Public Present: There were 3 members of the public in attendance. 
 
1. CALL TO ORDER 
 
Chair Luckham called the meeting to order at 10:00 a.m.  He acknowledged that the meeting 
was being held in the territory of the Coast Salish First Nations. 
 
2. APPROVAL OF AGENDA 
 
Trustee McConchie recommended the addition of 10.4 North Pender Island Local Trust 
Committee Bylaw Referral Bylaw 216 and 217. 
By general consent the agenda was approved as amended. 
 
3. TOWN HALL AND QUESTIONS 
 
Peter Pare, a representative of Moving Around Pender (MAP), spoke to the staff report titled 
“Pedestrian & Cycle Routes”. He requested that the related bylaw changes be considered under 
Scheduled “H” Transportation instead of under Schedule “D” Recreation, as proposed in the 
report. He also suggested it be made clear that while pedestrian and bike paths should be 
separate from the road, they should nonetheless be constructed within the MOTI right-of-way.  
 
John Chapman spoke to the staff report “Pedestrian & Cycle Routes” and encouraged the Local 
Trust Committee (LTC) to formulate a fulsome, long range plan for cycling as a mode of viable 
transportation.

6.1 Local Trust Committee Minutes Dated November 14, 2017  
 
Chair Luckham noted that the Local Trust Committee (LTC) minutes are usually adopted 
by Resolution Without Meeting (RWM). He further reported that the RWM process was 
not used for the November minutes to facilitate consideration of recommended 
amendments. 
 
SP-2018-001 
It was MOVED and SECONDED,  
That the November 14, 2017 minute of the South Pender LTC be adopted as amended 
and circulated electronically by Trustee Scholefield. 
 CARRIED 
 
A discussion was held regarding the general policy for minutes and the rationale for that 
policy.

An overview of the RWM document was provided.
