[0:00:06] Voice 8: Local Trust Committee. It is Tuesday, November 12th. We are waking up, most of us, with some

[0:00:12] Voice 8: sunshine after days of rain, and we're always grateful to find ourselves living and working,

[0:00:21] Voice 8: making decisions in Coast Salish territories. I wanted to take a little bit of time today to

[0:00:28] Voice 8: acknowledge the um the two nations who have particular connection long-standing relationship

[0:00:36] Voice 8: that endures today to the lands and waters in the thetis and local trust area penelaket tribe

[0:00:47] Voice 8: identifies themselves as an independent community that lives off of the ocean

[0:00:51] Voice 8: and is guided by our strong culture and vibrant local economy our traditional language and customs

[0:00:59] Voice 8: are alive and celebrated and our elders are active and respected that's a beautiful vision statement

[0:01:09] Voice 8: and uh liac's and first nation um who are home on vancouver island and valdez island

[0:01:18] Voice 8: And they have a bit of a vision statement written as if it is some time in the future.

[0:01:27] Voice 8: This is from the Laaxon website.

[0:01:30] Voice 8: It is an ideal picture in which all the Laaxon people's hopes for Valdez Island have been realized.

[0:01:36] Voice 8: And so I just wanted to take a moment and read an extract from that.

[0:01:42] Voice 8: We, the Laaxon people, have paddled home.

[0:01:46] Voice 8: Valdez Island is the centre of the Léaxin community and our nation finally has full

[0:01:52] Voice 8: control over this territory of ours. Some of us live here while others regularly visit

[0:01:57] Voice 8: or stay here for the summer. The island is very important even to Léaxin people who don't live

[0:02:04] Voice 8: here. We treasure it as a place for recreation, rest and renewal. We share our retreat centre

[0:02:11] Voice 8: with other Halkomenum people who are grateful for the opportunity for healing and recovery

[0:02:17] Voice 8: in a peaceful place close to their own homes. We look forward to cultural activities at the

[0:02:24] Voice 8: Longhouse and outdoors all year round. Almost everyone comes together on Valdez Day each July

[0:02:31] Voice 8: when we feast, tell stories, and race canoes. A summer camp focuses on recreation and cultural

[0:02:38] Voice 8: education for youth. And so I just wanted to give a little bit of space at the start of our

[0:02:46] Voice 8: meeting, not just to acknowledge and recognize the people in the nations who call these territories

[0:02:53] Voice 8: home, but to acknowledge their vision for the future and for the present. What is it

[0:03:02] Voice 8: that they'd like to see? So we can consider that in our decision making and let it inform our

[0:03:08] Voice 8: processes so thanks for letting me take the time there um so following that um some introductions

[0:03:16] Voice 8: i'm your chair uh trustee toby elliott i come from gabriela island it's the name of first nation

[0:03:33] Trustee Luckham: you very much for the uh acknowledgement this morning very much appreciate that grateful every

[0:03:39] Trustee Luckham: day to wake up and go see this territory thank

[0:03:56] Voice 8: meeting facilitator thank you everyone for your support so with that um we'll move into approval

[0:04:31] Trustee Luckham: thanks a lot king um yeah just reflecting on so many things that are

[0:04:39] Trustee Luckham: happening at the Islands Trust, both in my chair role and on committees and at the LTC here.

[0:04:49] Trustee Luckham: Nothing really hugely significant associated with Thetis, although certainly grateful to know that

[0:04:56] Trustee Luckham: contract and many of you will know that news releases associated with the contract for the

[0:05:01] Trustee Luckham: cleanup of the property on 88, North Cobra, anyway, on Lot 88 on Pilkey Point Road on

[0:05:14] Trustee Luckham: Thetis Island, a little off this morning, it would appear, and so that's certainly been

[0:05:20] Trustee Luckham: a long-standing concern, and glad that we're finally at that point where we're going to

[0:05:25] Trustee Luckham: see some action and clean up there and eliminate the risks and hazards that are associated with that

