, but those are registered as protected. The islands,

[0:33:54] Voice 5: and nature reserves are in the database as protected and that's it uh so we have

[0:34:04] Voice 5: a opportunity here to um i think to look at and as particularly as going through zoning

[0:34:12] Voice 5: when i was looking at the islands trust and i think that's on my next slide um actually on

[0:34:18] Voice 5: the slide after that i'll just first skip to um this next slide which is we just are looking now

[0:34:24] Voice 5: Now, what lands on Gambier and the other islands as well are kind of the easy ones to realize that, gee, those are not in the database.

[0:34:35] Voice 5: And yet they really meet the definition quite easily.

[0:34:39] Voice 5: And the one in particular that we've found is super easy and has a significant size.

[0:34:45] Voice 5: It's Pete Shields Park, which is SCRD Park.

[0:34:50] Voice 5: And again, full disclosure, I have property here on.

[0:34:54] Voice 5: other side so but I'm actually familiar with that land because it's very steep it's not buildable

[0:35:00] Voice 5: and so we're really looking at this as an opportunity to say this is an easy one

[0:35:04] Voice 5: folks can we not just get this registered in the database and kind of use it as a pilot project to

[0:35:12] Voice 5: see how the other parks might go. So on the last next slide I was looking at the zoning

[0:35:17] Voice 5: And this is interesting because I guess I'm just realizing now the Gambier land use bylaw doesn't really have a definition, doesn't have a zoning that is just conservation or preservation.

[0:35:33] Voice 5: So maybe it's good timing with the OCP review and an opportunity right now to really start talking about should there not be a zoning specifically for conservation.

[0:35:43] Voice 5: And I will say that IPCAs, Indigenous Protected and Conserved Areas, those are included in this.

[0:35:52] Voice 5: So when we look at potentials, right now, there's no declared IPCAs.

[0:36:02] Voice 5: And if there are, and are to come, well, that's all part of this, fits these objectives.

[0:36:11] Voice 5: So that's one of the things that's kind of stood out to us because in this process of our biosphere regions supporting, and we're not the only ones, BC Nature is also looking at working with regional districts and municipalities on taking their existing parks and going through decision support tool and then helping them get them registered.

[0:36:29] Voice 5: But this process allows us to look at, can we do better?

[0:36:35] Voice 5: Are there some small changes in terms of long-term, in terms of zoning and other small management objectives that we could do to improve the protection of these areas?

[0:36:47] Voice 5: um and so i guess what we're asking for really is that uh to uh we're here to support and we would

[0:36:57] Voice 5: just welcome an opportunity for some conversation with with staff and trustees as we try to confirm

[0:37:04] Voice 5: our assumptions or our data and to look at zoning that could strengthen conservation protection

[0:37:11] Voice 5: for the long-term protection of biodiversity on those lands and then prioritize particularly

[0:37:18] Voice 5: the parts regional parts to move them out of rural residential because if they decide to

[0:37:24] Voice 5: divest and First Nations are not interested then those could be sold for development so

[0:37:32] Voice 5: that's that would be our kind of low-hanging fruit first steps thank you

[0:38:08] Voice 5: there's no trails there's no no there's not even a potential or an interest um that we're aware of

[0:38:15] Voice 5: it's a day adjacent to the provincial park and adjacent to the nature reserve yeah so if it were

[0:38:21] Voice 5: to be divested to other could be to idle so we'd be right now the way it sits it's uh it i don't

[0:38:30] Voice 5: know that anybody's even aware that it's a regional park and i'm sure um i can't speak for

[0:38:36] Voice 5: the SCRD, but I would imagine they don't really need, aren't looking at managing, taking on more

[0:38:43] Voice 5: work. So it's like, seems like a really natural one to, to first of all, kind of recognize it for

[0:38:49] Voice 5: its wildness right now and look at how we can permanently protect it.

[0:38:59] Trustee Stamford (probable): You haven't had an opportunity to introduce your new employee.

[0:39:04] Voice 5: Yes, I'm very pleased.

[0:39:07] Voice 5: I'm sorry Samantha Wing is our new OECM project manager and Sam is very resident on the island

[0:39:17] Voice 5: here and a big participant in the community so and new to the job so we're all learning together

[0:39:22] Voice 5: here and looking forward we've got a terrestrial mapping project we have story maps we have quite

[0:39:28] Voice 5: a lot of other tools that we're working on as well

[0:39:30] Trustee Stamford (probable): it's just really exciting to have the locals

[0:39:34] Trustee Stamford (probable): Locals, being such a big part of the household biosphere, it's great.

