Sam Borthwick’s published record combines support for housing flexibility and community services with environmental protection, scrutiny of spending, and reform of the Trust’s procedures. His identifiable results include obtaining application-fee sponsorship and helping complete agricultural bylaws and approve enforcement reforms. Housing-project milestones need to be distinguished from adopted rules and homes actually delivered. Assess his support for housing flexibility alongside his longstanding preference for housing on existing lots over subdivision.

What does Sam stand for?

More housing on existing lots

The June 6, 2023 transcript attributes to him a preference for allowing another home on an existing property for family needs, rather than subdivision that creates a separately saleable lot. This predates the June 2025 staff discussion. It suggests continuity in favouring additional dwellings over additional lots, although his exact words and speaker identity require audio verification. This distinction matters when assessing his later role in subdivision policy. [19]

Housing flexibility and incentives

In December 2023 he welcomed the Housing Advisory Planning Commission’s work on rainwater collection, unconventional construction and waste-management alternatives. He preferred creating opportunities over relying only on penalties. In August 2024 he supported removing the temporary-use-permit component of secondary-dwelling regulation because renewal and possible refusal discouraged investment. He also acknowledged water, wastewater and environmental constraints. These are his stated policy preferences; the columns do not establish that every proposal became law. [3] [6]

Education, conservation and value for money

His October 2023 column explicitly preferred education to regulation and supported stewardship programming while wanting its cost-effectiveness examined. It also reported the Regional Planning Committee choosing the base housing-needs information required by legislation because additional data would increase costs, and declining an eelgrass-mapping business case while leaving grant-funded collaboration open. These were committee decisions he described, not evidence that he alone made them. [2]

Communities within the Trust’s mandate

In May 2024 he argued that the Trust must consider island communities as well as the environment. He described the September 2023 closed session as legal advice, denied that trustees had voted there to adopt a new interpretation of the mandate, and criticized the Trust’s inadequate public explanation. This is his public account of the session; it does not independently establish everything discussed in private. [5]

Caution about official use of artificial intelligence

In June 2025 he opposed trustees and staff using AI in their official duties, citing errors, the local nature of planning work, and environmental costs. March 2025 adopted minutes independently confirm that he moved to add a discussion of generative AI to the agenda. That establishes agenda-setting, not enactment of an AI ban. The numerical technology claims in his column have not been independently verified here. [7] [11]

Community service outside elected office

His official biography describes work coordinating the Denman Island Bus Service, technical work for the halls, and youth and after-school programs. Those roles help explain his public-service background. They should not be counted as projects delivered through his trustee powers. [1]

What has Sam gotten done?

Obtained a specific fee sponsorship

At the December 2–4, 2025 Council meeting, he presented the sponsorship request and moved TC-2025-139, approving $1,592 for a Denman rezoning application. It carried. This is a concrete, attributable financial decision. It is not proof that the rezoning was subsequently approved or that housing was built. [12]

Helped advance enforcement reform

In March 2023 he seconded TC-2023-009, requesting an Ombudsperson review of enforcement policies and practices; it carried. In March 2026 he moved TC-2026-028 approving the revised enforcement policy, best-practices manual and portal implementation plan, as amended; it carried. These establish his participation in requesting scrutiny and approving reform. They do not establish that enforcement became consistent in practice or that the later package resulted solely from his work. [8] [13]

Supported a tiny-homes work program

In December 2024 he seconded TC-2024-130 creating a steering committee to investigate barriers to legal occupancy of tiny homes on wheels. It carried. The motion appointed other named trustees and invited regional directors. His contribution was supporting the committee’s creation; this was neither a blanket legalization nor proof that units were delivered. [10]

Made both successful and unsuccessful budget interventions

In December 2025 he moved the carried decision not to fund a permanent full-time biologist, TC-2025-132. He also moved TC-2025-137 requesting a proposed general-area tax increase no greater than 11%, with options for further reductions. That motion was defeated. Both belong in his record: a spending decision he helped secure and a budget limit he sought but did not secure. [12]

Helped initiate more accessible agendas

March 2024 adopted minutes name him among seven trustees bringing a request about HTML agendas. He seconded TC-2024-038 asking staff to report on providing HTML alongside PDFs; it carried. This supports credit for initiating the work, not a claim that all agendas subsequently became accessible. [9]