[0:05:36] Trustee Luckham: property. Yeah, and I think that really covers it, although I'm feeling obligated,

[0:05:44] Trustee Luckham: not obligated, but necessary to acknowledge the passing of Justice Murray Sinclair,

[0:05:52] Trustee Luckham: there. Significant First Nations leadership, particularly around the truth and reconciliation

[0:05:59] Trustee Luckham: work that the federal government has undertaken. And Murray's words ring so true every day and are

[0:06:07] Trustee Luckham: guiding light for us to advance the work of reconciliation and appreciate the time that he's

[0:06:14] Trustee Luckham: spent with us and having met him

[0:06:18] Trustee Luckham: on a number of occasions

[0:06:19] Trustee Luckham: a powerful, wise person

[0:06:25] Trustee Luckham: Thank you.

[0:06:28] Voice 8: Thank you for those words and that reminder

[0:06:32] Voice 8: I just want to acknowledge we also just

[0:06:36] Voice 8: passed Remembrance Day and

[0:06:38] Voice 8: I was thankful to participate in some local ceremonies

[0:06:44] Voice 8: here on Cabrilla Island, recognizing veterans and also people today who serve.

[0:06:51] Voice 8: And there was a lot of talk about peace and hopes going forward

[0:06:57] Voice 8: that our nations would be governed by peace.

[0:07:00] Voice 8: So I just want to acknowledge the veterans and everyone who served our countries.

[0:07:07] Voice 8: And so, yes, moving, I'll just pass over a few quick things because I don't think we gave an update from September activities. I won't go into it in detail.

[0:07:21] Voice 8: but at the union of bc municipalities convention in september um the island's trust resolution

[0:07:29] Voice 8: presented by uh chair peter luckham uh passed uh that is requesting the ministry of health to review

[0:07:37] Voice 8: an amended update the manual on composting toilets and gray water practice which was

[0:07:43] Voice 8: It was written in 2016 and Thetis Island, one of your own local experts, Ian Ralston, contributed or I think wrote that manual and is very supportive of having the manual updated as it's quite conservative and it doesn't lend itself to adoption.

[0:08:03] Voice 8: So I was very pleased that UBCM passed that and endorsed it and looking forward to hearing back from the Ministry of Health on that.

[0:08:13] Voice 8: September Trust Council meeting. If those of you who receive updates would have seen that the Islands Trust has requested a provincial review of the Islands Trust Act, and we engaged in quite a bit of debate on that.

[0:08:33] Voice 8: um and i'll just skip over to something of potential regional interest i wasn't aware of

[0:08:42] Voice 8: any representatives from thetis island um galliano conservancy hosted a salish sea

[0:08:49] Voice 8: regional conservation forum on october 18th oh sorry did you have something trustee hunter

[0:08:55] Voice 8: yeah

[0:08:58] Voice 6: i can wait till you're finished i just wanted to make sure we didn't skip over something go

[0:09:01] Voice 6: ahead sure

[0:09:02] Voice 8: thing um and so this brought together conservation experts um and scientists professionals

[0:09:14] Voice 8: and indigenous knowledge holders to talk about um marine conservation restoring degraded forests

[0:09:24] Voice 8: managing hyper abundant deer which are actually having quite an impact on our ecosystem

[0:09:28] Voice 8: ecosystem ecosystems and um i'm hoping we can bring forward some of the research from that

[0:09:34] Voice 8: because there was just such a deep and wide um forum with a lot of great information so

[0:09:43] Voice 8: uh that was really awesome and that's about it for my chair's report over to you trustee hunter

[0:09:54] Voice 6: we go uh yeah have we gone past 3.1 yet the trustee reports from

[0:10:38] Trustee Luckham: jesse did actually attend on island having a session um here um updating the community on um

[0:10:46] Trustee Luckham: on the work that he's been undertaking on behalf of the fetus ltc and addressing the current concerns

[0:10:52] Trustee Luckham: around the budget and the like and so it was great that he was able to make that personal contact