[0:39:41] Trustee Stamford (probable): Just coming up with some great people here.

[0:39:48] Trustee Stamford (probable): I did ask for some kind of response from the regional district,

[0:40:03] Trustee Stamford (probable): but the park staff are very supportive of the initiative and they'll be better positioned to

[0:40:12] Trustee Stamford (probable): consider peach shields park specifically as well as potentially other scrd owned parks

[0:40:16] Trustee Stamford (probable): the designation is protected or oecm after the the regional district ocp renewal and completion

[0:40:26] Trustee Stamford (probable): of a parks classification service level review which is big and long term um so i'm going to

[0:40:35] Trustee Stamford (probable): continue to work for trying to get this moved a little faster because it's not just what's

[0:40:42] Trustee Stamford (probable): available on the island there's some opportunities on the west house sound area that also may be part

[0:40:47] Trustee Stamford (probable): of this and i'd hate to lose it just because we aren't quite through with cp

[0:40:54] Trustee Stamford (probable): and et cetera, et cetera.

[0:40:56] Trustee Stamford (probable): So if there's any way that I can move it forward,

[1:57:25] Trustee Luckham (probable): I'm really grateful to Sonia for this work, and it's a very thorough report in my mind,

[1:57:31] Trustee Luckham (probable): but let's have a conversation here. So I'm presuming everybody's read this, and now I'm

[1:57:35] Trustee Luckham (probable): to go to sun and ask her just to present the report there's a table as you know at the end of

[1:57:42] Trustee Luckham (probable): the report which uh donna needs some feedback for to take on the next steps and so i'm going to let

[1:57:49] Trustee Luckham (probable): lot sonya lead us through that line by line and um we'll come to a good place at the end i think

[1:57:57] Planner Zupanec: you so much um so what i'll do is just do a brief

[1:58:02] Planner Zupanec: summary of background information prepared in the report for those of you following along then we'll

[1:58:07] Planner Zupanec: use tables one and tables two to do a sort of line by line check-in with the local trust committee to

[1:58:14] Planner Zupanec: see whether or not we can advance and begin implementation of some of the recommendations

[1:58:20] Planner Zupanec: that are listed in each table. So the whole purpose of this report is to provide you with

[1:58:27] Planner Zupanec: an overview of these land use planning options which are squarely within your

[1:58:30] Planner Zupanec: authority to implement. In

[1:58:33] Planner Zupanec: your trustee opening comments I heard that you are interested in

[1:58:36] Planner Zupanec: advocating with the province to look for more tools and opportunities to advance reconciliation

[1:58:42] Planner Zupanec: and I'm here to remind you that you have the ability within the tools that you already have

[1:58:47] Planner Zupanec: through the Local Government Act to implement memorable changes in advancing reconciliation.

[1:58:53] Planner Zupanec: The Squamish Nation has made these recommendations in light of that awareness so I'm hoping today I

[1:59:00] Planner Zupanec: I can walk away with a to-do list

[1:59:02] Planner Zupanec: and provide you with either draft bylaws,

[1:59:05] Planner Zupanec: draft policy language, draft regulation language

[1:59:07] Planner Zupanec: that you can look at so that you can decide

[1:59:10] Planner Zupanec: how quickly you're ready to advance to draft bylaw stage.

[1:59:15] Planner Zupanec: So all the recommendations listed

[1:59:17] Planner Zupanec: are from the Swamish Nation Engagement Summary Document

[1:59:20] Planner Zupanec: from 2024, as well as the Public Engagement

[1:59:22] Planner Zupanec: Summary Recommendations for the Gambier Island residents

[1:59:24] Planner Zupanec: from 2023 and staff analysis as well.

[1:59:28] Planner Zupanec: So just so you're up to speed on the resolutions that you passed at your last meeting, your

[1:59:35] Planner Zupanec: project charter, you endorse the changes to your public charter.

[1:59:39] Planner Zupanec: So it's been posted to the website, every bit of work in this report reflects directly

[1:59:44] Planner Zupanec: back to the project charter's objectives and instill items.

[1:59:49] Planner Zupanec: So there's nothing in this, in these two tables that isn't reflected or directly related to

[1:59:55] Planner Zupanec: what you agreed to do at the beginning of this project.

[1:59:58] Planner Zupanec: and reflected as it appears.

