MINUTES OF THE THETIS ISLAND LOCAL TRUST COMMITTEE BUSINESS MEETING
HELD ON WEDNESDAY APRIL 18, 2012 AT 1:30 PM
AT THE THETIS ISLAND COMMUNITY CENTER

There were 9 (nine) members of the public in attendance.
1. CALL TO ORDER
Chair Hancock called the meeting to order at 1:30 pm and introduced the Local Trustees,
Islands Trust planners and recorder to the public. Opening remarks were made by the Chair
welcoming those in attendance and overviewing the agenda.
2. APPROVAL OF AGENDA
The following changes were made to the agenda:
Add Item 5.3 Thetis Island Community Profile.
Add item 11.2 Bylaw enforcement issue
Add item 11.3 The Trust Fund 'Heron' publication
The agenda was adopted as amended by consensus.
3. TOWN HALL SESSION
Dan Giesbrecht introduced himself as a Ruxton Island property owner supportive of the
Ruxton and area Bylaw review, expressing interest in an appointment on the Advisory Planning
Commission.
Ian Ralston spoke to his concerns and frustrations about the Riparian Areas Regulation
process with the Meadow Valley properties strata. He hopes to work with the Local Trust
Committee and the Qualified Environmental Professional from Aquaparian Environmental
Consulting Ltd. to find solutions.

Denis Gagnon echoed Ian Ralston's concerns, and stated that as a Meadow Valley strata
property owner he felt manipulated by the process.
Ernie Hunter gave his thanks for the opportunity to comment during meetings.
Lynn Decaire stated that her respect for the natural environment, as a land owner in the
Meadow Valley Properties Strata, is reiterated by the Strata's commitment to ecological
stewardship, and she also echoes Ian's concerns about inconsistencies in the Riparian Areas
Regulation process.
Matt Hess expressed, as a Meadow Valley Properties owner, he didn't understand the
perceived conflict that Islands Trust staff identified in the facts between the Mimulus and
Aquaparian reports.
Alex Mendelev introduced himself as a Ruxton Island property owner. He feels that the
current bylaws are outdated and welcomes the bylaw review. He expressed interest in sitting
on the Advisory Planning Commission for the Ruxton and Area Bylaw review.
Trustee Luckham spoke to his feelings regarding recent communications with Meadow Valley
Properties Strata. He reiterated that recent staff reports regarding the regional Riparian Areas
Regulation have not been discussed yet by the Thetis Island Local Trust Committee, and no
locally relevant decisions have been made.