[0:10:57] Trustee Luckham: with our community i

[0:11:54] Voice 5: um there's lots happening at the cvrd right now we're moving into budget there's a lot of

[0:12:01] Voice 5: discussion around you know where we're going to land on on uh different price point and regional

[0:12:09] Voice 5: rack is still playing a major part in in budget for all across the cvrd is going to make up a

[0:12:15] Voice 5: large proportion of again another probably significant increase um but i think lots of

[0:12:21] Voice 5: um directors are working hard to keep that to a minimum um working to find a replacement as

[0:12:31] Voice 5: for my um as my alternate director um there is a couple candidates with Thetis Island

[0:12:38] Voice 5: and that I'm very hopeful about um which I think would be a really great way to sort of

[0:12:44] Voice 5: bridge the gap between Solterra and Thetis so those are a couple of the big things I'm working

[0:12:48] Voice 5: working on um yeah and I I think we had a pretty pretty good meeting uh uh on September 23rd came

[0:12:57] Voice 5: and you know um was able to present to Thetis Island sort of independently of any other groups

[0:13:03] Voice 5: and about maybe 35 or 40 people show up um and Peter was there which I uh chair luckum I should

[0:13:11] Voice 5: say which I really appreciated his support so yeah I think that's all you guys need to hear from me

[0:13:17] Voice 5: but thank you for the opportunity

[0:13:32] Voice 8: Thetis Island residents and we've gotten some communication

[0:13:36] Voice 8: that was shared at the October 26th

[0:13:40] Voice 8: public meeting is that the one you're referring to?

[0:13:45] Voice 8: um just i

[0:13:47] Voice 5: think it was september 23rd but i could be mistaken

[0:16:07] Voice 1: And I'm glad to hear from you, Jesse,

[0:16:09] Voice 1: see that it's a topic at CVRD after my October 30th presentation. I guess I'm following up on

[0:16:19] Voice 1: the springtime when I introduced the size of the tax increases and asked where people stood.

[0:16:29] Voice 1: And I'm asking the same question today as you go into your budget meetings in early December,

[0:16:37] Voice 1: whether you're prepared to cap the tax.

[0:16:45] Voice 5: That's a question for me?

[0:16:47] Voice 1: No, it's a question for, since this is the Thetis Island Local Trust Committee,

[0:16:52] Voice 1: it's a question to the three directors.

[0:16:57] Voice 8: So the three trustees, and I just want to recognize your email of October 31st, Paul,

[0:17:06] Voice 8: in which you did make this request that we cap the tax.

[0:17:11] Voice 8: i think we probably should have included this as correspondence just for the future um

[0:17:19] Voice 8: if you want an email to the local trust committee to be included in the agenda as correspondence

[0:17:25] Voice 8: um i'll give you the email but it's just address it to the thetis island local trust committee

[0:17:29] Voice 8: and then we can um raise it and discuss it because otherwise the public doesn't

[0:17:34] Voice 8: get a chance to see what you're talking about um but you're asking today for a pledge

[0:17:43] Voice 8: I'm not sure if we would be prepared to respond to that because I haven't had a chance to I guess

[0:17:54] Voice 8: your call is a campaign to cap the tax and not really sure we're in a position to do that I can

[0:18:01] Voice 1: I just give you some more background it's

[0:18:05] Voice 1: there's there's two taxation reports on

[0:18:09] Voice 1: on the Thetis Island website.

[0:18:13] Voice 1: There was a presentation that was made

[0:18:16] Voice 1: to the Committee of the Whole of CVRD on October 30th.

[0:18:23] Voice 1: There's lots of background information.

[0:18:26] Voice 1: And I guess if you're not prepared

[0:18:27] Voice 1: to make that pledge today,

[0:18:29] Voice 1: could I ask you to please read that documentation

[0:18:33] Voice 1: before you go into your December budget meetings in Victoria?