[2:00:00] Planner Zupanec: April 29th meeting you did pass or move to advance file 150 which was the advisory planning

[2:00:09] Planner Zupanec: commission changes which are time sensitive to some regard around permitting electronic

[2:00:14] Planner Zupanec: participation for appointed members so although that was delayed and it didn't get advanced by

[2:00:21] Planner Zupanec: the executive committee this month we're hopeful that that will be happening before the fall so

[2:00:27] Planner Zupanec: so that your APC can possibly consider a referral

[2:00:31] Planner Zupanec: if you choose to do that today.

[2:00:33] Planner Zupanec: Would you help with that?

[2:00:34] Planner Zupanec: Yes.

[2:00:37] Planner Zupanec: So at the time of report writing,

[2:00:40] Planner Zupanec: there was also a report that you've now been made aware of

[2:00:43] Planner Zupanec: that went to the executive committee regarding the issue

[2:00:47] Planner Zupanec: of referrals for First Nations and coordination.

[2:00:49] Planner Zupanec: So although there wasn't a lot of direction coming out

[2:00:52] Planner Zupanec: of that meeting that reflects back to your request

[2:00:56] Planner Zupanec: for more information on implications

[2:00:58] Planner Zupanec: of advancing Swamish's recommendation

[2:01:00] Planner Zupanec: that all applications be forwarded to the nation

[2:01:04] Planner Zupanec: because not every applicant is uploading

[2:01:06] Planner Zupanec: or providing information through their portal,

[2:01:09] Planner Zupanec: the Swamish Connect portal.

[2:01:11] Planner Zupanec: So we had thought that the EC report

[2:01:13] Planner Zupanec: might have a bit more direction or clarity

[2:01:15] Planner Zupanec: that these are the things that will be implemented

[2:01:17] Planner Zupanec: as by requested each nation has their own process.

[2:01:21] Planner Zupanec: So we'll keep you posted on next steps.

[2:01:24] Planner Zupanec: It seems that there is an opportunity for the northern office specifically to ensure that

[2:01:30] Planner Zupanec: how sound applications are being forwarded to the nation for information purposes. That's a

[2:01:34] Planner Zupanec: relatively straightforward administrative piece. However, in terms of formal referrals for all

[2:01:40] Planner Zupanec: applications and whether or not there's any deferred timeline for the LTC to consider

[2:01:46] Planner Zupanec: specific comments from the nation, that's the piece that we still need to

[2:01:50] Planner Zupanec: to flesh out and provide you with some more clarity on.

[2:01:53] Planner Zupanec: So I hope that that can be forthcoming this season.

[2:01:57] Trustee Luckham (probable): Maybe I'll just chime in on that

[2:01:59] Trustee Luckham (probable): because we received that report

[2:02:01] Trustee Luckham (probable): and it's available in a public agenda

[2:02:03] Trustee Luckham (probable): from the executive committee agenda.

[2:02:07] Trustee Luckham (probable): Certainly there is consideration

[2:02:09] Trustee Luckham (probable): of expanding our referrals up to 90 days

[2:02:12] Trustee Luckham (probable): and that seems like a reasonable process.

[2:02:20] Trustee Luckham (probable): provided some feedback um to staff on this uh early sort of draft of the ideas uh that would

[2:02:28] Trustee Luckham (probable): be advanced and ultimately it'll end up with council um but there wasn't anything really

[2:02:32] Trustee Luckham (probable): definitive that came out of that conversation except to say that it's well thought out um about

[2:02:39] Trustee Luckham (probable): the implications and the process that we would be engaging in and um we'll look forward to for

[2:02:45] Trustee Luckham (probable): the development but i think really today the work here is about the ocp amendments particularly in

[2:02:51] Trustee Luckham (probable): how you want to proceed knowing that there's a referral process in the background that's good

[2:02:56] Trustee Luckham (probable): and

[2:02:56] Planner Zupanec: the just to clarify too the nation wasn't uh necessarily speaking to things that required

[2:03:05] Planner Zupanec: referrals like bylaw maintenance it was just to relate all applications for their information

[2:03:11] Planner Zupanec: that they are aware of what those changes to the landscape

[2:03:14] Planner Zupanec: are underway or being contemplated

[2:03:17] Planner Zupanec: by local governments within the territory.

[2:03:18] Planner Zupanec: So I think that typically we might not even refer

[2:03:22] Planner Zupanec: to the Nation 4 comment for information.

