Review and Amendment of the  
Islands Trust Policy Statement:  A Preliminary Assessment 
 
In March 2010, the Islands Trust Council established a task force, as a subcommittee of the 
Trust Programs Committee, to conduct a preliminary assessment of the Islands Trust Policy 
Statement and make recommendations regarding further actions.  This report describes the 
work of the task force in carrying out that mandate. 
 
It contains the following sections: purpose and content of the Policy Statement; amending the 
Policy Statement; the task force approach to a preliminary assessment; a priority list of topics 
for Policy Statement review; directive policies; history of Policy Statement – roles, reviews and 
amendments; management of historical records; and policies relating to the Policy Statement. 
 
Summary of Recommendations
 
 
Recommendation 1: That the next Trust Council review the Policy Statement and its 
accompanying policies. 
 
Recommendation 2: That the next Trust Council consider the full Topic Review Inventory in 
Appendix B and the priority topics identified by the Policy Statement Assessment Task Force 
(pages 5 and 6) when determining the scope and approach of a future Policy Statement review 
process. 
 
Recommendation 3: That the next Trust Council closely review the language of the Policy 
Statement to ensure that terms used are unambiguous and easily understood, adding 
definitions if necessary to achieve this purpose. 
 
Recommendation 4: That the next Trust Council ensure that comprehensive public 
consultation is an integral part of the entire review process. 
 
Recommendation 5: That the next Trust Council consider inclusion of a rationale for any 
directive policies, either in the body of the Policy Statement or as an appendix, and remove the 
use of the word “address” from the Policy Statement in cases where Trust Council wants the 
policy to be more directive. 
 
Recommendation 6: That the next Trust Council request a review of the historical records 
related to topics that have posed interpretation challenges, in order to clarify the purpose and 
intention of the original wording and assist in the review of the relevant sections of the Policy 
Statement. 
 
Recommendation 7: That the next Trust Council review the three policies related to the Policy 
Statement and consider, in particular, whether the timing of the schedule of regular reviews and 
reporting of monitoring activities set out in those policies needs to be modified to reflect the 
reality.   
 
Recommendation 8: That the next Trust Council consider any changes to the three policies in 
conjunction with the Policy Statement review.