[0:18:42] Voice 8: Yes. So I am referring, I just want to confirm what we're looking at. There was a PowerPoint presentation you presented to Committee of the Whole on October 30th, and that's attached to an email you sent to us among other members of the public October 31st.

[0:18:59] Voice 8: And so I have taken a look at that, and I certainly will commit to reading it through and considering the request. I see, Trustee Luckum, you've got your hand up there.

[0:19:09] Voice 8: I

[0:19:11] Trustee Luckham: do. And thank you, Chair. And thank you, Paul, for being here today. And indeed, thank you for your work. As you recall, I'm sure that we spent quite a bit of time together going over your work before it was presented as a report.

[0:19:28] Trustee Luckham: and appreciate having the opportunity

[0:19:30] Trustee Luckham: to provide input to that.

[0:19:33] Trustee Luckham: We didn't necessarily agree on all aspects of it,

[0:19:36] Trustee Luckham: but certainly there was definitely similarities

[0:19:40] Trustee Luckham: in our trains of thoughts associated with governance

[0:19:43] Trustee Luckham: and financial responsibilities.

[0:19:46] Trustee Luckham: And indeed in that financial responsibility,

[0:19:51] Trustee Luckham: I'm afraid that it is difficult for me to consider a cap.

[0:19:58] Trustee Luckham: that would limit the taxation and not that i'm not completely sympathetic and understanding

[0:20:06] Trustee Luckham: of the necessity for financial restraint and we do our absolute best and i do my best as a

[0:20:16] Trustee Luckham: sitting member of uh of the financial planning committee and of council however um there are

[0:20:23] Trustee Luckham: are a variety of circumstances associated with the operational costs of any government or any

[0:20:28] Trustee Luckham: business that is perhaps beyond setting a number based upon other parameters, which is certainly

[0:20:41] Trustee Luckham: reasonable, but I think it requires a lot more conversation. I can commit to that we will

[0:20:48] Trustee Luckham: ensure that the increase in tax is as absolutely little as possible. I've always done that.

[0:20:55] Trustee Luckham: In fact, the Islands Trust increases, although it may be cumulative, it may add up over the years,

[0:21:02] Trustee Luckham: as you've pointed out, to be a larger number over time. The Islands Trust consistently has

[0:21:08] Trustee Luckham: very low tax increases. And in fact, during the pandemic, we reduced the tax after the fact in

[0:21:16] Trustee Luckham: in order to reflect the hardships

[0:21:17] Trustee Luckham: that folks might appreciate.

[0:21:21] Trustee Luckham: So, although I'm very sympathetic and supportive

[0:21:24] Trustee Luckham: and thank you for all of the work

[0:21:25] Trustee Luckham: and it will be taken into consideration

[0:21:27] Trustee Luckham: in the budget debates,

[0:21:28] Trustee Luckham: I can't commit to a cap as you've described,

[0:21:31] Trustee Luckham: but certainly am committed to ensuring

[0:21:34] Trustee Luckham: that the tax increases as low as humanly possible.

[0:21:37] Trustee Luckham: I

[0:21:44] Voice 8: guess I have a follow-up question for Mr. Duncan.

[0:21:48] Voice 8: Are you, you are following the budget discussions

[0:21:51] Voice 8: at the Islands Trust through Financial Planning Committee.

[0:21:54] Voice 8: Our next meeting is actually tomorrow.

[0:21:58] Voice 8: And there are some guidelines that the Financial Planning Committee

[0:22:03] Voice 8: has recommended that council adopt, and council did adopt those.

[0:22:12] Voice 8: I'm just looking them up right now, so forgive me if I don't have them.

[0:22:17] Voice 8: it's challenging for our Director of Admin Services

[0:22:22] Voice 8: as they put together the budget to limit

[0:22:26] Voice 8: so all the requests coming in

[0:22:28] Voice 8: and then limit it to an overall cap tied to inflation.