[2:03:25] Planner Zupanec: They're seeking that data set to be within their,

[2:03:30] Planner Zupanec: available to them on an annual basis.

[2:03:34] Planner Zupanec: So the Local Trust Committee also passed a resolution

[2:03:37] Planner Zupanec: Michigan requesting a meeting with Swamish Nation Council in the fall or winter of 2024 to discuss

[2:03:45] Planner Zupanec: the status of this project and so we have deferred until this meeting to get a better sense of what

[2:03:52] Planner Zupanec: is it that is going to be implemented from their list of recommendations prior to reaching back out

[2:03:58] Planner Zupanec: to set up a meeting date so that when you're able to provide a status update on what's been

[2:04:03] Planner Zupanec: decided to be implemented that um they are able to get that clarity either from staff to staff or

[2:04:10] Planner Zupanec: elected officials to elected officials and so just to clarify table one that we'll be looking at is

[2:04:16] Planner Zupanec: specifically the high priority recommendations from squamish nation table two is specific

[2:04:22] Planner Zupanec: recommendations from their public engagement summary so they're separated out um for the

[2:04:28] Planner Zupanec: purposes of just being clear on which ones are coming from the nation and which ones came from

[2:04:33] Planner Zupanec: the residents of Gambier Island. And the recommendations, there's three general

[2:04:42] Planner Zupanec: recommendations in the staff report that I'd like us to revisit once we've sort of worked through

[2:04:46] Planner Zupanec: both tables and that is clarity on which of the options you would wish to proceed with or wish

[2:04:54] Planner Zupanec: information for or going to be possibly deferring so that I can keep track there's a column in this

[2:05:01] Planner Zupanec: rule and I'll share my screen in a second for folks that are trying to follow along with this

[2:05:05] Planner Zupanec: conversation the table column that's LTC direction is the one that I'm sort of filling out as we go

[2:05:13] Planner Zupanec: in this meeting today and that's to indicate whether or not you're you do require more

[2:05:17] Planner Zupanec: information or you're seeking to have staff bring back those drafts draft language for further

[2:05:26] Planner Zupanec: consideration or if you're actually taking that off the project work plan because there are only

[2:05:32] Planner Zupanec: eight months left in this fiscal and so in the next eight months I would anticipate that what

[2:05:37] Planner Zupanec: we can do as your project manager and as the team that that I have access to support me on the

[2:05:43] Planner Zupanec: regional planning team is that we could prepare draft bylaws in that time period for the community

[2:05:49] Planner Zupanec: for the nations for um general review prior to the readings and then use the next fiscal

[2:05:57] Planner Zupanec: as part of a business case request for legal review process to complete the project into

[2:06:05] Planner Zupanec: towards adoption so eight months might sound like a lot but it's not and so depending on how much

[2:06:13] Planner Zupanec: today you are willing to move forward with. Yeah it could be quite a bit of work to do and so we

[2:06:19] Planner Zupanec: want to make sure we get some clear direction today. So we'll be chatting about the business

[2:06:25] Planner Zupanec: case after we go through the tables I think is the best way to do it that way you understand

[2:06:31] Planner Zupanec: whether or not you even need a business case depending on what it is that you're advancing.

[2:06:35] Planner Zupanec: it. Just share my screen. Let's start with table one. Are there any questions about how to read

[2:07:41] Planner Zupanec: So we've categorized these,

[2:07:43] Planner Zupanec: whether or not they require a change

[2:07:46] Planner Zupanec: to your official community plan and land use by-law,

[2:07:48] Planner Zupanec: whether they're advocacy issues,

[2:07:50] Planner Zupanec: whether they may require a development

[2:07:53] Planner Zupanec: of global information by-law.

[2:07:54] Planner Zupanec: So that's what the second column of information

[2:07:56] Planner Zupanec: identifies for you.

[2:07:58] Planner Zupanec: Some general notes around implementation,

[2:08:02] Planner Zupanec: sort of the steps that would be required

[2:08:03] Planner Zupanec: to implement that particular option and considerations.

[2:08:08] Planner Zupanec: that you need to make and the staff recommendation and then the implications of how it aligns with

[2:08:15] Planner Zupanec: the broader federation-wide perspective towards reconciliation, your project charter being the

[2:08:21] Planner Zupanec: basic marching orders for me and to make sure that these recommendations align with the project

[2:08:27] Planner Zupanec: charter and in this case they all do and any other relevant implications that you'd like to consider

[2:08:34] Planner Zupanec: and then I'll be happy to record your direction for each of these moving forward.

