Draft Freshwater Sustainability Strategy  
 
 
RECOMMENDATION:  
 
1. That Islands Trust Council receive the Freshwater Sustainability Strategy. 
 
2. That Islands Trust Council request that the Regional Planning Committee add to its work 
program the development of an Islands Trust Freshwater Sustainability Strategy policy 
document and recommendations for implementation of the Freshwater Sustainability 
Strategy.  
 
Chief Administration Officer Comments: 
The completion of the Freshwater Sustainability Strategy fulfils Strategic Plan item 2.4. The document 
provides a strategy that is extends out over the next 10 years. Council decisions will be required on 
implementation as part of future strategic plan updates and annual budget considerations.   
  
 
1 PURPOSE: 
 
The purpose of this Request for Decision is to present the Freshwater Sustainability Strategy to  
Trust Council.  Following review from Trust Council, staff recommend that the strategy inform the 
Development of a policy document and staff provide recommendations for implementation.   
 
2 BACKGROUND: 
 
At its regular business meeting on November 3, 2021, the Regional Planning Committee passed the 
following resolutions: 
 
That the Regional Planning Committee receive the Freshwater Sustainability Strategy 
and forward it to Trust Council for review. 
 
That the Regional Planning Committee request staff to return with an Islands Trust 
Freshwater Sustainability Strategy policy document for approval following Trust Council 
review.  
 
Trust Council recognized the importance of protecting freshwater in the 2019 -2022 Strategic Plan, 
which identifies freshwater stewardship as a top priority. By declaring a climate emergency the Islands 
Trust acknowledge the need to address increasing vulnerabilities. The initiation of the Groundwater 
Sustainability Science Program in 2019 and the development of the Freshwater Sustainability Strategy in

2020 by the Regional Planning Committee (RPC) demonstrates a commitment to addressing the critical 
need to address threats to freshwater vulnerability.  
 
This Freshwater Sustainability Strategy provides a framework for action to be taken over the next 
decade (2022 to 2032) and beyond to protect water resources over the longer term. It harmonizes the 
efforts of groundwater-focused projects, expands this work to other islands in the Trust Area, supports 
the translation of the science into la