[0:22:33] Voice 8: But she is doing that work

[0:22:35] Voice 8: on the direction of Financial Planning Committee

[0:22:39] Voice 8: with the view that increased tax increases

[0:22:43] Voice 8: increases are limited to a certain amount. I can't tell you exactly right now what that

[0:22:48] Voice 8: guideline is, but if you give me a second, I will look it up. But yes, there's been lots

[0:22:54] Voice 8: of conversation about how to keep tax increases below a threshold. Is there anything further,

[0:23:04] Voice 8: Mr. Duncan?

[0:23:06] Voice 1: Okay, just one final comment. I heard earlier that you're going to be,

[0:23:11] Voice 1: You have requested the provincial government for a review of Islands Trust.

[0:23:17] Voice 1: Again, if you go to the reports that I've written, there's certainly a large need for that.

[0:23:23] Voice 1: And I'm glad that you're heading in that direction.

[0:23:27] Voice 1: I was just thinking that this would be the ideal time to set a threshold until you've gone through that review.

[0:23:37] Voice 1: because I would I would expect that some of the things you're doing will change

[0:23:44] Voice 1: but I'll just leave that as a comment for you to think about there is indeed

[0:23:54] Voice 8: going to be a long and I don't think this is a quick review but to align

[0:24:02] Voice 8: legislation with DRIPA for one thing and to review the mandate and to see if the

[0:24:08] Voice 8: The Islands Trust is supported enough to provide the province-wide services that we are mandated to provide.

[0:24:18] Voice 8: So that is a conversation to be had with the province.

[0:24:23] Voice 8: Do we have enough support for this provincial mandate?

[0:24:26] Voice 8: And alleviating the tax burden on local island taxpayers is part of that conversation.

[0:24:33] Voice 8: So, but I can tell you, it's not going to be a quick conversation, but we are heading in that direction. So thank you for that endorsement.

[0:25:05] Trustee Luckham: Just another note for Paul, and I know you know this already,

[0:25:08] Trustee Luckham: but it's important for the members of the public to also be aware of it,

[0:25:14] Trustee Luckham: in that I thank you for your note, Paul,

[0:25:16] Trustee Luckham: in recognizing that we have asked the province for a review of the governance of the Islands Trust,

[0:25:22] Trustee Luckham: which was one of your recommendations,

[0:25:24] Trustee Luckham: which also includes the financial aspects of the operations of the Island Trust.

[0:25:31] Trustee Luckham: And so we are certainly looking at all possibilities for ongoing, sustainable funding for the Islands Trust.

[0:25:41] Trustee Luckham: Just wanted to make that clear.

[0:25:44] Trustee Luckham: And also thank you for acknowledging that we have followed through on that commitment.

[0:43:23] Voice 2: Council gives its approval in principle to a draft policy statement. The purpose of this

[0:43:28] Voice 2: This on-island engagement is primarily to help inform local trust committee responses when you receive that draft policy statement on referral from trust counsel in the months ahead.

[0:43:39] Voice 2: So this question is really about what sort of information you feel you need to inform your local trust committee's referral response.

[0:43:48] Voice 2: Page two of the report that has been provided you lays out a range of different types of on-island community engagement that may be able to take place in the months ahead.

[0:43:58] Voice 2: I'll just add that regardless of which local engagement option you choose, your constituents

[0:44:03] Voice 2: will still have the ability to share their opinions directly with Trust Council in the

[0:44:07] Voice 2: form of an online survey.

[0:58:43] Trustee Luckham: are present in person for those occasions

[0:58:45] Trustee Luckham: when the community might want to address us directly.

[1:00:22] Voice 8: We are very slow. It's a slow moving ship at the moment. We are just looking to get letters out to all the nations in the trust area about the Conservancy's next five year plan, which of course must be approved by the Minister of Municipal Affairs,

[1:00:45] Voice 8: who gave us direction to really seek a much deeper engagement

[1:00:50] Voice 8: with First Nations on philosophy and intent of conservation going forward.

[1:00:57] Voice 8: So we're looking to see those letters going out in January.

[1:01:00] Voice 8: That's the big piece of work.