[2:08:42] Planner Zupanec: So we'll start with A1, which, if that's okay, we'll just do line by line,

[2:08:47] Planner Zupanec: which is updating your official community plan with the correct Spanish language references

[2:08:53] Planner Zupanec: throughout the document, which currently there are none.

[2:08:57] Planner Zupanec: And that would be just simple replacement and working through the entire document

[2:09:03] Planner Zupanec: in to make sure that that's the case. We would do this with Squamish Nation through their language

[2:09:08] Planner Zupanec: and translation request form that they have with the formal process we show them. The original text

[2:09:15] Planner Zupanec: and the proposed requests and they confirm the correct language spelling fonts and then we can

[2:09:22] Planner Zupanec: bring that back to you in that draft format for review for example.

[2:12:49] Planner Zupanec: We would, as staff, work with the nation to get that sample language.

[2:12:53] Planner Zupanec: Of course, we do already have sample language that's utilized.

[2:12:57] Planner Zupanec: However, we want to make sure that as of 2024, this is actually still relevant and valid

[2:13:04] Planner Zupanec: and supportive of your actions moving forward and then provide that to the local trust committee

[2:13:10] Planner Zupanec: with full confidence that this language that we're presenting to you would be supported if you were

[2:13:16] Planner Zupanec: to adopt the bylaws with this in it as opposed to working with you to draft the language then go

[2:13:22] Planner Zupanec: back realize actually this isn't necessarily what they were hoping to see so the

[2:13:29] Trustee Bernardo (probable): language itself is

[2:13:31] Trustee Bernardo (probable): work in progress and we're going to see it in due course.

[2:13:33] Planner Zupanec: Anything in this table that's being

[2:13:36] Planner Zupanec: recommended would be drafted for your consideration of next steps. The point is I don't want to spend

[2:13:42] Planner Zupanec: the time drafting any of these pieces because some of them are substantial amounts of work.

[2:13:46] Planner Zupanec: If there's no appetite at the political level to actually implement it. It's understood,

[2:13:51] Planner Zupanec: fair enough.

[2:13:58] Trustee Bernardo (probable): A4, amend the OCP with specific commitments to reconciliation as the overarching framework.

[2:14:07] Trustee Bernardo (probable): Again, I may well get an answer similar to the one I just got here,

[2:14:11] Trustee Bernardo (probable): but again, my inquiry is both specifics.

[2:14:15] Trustee Bernardo (probable): What does it mean to say overarching framework?

[2:14:19] Trustee Bernardo (probable): And what are those specific commitments?

[2:14:24] Planner Zupanec: So the idea is that right now in your official community plan,

[2:14:28] Planner Zupanec: there is nothing.

[2:14:30] Planner Zupanec: And so as opposed to it being a standalone separate section,

[2:14:33] Planner Zupanec: perhaps there's an opportunity for the planners to provide that analysis

[2:14:37] Planner Zupanec: of how we can infuse the entire policy directives

[2:14:41] Planner Zupanec: to better reflect your actions

[2:14:43] Planner Zupanec: and commitment towards reconciliation.

[2:14:45] Planner Zupanec: So that would likely look like policy directives

[2:14:48] Planner Zupanec: throughout each section of the official community plan.

[2:14:52] Planner Zupanec: As you see the topics of comments coming back

[2:14:55] Planner Zupanec: from the nation in terms of areas for improvement,

[2:14:58] Planner Zupanec: don't just fit neat and tidy into one specific

[2:15:01] Planner Zupanec: like climate action, for example.

[2:15:03] Planner Zupanec: So we're using that lens as the reminders to see opportunities for any policy changes and wording updates to be considered by the local trust committee where we feel that that would address their concern, that it not just be an introductory statement or background text.

[2:15:23] Planner Zupanec: Where's the policy language that actually drives you towards making land use planning decisions that are better aligned with their concerns and issues.

