1. LAND ACKNOWLEDGEMENT 
 
Chair Luckham expressed gratitude to First Nations and Indigenous Peoples whose home has 
been these islands since time immemorial.

2. CALL TO ORDER / APPROVAL OF AGENDA 
 
Chair Luckham called the meeting to order at 1:00 p.m. All 26 trustees were present.  
 
The following additions to the agenda were presented for consideration: 
 11.2.7 – Bylaw No. 190, Executive Committee Sponsorship of NAPTEP Fees – Request For 
Decision (RFD); provided by the Executive Committee and emailed to all trustees 
 14.4 – Salt Spring Island Local Trust Committee (SS LTC) resolution without meeting (RWM 
No. 05-2023) requests Trust Council advocacy to the Province regarding the “Homes for 
People” actions that support rural island communities 
 
Trustee Evans brought forward a request to add an agenda item for discussion about local trust 
committee (LTC) agendas being distributed more than five days in ad