[1:01:03] Voice 8: And 12.4, we've got a copy of the digital copy of the Heron

[1:01:09] Voice 8: and an applications report.

[1:01:12] Voice 8: So we'll just ask if there's any questions on either the applications report, expense report, adopted policies, and standing resolutions of the local trust committee webpage.

[1:01:52] Voice 8: Of course, each local trust committee can have one minor project that can be done for under $5,000.

[1:02:01] Voice 8: And we don't have a minor project.

[1:02:04] Voice 8: We moved through our rezoning of the marine area quite quickly.

[1:02:09] Voice 8: So I do recall from a meeting a while ago, so item six, OCP, LEB, possible amendments.

[1:02:21] Voice 8: I know there's no real interest in local trustees to do another OCP review, but there are a lot of items here. Shoreline, sea level rise, wharfs, regional conservation plan, and so on.

[1:02:38] Voice 8: Have you turned your mind to even organizing this list, Margot, seeing what is still potentially relevant and maybe bringing this back to see if there's some aspect of this that could be undertaken as a minor project, rather than sort of a collection ground of all the potential projects that we could be doing?

[1:03:06] Planner Thomaidis: thanks Chair Elliott. If the LTC wants to direct staff to do that, to bring back a report and go through this list and kind of organize it a bit better and come up with options for potential future minor projects, they can definitely do that.

[1:03:24] Planner Thomaidis: But so far, we've only been more recently directed after the minor project, the marine area review after that was completed in July.

[1:03:35] Planner Thomaidis: The LTC is only really directed to explore the soil deposit and removal bylaw so far.

[1:03:42] Planner Thomaidis: And that's also, I guess, considered underway, that consideration of that minor project.

[1:03:51] Planner Thomaidis: But the LTC could direct staff.

[1:03:53] Planner Thomaidis: staff however they wish to for this information to be presented yeah

[1:03:59] Voice 8: it was mainly for my interest

[1:04:01] Voice 8: in and i'm i'm as i'm new here to uh sort of satisfy my curiosity about some of these

[1:04:09] Voice 8: items whether they're still relevant but i certainly don't want to send you doing extra

[1:04:14] Voice 8: work when we're still considering this other potential project trustee luckham yeah

[1:04:21] Trustee Luckham: that's um

[1:04:22] Trustee Luckham: A great idea to review that list because, indeed, that list has been accumulating over probably 10 or 12 years.

[1:04:33] Trustee Luckham: And it may be that it's not necessarily relevant today.

[1:04:39] Trustee Luckham: And so I think because it's quite lengthy, I think that's a reasonable idea.

[1:04:44] Trustee Luckham: And I'm assuming that what we're talking about there is just simply a conversation to shorten up the list.

[1:04:51] Trustee Luckham: So it's sort of it kind of fits into the scope of a minor project and maybe not even any kind of project.

[1:05:01] Trustee Luckham: But I think it's obvious that we should probably identify it as such.

[1:05:06] Trustee Luckham: But I note that on the future projects report under four is also an OCP amendment that maybe should be included in that other report.

[1:05:18] Trustee Luckham: But I'm glad that it's actually identified as a separate item and active transportation is the topic because there's a lot of interest in active transportation, support for active transportation.

[1:05:32] Trustee Luckham: And we have a group on the island here that's working hard and potentially there's even some grant money that may finally become available to us.

[1:05:42] Trustee Luckham: And I understand that they made an application to work on, I don't have this terminology that they're necessarily using, but some kind of a road-based network trail system or walkway safe access along the road network, particularly between the school and the ferry and other areas on the island.

[1:06:05] Trustee Luckham: And so that is certainly worthy of promoting and thinking about what any language that might be considered to be added or changed in the OCP.

[1:06:18] Trustee Luckham: What comes to mind in all of this, I'm certainly keen on reviewing that entire list as a minor project.

[1:06:26] Trustee Luckham: But I can't help but wonder, is any OCP amendment of any kind really a minor project?