[2:43:47] Planner Zupanec: So Gibson, Sechelt, VSCRD, so this would be not necessarily just in the climate section

[2:43:54] Planner Zupanec: of your official community plan, but we'd look for opportunities to perhaps see where else this

[2:44:00] Planner Zupanec: could be more explicit. And we haven't done that analysis yet, but maybe that really is the only

[2:44:06] Planner Zupanec: place. So right now your targets are a little outdated. We had to update them years ago. They

[2:44:12] Planner Zupanec: were set to 2030. The whole of the trust didn't do this exercise. Never really felt very accurate

[2:44:18] Planner Zupanec: or reflective of the needs, but now things have changed dramatically in that time. You're

[2:44:24] Planner Zupanec: surrounded by communities that have done a lot of research that you can sort of lean on and so we

[2:44:28] Planner Zupanec: would uh look to echo that so that you're not seen as sort of being that behind the times um yeah so

[2:45:27] Planner Zupanec: development on Gambier Island. There might be institutional redevelopment and infrastructures

[2:45:32] Planner Zupanec: on the island. You don't have a lot of commercial or industrial. And so the key here for the nation

[2:45:41] Planner Zupanec: was ensuring that energy standards are higher, embodied carbon recycling, repurposing, demolition

[2:45:50] Planner Zupanec: versus retrofitting that the SCID somehow able to influence new development in that way and

[2:45:57] Planner Zupanec: the only way that I can tie that back to what you do is through rezoning applications and that's

[2:46:04] Planner Zupanec: where someone applies for a specific permission to do increase the density or change the use

[2:46:11] Planner Zupanec: of a specific area on the island and then the local trust committee has full

[2:46:16] Planner Zupanec: authority through an approval information dialogue as we refer to with the DAI to ask for more

[2:46:23] Planner Zupanec: information or see how this application would address policies in the OCP related to this

[2:46:29] Planner Zupanec: specific piece and then the applicant it's the onus is on the applicant then to prove to you

[2:46:34] Planner Zupanec: that their application will result in a higher standard of the built construction regardless of

[2:46:40] Planner Zupanec: of what the BC building code stipulates,

[2:47:21] Planner Zupanec: new development on the island is also the highest standard of construction possible

[2:47:25] Planner Zupanec: to address climate adaptation issues then the applicant has to provide you with that information

[2:47:34] Planner Zupanec: to say, actually, we've done the modeling and this is how this new 10,000 square foot

[2:47:39] Planner Zupanec: building is actually going to address these issues.

[2:47:42] Planner Zupanec: And then we can look at other tools, whether they're covenants or other legal mechanisms

[2:47:49] Planner Zupanec: to ensure that if they do implement that use and apply for a building permit, that there

[2:47:57] Planner Zupanec: is a commitment to either to that higher standard or they're subject to a site-specific development

[2:48:09] Planner Zupanec: the other implementation piece here is strictly advocacy but the SCRD that they adopt

[2:48:14] Planner Zupanec: that really puts the onus on anyone applying for building code is going to be helped that

[2:48:22] Planner Zupanec: if it's for new construction so no the retrofits wouldn't be an issue renovations wouldn't be an

[2:48:28] Planner Zupanec: issue but if you've got a vacant piece of land and you're planning to build you may be the first

[2:48:34] Planner Zupanec: in a wave of people prior to the provincial implementation of this which is anticipated to

[2:48:40] Planner Zupanec: be 2030 um to have to build to a higher standard so

[2:56:26] Trustee Stamford (probable): I think these are, again, worthy goals, but when we go to actual implementation on this island, I think somebody said on one of the smaller islands that simply one more truck increased our emissions percentage by X amount, because there's so few people on the island.

[2:56:47] Trustee Stamford (probable): So to me, it's the advocacy to getting better infrastructure to allow us to get to zero emissions like electrical outlets at our parking lot.

[2:57:00] Trustee Stamford (probable): And these are more, it's advocacy, it's more practical operational infrastructure supported by other authorities, rather than our overall goal of zero emission in communities that are very, I don't want to say inefficient, in some ways they're very inefficient, and other ways, just the way they live are actually more efficient in their usage.

[2:57:26] Trustee Stamford (probable): usage. So it's so hard to measure this one. So again, you know, looks good. I just, it

[2:57:34] Trustee Stamford (probable): seems like minor text amendments, so I'm not that worried.

[3:33:00] Planner Zupanec: Where is the incidence of mature sensitive threatened ecosystems on that parcel so when they overlay their development so it's very clear that they thought about placing structures buildings excavations for septic etc in areas that have the least amount of impact on the native habitats versus just doing it because that's where it makes sense to do it from a building perspective.

