TUESDAY, MARCH 5, 2013 
 
Call to Order 
 
The meeting was called to order at 1:45 pm.  Twenty-four trustees were in attendance.   
Trustees Absent:  Jeanine Dodds–Mayne; Peter Grove–Salt Spring. 
 
Chair Sheila Malcolmson welcomed everyone to the meeting and acknowledged that the 
meeting was being held in traditional territory of the Coast Salish First Nations.

By General Consent, the Agenda for the March 2013 Trust Council meeting was approved as 
amended. 
 
COMMUNITY PRESENTATION – THETIS ISLAND MARINE ASSOCIATION 
 
Trustees received a presentation from members of the Thetis Island Marine Association, a 
group that promotes and advises on the safe, orderly and equitable management of the Water 
Zones surrounding Thetis Island. 
 
2013/14 BUDGET OVERVIEW 
 
Director of Administrative Services Cindy Shelest provided an overview of the Financial 
Planning Committee’s draft recommendations for the 2013/14 budget, including discretionary 
and non-discretionary revenue and expenses, a review of the proposed OCP/LUB budget, and 
a preliminary proposal for a 1.3% property tax increase.