[1:06:34] Trustee Luckham: Unless it's black and white, I'm not completely clear on that would be the case, but would

[1:06:40] Trustee Luckham: appreciate any staff's thoughts on that.

[1:06:42] Trustee Luckham: But perhaps a first step in that is taking item number four and item six and having a

[1:06:51] Trustee Luckham: report to uh discuss what seems to be necessary to maintain on the list in the long um certainly

[1:06:59] Trustee Luckham: the most obvious one is the amendments associated with the associated islands ocp lub review which

[1:07:09] Trustee Luckham: um isn't an urgent matter but is a matter of concern so happy to hear from staff through

[1:07:18] Trustee Luckham: through the chair, on what constitutes an OCP minor project,

[1:07:22] Trustee Luckham: and is that a simple thing that can be done under minor projects?

[1:07:29] Planner Thomaidis: Yeah, through the chair, I think it depends.

[1:07:33] Planner Thomaidis: So, for example, the marine minor project,

[1:07:40] Planner Thomaidis: unzoned marine area minor project that the LTC just completed in July this year,

[1:07:45] Planner Thomaidis: that was technically an OCP amendment.

[1:07:47] Planner Thomaidis: It was a very straightforward one. It was OCP and LUB associated bylaws amendment. But I guess because the nature of the amendment made it a minor project, it wasn't highly complex.

[1:08:04] Planner Thomaidis: So it's hard to tell before digging into this anymore, whether updating the official community plan, for example, to reflect better policies for active transportation, like proposing amendments, whether that would be considered minor or major, depends on their complexity, depends on how many amendments are being proposed, depends on how much community engagement the LTC would like to do.

[1:08:34] Planner Thomaidis: in support of those types of projects. So there's some factors to consider. I know that's not a

[1:08:39] Planner Thomaidis: straightforward answer necessarily, but that's just off the top of my head. We've seen some OCP

[1:08:46] Planner Thomaidis: projects that are very minor in nature and that are, yeah, that are not, it's, you know, under

[1:08:53] Planner Thomaidis: $5,000 budget. And then we've seen others that are much longer and much higher in budget.

[1:09:00] Planner Thomaidis: So

[1:09:04] Voice 8: it seems to me that we still need to do a little information gathering to even see which elements of this laundry list of OCP and potential LEB amendments, you know, could be achievable as a minor project or are desirable.

[1:09:24] Voice 8: terrible, and just even understanding where some of them came from, like support the construction

[1:09:32] Voice 8: of a storage building prior to construction of a principal dwelling. That seems like a very

[1:09:36] Voice 8: specific ask, but at what point was it made, or that this was identified as a potential

[1:09:44] Voice 8: priority, and is it still desired? So it would be quite a bit of work, I would imagine, to

[1:09:51] Voice 8: um see which of these items or where each of these items are at um how do you want to proceed

[1:10:05] Voice 8: trustees um i don't want to send staff off to do a lot of extra work but there might be some

[1:10:12] Voice 8: valuable items in here that we could accomplish before end of term if not the soil deposit

[1:10:17] Voice 8: deposit by-law. Trustee Luckham?

[1:10:21] Trustee Luckham: Yeah, I think what was helpful in

[1:10:26] Trustee Luckham: Planet Tomatis' remarks there is identifying what truly is a minor project and anything

[1:10:35] Trustee Luckham: under $5,000. It's not like we have 10 blocks of $10,000, $5,000 checks. We might accomplish one

[1:10:43] Trustee Luckham: or two of those throughout the remainder of the term based upon the budget available

[1:10:48] Trustee Luckham: on an annual basis, I presume.

[1:10:50] Trustee Luckham: But I think what would be helpful

[1:10:53] Trustee Luckham: would be some kind of a report.

[1:10:55] Trustee Luckham: And I would be happy to work with Planner Tomatis

[1:10:59] Trustee Luckham: if all of these items were dropped into, say, a spreadsheet

[1:11:04] Trustee Luckham: and were identified as minor projects, yes or no,

[1:11:11] Trustee Luckham: or whatever kind of categorization might be helpful to the LTC

[1:11:16] Trustee Luckham: and whether or not they're currently relevant or not.