Advanced the Denman housing consultation

The June 26, 2025 machine transcript attributes to him a request for direct consultation language explaining removal of subdivision potential, while stressing that asking the question did not mean the committee had decided to do it. Later it attributes to him the endorsement motion. The July 15 official follow-up report independently records committee endorsement of the four housing topics and staff revision tasks. His individual spoken role remains subject to original-audio verification; the committee milestone is documented. This was consultation authorization, not adoption of a 64-hectare rule. [14] [15]

Helped complete farm reforms with additional dwelling permissions

His February 2024 column says he initially deferred readings for more information, then supported proceeding after consultation despite water concerns. He credited the preceding trustees and staff. The LTC’s annual-report text records adoption of Bylaws 228 and 229. The January 2026 staff table credits those reforms with Agriculture-zone permission for a primary dwelling, a suite and a detached secondary dwelling. That describes zoning permission, subject to applicable requirements, not homes built. This was a completed collective project during his term, with a history extending to first reading in 2018. The separate secondary-dwelling permit reform did not reach adoption

His August 2024 column anticipated removing permit insecurity for secondary dwellings. Adopted March 18, 2025 minutes instead record DE-2025-012 folding the work into the broader housing review and DE-2025-013 directing no further work on Bylaws 248 and 249. The transcript attributes both motions to him, subject to audio verification. This is a documented change of approach, not a completed standalone reform. It is reasonable to ask what delay resulted and when the replacement rules will deliver the security he advocated. [6] [24] [25]

Questions his record raises

Public advocacy and enforcement independence

The August 24, 2026 transcript attributes to him forceful criticism of a contested development and discussion of efforts to slow or stop it, alongside acknowledgment that trustees must not interfere in individual enforcement cases. This warrants checking how advocacy was separated from officer decisions. It does not establish that he directed an officer or caused unequal treatment; that would require instructions, case records and comparable cases. Speaker attribution remains provisional. Tony Aly is involved with Camp Denman, also known as Elkhaven and Elk Haven, on Denman Island. He has a personal interest in land-use and bylaw-enforcement matters affecting that site. That relationship is disclosed wherever these projects discuss Camp Denman, Elkhaven, or any public-record file about the site. [22] [23]

Enabling housing versus restricting lot creation

His 2023–24 preference for enabling housing and reducing permit insecurity should be compared with the committee’s later island-wide subdivision direction. Adopted January 2026 minutes record the broader preference and drafting instruction; March minutes record a preference for private subdivision through rezoning with community benefit. These are collective records, not a named individual roll-call vote. The substantive question is how this approach affects affordable ownership and housing supply, and what evidence justified it. A change in policy preference is not itself proof of misconduct. [3] [6] [16] [17]

Information quality and the decision to fund only base data

His October 2023 account says the committee chose base housing-needs information to control cost. The August 24, 2026 transcript later attributes to him strong criticism of the quality of housing-needs assessments, during discussion of deleting numerical statements from the plan. The comparison warrants asking what better local evidence he sought or funded. It does not establish that he commissioned the later report’s methodology, caused its limitations, or that deleting the statements breached the law. The original audio and final amended plan still require verification. [2] [18]

Transparency and its resourcing

His call for a better public explanation of the mandate discussion and his support for HTML agendas sit alongside seconding the March 2024 motion to reduce the proposed FOI budget to $5,000, the prior year’s level. The motion carried. This is a concrete budget choice to examine against actual workload and service outcomes; it does not by itself establish obstruction or a reduction in anyone’s legal access rights. [5] [9]

Outcomes and attribution

No verified count of completed homes attributable to Borthwick is established by the records cited here. That is a limit of this assessment, not a finding that he delivered none. Motions, approvals, implemented programs and completed projects are different measures. Moving or seconding a motion is not a complete personal voting record. Published modern Denman minutes often omit movers’ names; machine speaker labels can be wrong, and no original audio was independently authenticated for this assessment. [14] [16] [17]

No finding of misconduct

The cited material establishes public positions, procedural contributions and questions for further scrutiny. It does not establish corruption, targeted enforcement, a secret alliance or an unlawful agreement by Borthwick. Working with other trustees or staff and supporting a controversial policy are not sufficient evidence of those allegations. His original 2022 campaign platform has not been established in this assessment, so the later positions are not presented as election promises. [5] [15]