[3:33:28] Planner Zupanec: is like actually using that layer of data to inform a better settlement pattern for example

1. CALL TO ORDER 
Chair Luckham called the meeting to order at 11:00 am. He acknowledged that the meeting was 
held on the territory of the Coast Salish First Nations. 
2. APPROVAL OF AGENDA

3.1 Trustee Reports 
Trustee Stamford reported the following: 
 Highlighted Gambier Island community news including Community Association 
fundraiser for safety shelter, Gambier Island store is for sale, and Brigade Bay 
designated as the first FireSmart community on Sunshine Coast; 
 Continued Governance Committee work; and 
 Attended Eastbourne community AGM. 
 Trustee Bernardo reported the following: 
 Encouraged attendance at Public Hearing on Bylaw No. 153 and No. 154 regarding 
setbacks on Keats Island;

Islands Trust governance review; and 
 Ongoing participation in CAO Hiring Committee and noted appointment of interim

3.2 Chair's Report 
Chair Luckham reported the following: 
 Executive Committee working on First Nations referral policy; 
 Ongoing Bylaw Enforcement process review; 
 Upcoming implementation of public portal enabling access to bylaw enforcement 
file information;  
 Continued discussions on draft Policy Statement; 
 Corporate and strategic planning processes underway to improve manner in which 
Islands Trust conducts day to day business; 
 CAO hiring process continues; 
 September Trust Council meeting to be held in Nanaimo; and 
 Acknowledged losses related to Jasper, Alberta wildfire and noted importance of 
fire safety awareness for those that live in forested fire interface areas. 
3.3 Electoral Area Director's Report 
Electoral Area Director Stamford reported the following: 
 Sunshine Coast Regional District primary focus is water; 
 SCRD, which includes Eastbourne on Keats Islands, is experiencing a water deficit; 
 Looking at new wells in Sechelt area and potential new water sources; 
 Installation of water meters for purpose of water conservation awareness and leak 
detection; 
 Development of communications campaign focussed on household water use 
reduction from current average of 400 litres to 200 litres per day; 
 Continued focus on seeking negotiated solutions for New Brighton dock; and 
 Chaired a public hearing for Sunshine Coast Regional District regarding riparian area 
protections and marine setbacks. 
4. DELEGATIONS 
4.1 Howe Sound Biosphere Region Initiative Society regarding Other Effective Area-Based 
Conservation measures within the A

Ruth Simmons, Executive Director, Howe Sound Biosphere Region Initiative Society 
provided a presentation and highlighted the following: 
 Non-profit society responsible for management of the designation of Howe Sound 
UNESCO Biosphere; 
 Focus of presentation is OECMs (other effective area based conservation measures) 
which refers to lands that are not fully protected such as parks and Indigenous 
lands; 
 Islands Trust Policy Statement Objective 3 aligns with common goals of biodiversity 
conservation;  
 Islands Trust nature reserves are in their database as protected;

 Opportunity to look at what lands on Gambier are not in the database but meet the 
criteria; 
 Peter Shields Regional Park can be easily registered as protected; 
 Gambier Island Land Use Bylaw zoning does not include a conservation or 
preservation zone and perhaps this can be considered during the review of the 
Official Community Plan; 
 Requested the Local Trust Committee collaborate to confirm data, consider zoning 
that strengthens long-term conservation and protection of land of in-situ 
biodiversity, and prioritize rezoning of Sunshine Coast Regional District parks from 
rural residential to align with their protections. 
 
Trustee Stamford acknowledged there is opportunity for advocacy and further 
communication. 
5. PUBLIC COMMENTS 
 A member of the public asked Trustee Stamford about the costs associated with building the 
fire equipment shelter. 
o Trustee replied they did not have specific information, as it was a fundraising 
campaign led by the Gambier Island Community Association. 
 
 A member of the public spoke to concerns about trees overhanging hydro lines creating 
potential fire risk. 
o Trustee noted BC Hydro removes the overhanging trees within the road allowance 
annually. 
 
 A member of the public spoke to the impact of rapidly changing climate conditions, Official 
Community Plan amendments to setbacks are in response to these changes, and a 
representative from the Sunshine Coast Regional District went to Brigade Bay and provided 
information for each property owner on ways they can FireSmart their properties. 
o Trustee noted the FireSmart Coordinator provides free assessments and 
recommendations for property owners. 
 
 A member of the public asked if the Gambier Island store property is zoned as commercial 
and if the property can become part of the Sunshine Coast Regional District park lands if the 
business does not sell. 
o Planner replied that rezoning requires an application from the property owner, the 
Local Trust Committee can initiate rezoning, and residential use on said property 
may be accessory to the commercial zone, subject to confirmation in the Land Use 
Bylaw. 
 
A member of the public spoke to discussions with Telus resulting in continued phone booth 
service on Gambier.