[1:11:19] Trustee Luckham: And I could provide some context for each of them.

[1:11:25] Trustee Luckham: It would require some reflection

[1:11:27] Trustee Luckham: to think about how they ended up here.

[1:11:29] Trustee Luckham: And then a report back to the LTC

[1:11:33] Trustee Luckham: that had the substance of that material.

[1:11:36] Trustee Luckham: And then we could simply eliminate some of them

[1:11:39] Trustee Luckham: or consolidate them,

[1:11:41] Trustee Luckham: and then determine whether or not there's any

[1:11:44] Trustee Luckham: that we, in terms of priorities, I guess that would be the consideration of the LTC is to

[1:11:49] Trustee Luckham: prioritize. And I do see that doing this in a discrete way, surgically, addressing as a minor

[1:11:57] Trustee Luckham: project, maybe over the next five years, those things that we should address. And admittedly,

[1:12:04] Trustee Luckham: there might be some repetition associated with doing that. But if it enables us to advance it

[1:12:09] Trustee Luckham: it in a really simple way without an entire OCP review, which is more challenging, I think.

[1:12:19] Trustee Luckham: I would be glad to advance this in some fashion.

[1:12:23] Trustee Luckham: So I'd look forward to having a briefing and I can contribute what knowledge I have

[1:12:28] Trustee Luckham: to creating that background information.

[1:12:32] Trustee Luckham: information.

[1:13:12] Planner Thomaidis: to wide-scale official community plan review projects like overhauling or doing an entire

[1:13:18] Planner Thomaidis: housekeeping um of of a bylaw is sort of more like a few little low-hanging fruit uh changes

[1:13:25] Planner Thomaidis: or amendments that might be made um in support of of any of anything in this list um and i think

[1:13:33] Planner Thomaidis: yeah some some time to consider all all the items with um trustee leckham would be really helpful

[1:14:25] Voice 8: response. But I just wanted to ask if there was interest in advancing or updating the letter of

[1:14:32] Voice 8: understanding uh would that be a minor project or could that be something that would be done

Member of the public asked if the Local Trust Committee was prepared to cap tax increases as 
they move into budget talks at Trust Council and requested Trustees read two taxation reports 
posted on the Thetis Island website prior to going to the December Trust Council meeting. 
 Chair noted an email dated October 31, 2024 had been received from the speaker and 
that while a cap on taxes might not be possible they would commit to reading the 
reports referred to and considering the request. 
 A Trustee thanked the speaker for their work on the reports, noted appreciation for the 
opportunity to discuss the work prior to it being presented to the Cowichan Valley 
Regional District, indicated they understood the necessity for financial restraint, and 
noted they can not commit to a taxation cap but can work on keeping any increases as 
low as possible.

Deposit and Removal Bylaw project and the following comments were noted: 
 The Planner had sent an email to the Local Trust Committee answering questions 
regarding composting and the manufacturing of compost facilities; 
 A Trustee noted the complexity of the issue and indicated they would like to engage 
community members in conversation to determine interest in the need for the 
bylaw; and 
 The Planner indicated they would provide a summary, for further discussion, at the 
next meeting.

Policy Statement, and noted that members of the community will also have opportunity 
to provide feedback through a survey.

 LTC asked staff to determine if Item 4 “Active Transportation” and Item 6 “Possible 
Official Community Plan and Land Use Bylaw amendments” are considered a major 
or minor project; 
 Item 3 “Letter of Understanding between the Thetis Local Trust Committee and the 
Cowichan Valley Regional District” was sent, staff are waiting for a response, and if 
there is interest in updating the letter of understanding and/or protocol agreement. 
Staff to determine if this would be done administratively or become a minor project; 
and 
 Staff will work on identifying potential projects as either major or minor and bring a 
report to the LTC. Then, the Local Trust Committee can consolidate, eliminate, and 
prioritize items.
