Message from the  
Islands Trust Council Chair
The fondly referred to “Preserve and Protect” mandate directs the Islands 
Trust: “To preserve and protect the trust area and its unique amenities and 
environment for the benefit of the residents of the trust area and of British 
Columbia generally, in cooperation with municipalities, regional districts, 
improvement districts, other persons and organizations and the government 
of British Columbia.”
The Islands Trust Act defines our mission. Its scope has been a cause of 
much debate over the years. The 26 trustees, whom I have the privilege of 
serving with, carry out this work with enthusiasm and passion for their islands 
and communities. The Salish Sea is a special place. According to our neigh-
bours and friends in the San Juan Islands, the islands of the Salish Sea require 
“special attention,” and that is what my friends and colleagues on Trust Council 
keep in mind as they make decisions for their communities and the Trust Area.
During the first full year of this Council’s term, I have witnessed significant 
thought and energy applied to the creation of Trust Council’s 2014 –  2018 Strategic 
Plan. The Plan defines what the trustees believe to be the priorities in carrying 
out our goal of “preserving island communities, culture and environment.”
Council has reflected significantly on who we are, how we are governing 
ourselves, and whether the values and objectives of the past are still relevant 
to our communities and the province today. As a result of this reflection, I 
expect further conversations between trustees and with our communities 
about deepening our understanding of the Trust mandate.
There are challenging and exciting times ahead as we look at our gov-
ernance, especially as one of our member
