Bylaw Compliance & Enforcement Policy Review – Draft Manual and Policy 5.5.1
RECOMMENDATION:
1. That Regional Planning Committee review and provide direction on changes to draft Bylaw
Compliance and Enforcement Policy 5.5.1 and the draft Bylaw Compliance and Enforcement
Best Practices Manual.
DIRECTOR COMMENTS: Trust Council most recently supported Regional Planning Committee’s (RPC)
request for a plain language version of the best practices policy document and approved inclusion of a
Local Trust Committee (LTC) Bylaw Compliance and Enforcement policy in the project charter. The plain
language document is attached for Regional Planning Committee’s further consideration. Staff have
made extensive revisions to Policy 5.5.1 since the RPC last met, focusing on incorporating the
recommendations of the Ombudspersons office, and are recommending that RPC also review these
policy changes at the special meeting.
1. PURPOSE:
To bring back the draft Bylaw Compliance and Enforcement Best Practices Manual for further review
(Attachment 1). In addition, since the last meeting staff have continued to work on draft revisions to
Trust Council Bylaw Compliance and Enforcement Policy (Policy 5.5.1), specifically to incorporate the
recommendations of the Office of the Ombudsperson (Attachments 2 and 3). Staff are recommending
that Regional Planning Committee (RPC) also focus on reviewing the revisions to Policy 5.5.1 as it is the
foundational policy and the source of much of the content of the Bylaw Compliance and Enforcement
Best Practices manual.
2. BACKGROUND