By general consent, the Local Trust Committee meeting minutes of April 29, 2024 were

6.2 Local Trust Committee Meeting dated May 28, 2024 - for adoption 
The following amendments to the minutes were presented for consideration: 
 Page 2 of the Minutes, Electoral Area Director Report, bullet point 2 “Transit buses 
have changed their schedules with the goal of increasing transit throughout the 
region and all school-aged students will get free transit on the Sunshine Coast 
starting in September 2024” was said in error and should state “BC Transit on 
Sunshine Coast is determining an increase in transit service.” 
 Page 2 of the Minutes, Item 7.2, change third bullet point to state “Gambier Island 
identifies two aquifers but there are potentially other unmapped aquifers on the 
island.”

At the applicant’s request this item was deferred to the November 26, 2024 meeting. 
The meeting was recessed for a break at 12:03 p.m. and reconvened at 12:55 p.m. 
9. LOCAL TRUST COMMITTEE PROJECTS 
9.1 Gambier Island Official Community Plan Review - Staff Report  
The Planner summarized the Staff Report and highlighted the following: 
 Local Trust Committee requested staff engage Squamish Nation regarding the 
Official Community Plan review project; 
 Recommendations in Options and Implications Table 1 result from engagement with 
Squamish Nation who identified the items as high priority; 
 Recommendations in Table 2 result from the public engagement process; 
 Seeking clarification on the recommendations and confirmation the Local Trust 
Committee wishes to proceed prior to drafting bylaw language; and 
 Sample language for draft bylaws to be prepared in consultation with Squamish 
Nation; 
 
Discussion ensued and the Planner provided information and clarification for each of the 
items listed on Table 1 of the Cha7élkwnech (Gambier Island) Official Community Plan 
(OCP) and Land Use Bylaw (LUB) Review Options and Implications and comments were 
noted as follows:

Gambier Island Local Trust Area. 
 
A6 Assist in coordinating, funding and/or installing First Nations language signage where 
appropriate. 
 Trustees noted this was an advocacy piece not related to policy directive and 
indicated it could be an agenda item for the annual meeting with Sunshine 
Coast Regional District (SCRD). 
 
Trustees asked that the scheduling of a protocol meeting with Squamish Nation be 
added to the next Local Trust Committee meeting agenda. 
 
B1 Maintain existing climate change adaptation and mitigation objectives and policies.  
 No action required. 
 
B2 Climate Change Adaptation and Mitigation section to include references to reduced 
access to harvest areas/food insecurity related to climate change. 
 Endorsed by the Local Trust Committee. 
 Trustee stated concerns including lack of jurisdiction to apply this to Land Use 
Bylaws and balancing rights of private property owners.  
 Planner noted the Local Trust Committee has tangible tools such as the 
Development Permit Area and Heritage Conservation Area designations, 
importance of recognizing the impacts on First Nations rights and title and 
access to traditional harvest territories, and the item can be either an advocacy 
or policy piece. 
 
B3 Align with zero-net emissions targets set by adjacent communities. 
 Endorsed by the Local Trust Committee. 
 
B4 Work with Sunshine Coast Regional District (SCRD) to pilot requirement that new 
residential and institutional construction meet highest construction and energy 
standards. 
 Trustees indicated they can advocate for stronger building codes with SCRD 
during annual meetings and noted a concern about creating higher standards 
than building permit requirements.

the natural boundary of the sea. 
 Planner clarified that Squamish Nation identified 200 metres as a buffer area of 
high cultural/arch potential for applications they receive within their regions.  
 Trustee noted they would like to see evidence-based justification for the 200 
metre area. Planner noted they would not be requesting evidence based 
justification from the Nation staff as this information was received as a direct 
result of engagement. If the LTC needs more detail the request to staff would 
need to be by resolution from the LTC. 
 Trustees indicated they would like further information on the possibilities of 
implementing a Heritage Conservation Area. 
 
The Table does not include Item C2. 
 
C3 Explore use of a Development Approval Information Bylaw to require a Preliminary 
Field Reconnaissance, Archaeological Overview Assessment, or Archaeological Impact 
Assessment for density increase rezoning applications or intensity of use. 
 Endorsed by the Local Trust Committee. 
 
C4 Use Development Approval Information Bylaw to require a biophysical inventory for 
rezoning applications where increase in density or intensity of uses is being proposed 
anywhere on the island, to identify forest characteristics, sites of highest biodiversity, 
species at risk.
