Public: There were approximately (4) members of the public. 
 
1. CALL TO ORDER 
Chair Patrick called the meeting to order at 10:30 a.m.  
She acknowledged that the meeting was being held in traditional territory of the Coast Salish 
First Nations. 
2. APPROVAL OF AGENDA 
Trustee Wright requested that the agenda address planning a future workshop with Lisa Wilcox, 
consideration of joining the North Pender Island water study, and a plan to advertise for new 
Advisory Planning Commission Members.  
By general consent the agenda was approved as amended. 
3. TOWN HALL AND QUESTIONS 
Monica Petrie requested information regarding the “Right to a Healthy Environment” resolution 
adopted by the Trust Council and a former South Pender LTC. She asked whether the decision 
has informed any practices. 
The LTC requested that information on the project be forwarded to them. Regional Planning 
Manager (RPM) Kojima provided an overview of the recent decision at Trust Council to declare a 
Climate Change Emergency and the ways this decision will inform future practices.

11.1 Pedestrian & Bicycle Paths - OCP Amendment Bylaw 115 - Staff Report 
RPM Kojima provided an overview of the staff report and the process moving forward. 
Trustee Wright requested information on Bylaw No. 115 section 1a. A discussion of the 
item was held.  
Trustee Thorn noted that Salt Spring Island found success through organizing a 
Transportation Commission. He further noted that there are parties on the Penders 
considering this route.
