Call to Order
The meeting was called to order at 1:12 pm. Chair Luckham acknowledged that the meeting
was being held in traditional territory of the Coast Salish First Nations.
Twenty six Trustees were in attendance.
Trustees Mamoser and Nicholas welcomed Islands Trust Council to Gabriola Island and invited
any questions about the island.
Notice of New Items
The Chair noted the following late items:
a Request for Decision re: Declaring the Right to a Healthy Environment;
additional public feedback about the budget received after February 27, 2015; and
a late delegation request from Melissa Harrison of Bowen Island re: ‘Giant Docks’
2015/16 BUDGET OVERVIEW
Director of Administrative Services Cindy Shelest provided an overview of the Financial
Planning Committee’s proposed 2015/16 recommended budget. She reviewed revenue,
proposed expenses, salaries and staffing and indicated that there is a preliminary proposal for a
0% property tax increase. It was pointed out that public feedback received on the proposed
budget was part of the agenda package.
Highlights in the proposed budget included project requests, a special property tax requisition
request from the Salt Spring Island Local Trust Committee, proposed staffing changes, funds for
First Nations relationship building, a 1% salary increase for unionized staff, and an increase to
Trustee remuneration as per policy and current Consumer Price Index (CPI) projections.
There was discussion on the proposed budget.
