1. CALL TO ORDER 
Chair Fast called the Public Hearing to order at 12:47 pm. She welcomed the public, introduced 
Trustees, staff and recorder and acknowledged that this Public Hearing was being held in 
traditional territory of Coast Salish First Nations.  
 
She read the Chairperson’s Opening Statement and explained that this Public Hearing is being 
conducted to hear views regarding proposed Bylaw No. 166 cited as “Hornby Island Official 
Community Plan, 2014, Amendment No. 1, 2021”.  
2. PROPOSED BYLAW NO. 166 
Regional Planning Manager Kauer reported that a copy of the Public Hearing Notice was 
advertised in two consecutive editions of the Tribune and noted that all notification 
requirements have been completed.  She advised that the Public Hearing binder is available for 
review during this Hearing and is also posted on the Islands Trust website. 
She explained that the purpose of proposed Bylaw No. 166, if adopted, is to amend the current 
Hornby  Island Official Community Plan (OCP) Bylaw 149 by proposing multiple changes to the 
current Hornby OCP to ensure consistency between OCP policies and Land use Bylaw (LUB) 
regulations regarding minimum lot size and minimum average lot area for land use designations 
in the OCP. Bylaw No. 166 was referred to various outside agencies and 13 First nations. 
Responses received included no comment or interests unaffected. No public submissions on the 
bylaw amendment have been received.

3. PUBLIC COMMENTS 
Chair Fast explained that this is the opportunity for the public to comment on the proposed 
bylaws. The following comments were noted: 
 Donna Tuele spoke in favour of the bylaw amendment. 
 A member of the public spoke in favour of the bylaw amendment. 
 Jan Bevan spoke in favor of the bylaw amendment, noting that new Agricultural Land 
Commission rules coming at the end of the year may affect the amendment. 
4. ADJOURNMENT 
Chair Fast thanked the public for their submissions. She asked three times for comments from 
the public and hearing none the Public Hearing was closed at 12:57 pm.
